[ ] Yes [ ] New Policy or Exception Statement of issue, Recommendation,Analysis, Funding Source,Alternative Actions,Attachments: ]�ZK STATEMENT OF ISSUE At Council direction, staff has prepared an amendment to the Huntington Central Park Master Plan to accommodate youth sports facilities. RECOMMENDATION 1. Approve the attached agreement between the city and the Redevelop- ment Agency making an area within Huntington Central Park governed by the Driftwood Mobile Home Acquisition and Relocation Agreement available to the Redevelopment Agency if and when such area is needed to complete the terms and conditions of the acquisition and relocation agreement, and direct the Chair of the Agency and the Mayor to sign said agreement; 2. Approve an amendment to the Huntington Central Park Master Plan to allow for a three-phase development of youth sports facilities located on the east side of Golden West Street between Ellis Avenue and the Central library parking lot as shown on the attached plan; change the designation on the master plan from "medium intensity" to "high intensity" to accommodate the gymnasium and aquatic complex; and 3. Direct staff to work with the youth sports groups in designing the first phase of development, raising funds, gaining public support, and obtaining the necessary approvals. ANALYSIS The City of Huntington Beach has been trying for the past fifteen years to designate a site for the development of youth sports facilities within the city. While the pro- It I e%A 12A REQUEST FOR COUNCIUREDEVELOPMENT November 7, 1994 AGENCY ACTION Page two posed amendment to the Huntington Central Park Master Plan designating such a site does not solve all of the future needs of youth sports facilities, it does address a need for youth sports facilities which can be supplemented in the future with ad- ditional facilities at closed school sites and future park sites. The amendment to the master plan proposes to install baseball facilities with overlaid football/soccer fields on the Central Park site, commonly referred to as the former mushroom farm. Council has previously adopted a master pion that "whiteholed" this area for future master plan determination. By approving the agreement with the Redevelopment Agency, Council will make available the property in question to the Redevelop- ment Agency so that it may comply with the terms and conditions of the Driftwood Mobile Home Acquisition/Relocation Agreement if and when it is ever necessary. In the interim, the city can proceed with the master plan and development of youth sports facilities on this site. Staff is proposing a three-phase development of youth sports facilities. The first phase would include baseball, soccer and football fields, along with the gravel parking lot adjacent to the existing library parking lot to service the youth sports fa- cilities. Future phases would include turfed sports facilities, hard surface parking lots, facilities for swimming and a multi-purpose gymnasium. To accommodate aquatic and gymnasium facilities, a change In land use designation from medium to high would be required. Roller hockey would also be considered for inclusion in one of the phases. It is staff's opinion that the first phase improvements, i.e., gravel parking lot and athletic fields, will not require a Charter Section 612 (Measure C) vote. However, a legal determination will be needed as to a Measure C vote if field lights are in- cluded in Phase I. There are no permanent structures included in Phase 1. Rest rooms or snack bar facilities that may be required would be accomplished with portable, modular units. At such time as the City Council wishes to put any struc- tures on the site, it would then proceed with the Measure C vote process prior to any development. No funding source has been designated for the development of youth sports facili- fies. However, once Council designates this sate, staff will begin applying for grants and the youth sports groups will begin fund-raising efforts. Council has previ- ously authorized funds for the conceptual design of such facilities and once Council has approved the amendment to the master plan, staff will begin the design and REQUEST FOR COUNCIUREDEVELOPMENT November 7, 1994 AGENCY ACTION Page three approval process.The area currently contains contaminated soil from the Central Library parking lot project which is being cleaned and will eventually be compacted and used within the project site. Prior to proceeding with development of the sports field uses on this site, the city will have to proceed through an environmental process to mitigate migrating methane and to insure there is no contamination of the water table as a result of the project as well as preparation of construction plans and specifications. Staff anticipates that it will take approximately two years to proceed through the design and permit process. Fund-raising efforts can simultaneously begin and it is hoped that funding sources can be identified at a time that coincides with final approvals. If Council approves the amendment, staff will begin an intensive, public input proc- ess with regard to the specific plans for development of youth sports facilities with public hearings by the Community Services Commission, Planning Commission and, finally, City Council. FUNDING SOURCE Undetermined at this time; the cost estimates for the first phase are between $4 and $5 million depending on the extent of the mitigation required through the environ- mental process. ALTERNATIVE ACTIONS Do not designate this portion of Huntington Central Park for youth sports facilities and designate either another area within the park or another area within the city. ATTACHMENT Adopted HCP Master Plan Amendment to the HCP Master Plan Agreement with Agency and City RH:cs AGREEMENT BETWEEN THE CITY OF HUNTINGTON BEACH AND THE REDEVELOPMENT AGENCY OF THE CITY OF HUNTINGTON BEACH FOR THE INTERIM USE OF PORTIONS OF HUNTINGTON CENTRAL PARK FOR YOUTH SPORTS FACILITIES THIS AGREEMENT for the interim use of certain portions of the Huntington Central Park Master Plan to accommodate youth sports facilities ("the Agreement") is made this 2 PA day of November, 1994, by and between THE CITY OF HUNTINGTON BEACH, a municipal corporation ("City") and THE REDEVELOPMENT AGENCY OF THE CITY OF HUNTINGTON BEACH , a public agency of the state of California ("RDA") with respect to the following facts: RECITALS A. An amendment to the Huntington Central Park Master Plan has been prepared at the direction of the City Council of the City of Huntington Beach in order to accommodate certain youth sports facilities. B. A portion of the real property subject to the Central Park Master Plan as amended has been previously designated as a future site for the relocation of mobile homes pursuant to that certain Acquisition and Relocation Agreement dated September 26,1988 ("ARA"), to be known as Ocean View Estates 11 (OVE 11). 1 7lcentpk/10126/94 C. The ARA was executed by the RDA,, which fully intends to perform pursuant thereto, upon the happening of the express conditions precedent contained therein. D. Such ARA provides, among other things, that: "The Agency (RDA) shall be under no obligation to develop Ocean View Estates II, nor relocate any tenant to Ocean View Estates ll, unless and until it decides it wishes to commence development of any portion of the Site beyond Conversion Phase A". E. The proposed amendment to the Central Park Master Plan would not impair the RDA's ability to perform under the ARA. AGREEMENTS NOW, THEREFORE, in consideration of the mutual and separate covenants, terms and conditions contained herein, including the foregoing Recitals, which shall be deemed covenants and agreements of the parties and therefore part and parcel of this Agreement, the parties hereby agree as follows: 1. For valuable consideration, the adequacy and receipt of which are hereby acknowledged herein, the RDA and CITY hereby agree to accept and approve any action by their respective governing bodies which would operate to amend the Huntington Central Park Master Plan with respect to that area which is governed by the Driftwood 2 7lcentpk11 012 619 4 Mobile Home Acquisition and Relocation Agreement (hereinbefore "ARA") for OVE II, so long as such area is promptly made available if and when required by the RDA in order to perform its duties under the ARA. 2. This agreement is being made solely to allow the CITY to amend the Huntington Central Park Master Plan for the express purposes described above. It shall in no way be construed to impair the ability of the RDA to perform and discharge its prescribed duties and obligations under the ARA. Accordingly, any and all necessary documents and approvals hereunder shall be deemed strictly for the purpose of enabling the CITY to provide the youth sports facilities contained in the Huntington Central Park Master Plan, as amended, unless expressly allowed pursuant to a written amendment hereto. 3. All pertinent provisions of the ARA are hereby expressly incorporated into this Agreement , including without limitation, the above cited sub-section (iii) at page 22, set forth in Recital "D". Both this Agreement and the ARA shall be read and reconciled together to achieve the objectives, purposes and intentions stated in each document.
