All three bids substantially exceeded the engineer's estimate of $5 million. There is insufficient funding available at this time to construct the project as bid. Funding Source: The project is funded by a $3 million grant from FEMA and $4 million from the Redevelopment Agency. The entire $7 million has been placed into account No. 81655101.82800. Recommended Action: Motion to: 1. Reject all bids as submitted. 2. Direct staff to revise the project design to reduce costs and re-advertise the modified project. Alternative Action(s): 1. Direct staff to look for additional sources of funding to complete the project as originally designed. REQUEST FOR CITY COUNCIL ACTION MEETING DATE: 8/6/2007 DEPARTMENT ID NUMBER: 07-037 Analysis: The existing six-story City Hall Administration Building is of early 1970's reinforced concrete moment frame construction. Modern seismic analysis has determined that the building is in need of substantial structural upgrade in order to bring it in line with FEMA life safety standards. Bids were opened on June 12, 2007 and are listed in ascending order: Bidder Submitted Bid 1. G-2000 Construction $6,850,000 2. T. B. Penick & Sons, Inc. $7,190,000 3. DJM Construction $7,681,000 All of the bids received were in excess of the engineer's estimate of $5 million. Acceptance of the lowest responsive and responsible bidder will leave an estimated budget shortfall of $2,400,000 when allowances for projected supplemental costs are included. Staff is currently looking at ways to reduce construction costs while maintaining the expected improvements in seismic performance from this project. Strategic Plan Goal: Provide quality public services with the highest professional standards to meet community expectations and needs, assuring that the city is sufficiently staffed and equipped overall.
