THIS AGREEMENT, made and entered into this -�«,day of by
and between the City of Santa Ana, a Municipal Corporatier, of the State of California,
hereinafter referred to as"SANTA ANA," and the CITY Or HUNTiNKGTON BEACH, a

3011(b) of the Omnibus Crime Control and Safe 5tre.ts Act of 1968, Public Law �"--35I, as amended by by Public, Law 91-644, to be funded in part from monies made availaNe pursuant
to the Crime Control Act of 1973 Publ%c Law 33-83, administered by tne Office: of l

c_rtain project designated as the Orange County Narcotic Index.
2. The parties hereto have previous`,y coon^ratr.d with other cities and

participated in the aforementioned Project by prior contractual arrangement 5.

the SANTA ANA Police Department facilities to provide for -timely, expeditious and
cor. nuous support to the Task Farce mernbr rs and interface with other law enforcement
agencies in Narcotic oriented intelligence collection, analysis and distribution.

fourth-year funding to said Pr• ect.
11, 7'ne Director of Finance for SA,'(TA AAA, as Financial Officer, shall
upon award of the grant resYrlting from said application simultaneously establish, a special
trust fund designates)for Orange Courtty Nlarcotics Int`ox. Said trust:fund shall con;;isc of
fronds derived from said federal funding c-nd hard cash r.a,atching funds in the amount a! ten
thousand three hundred and tv,oenty-four dollars ($10,324) and shall be disbursed in a
mannertsktent with the grant ,conditions. The fairer,to of Finance shall provide the
required*accountabill:it for the prt+ject
III. The Santa A.nc. Chief of .Police, as Vroy ct Director, shall art er and
provide direction and mal•c pay-wient on behalf of HUNTINGTON B ACH for services
provided on the aforesaid grant ar,d that are required in establishing the Narcotic r,.�ex
Office. '
IV. HUNTINGTON BEACH agrees to deposit with SANTA ANA nine hundred
thirty-nine dollars {.939) within -inet; (90) days, to be HUNTINGTON BEACH'S pro-rata
share of the Nwcutics, Task I'orc:: Hard Cash Matching Funds. The foregoing funds shall
be immediately retu,ned to H.UNTI vGTOi`f BEACH if said }-t:t furd n is not awarded.
V. HUNTINGTON BEACH agrees to fulfill all duties as spe -if ied in the t

aforementioned application for grant aware:,which document and amendments thereto area

hereby incorporated by reference as wart of this Contract. '

for the accounting of funds under -the Ornrdbus Crime Control and Safe Streets Act of

Project.

17 Department of Justice Law Enforcement Assistance Administration

19 D. The application for U.S. Department of Justice Law Enforcement
20 Assistance grant Discretionar_` Funds which was the subject
21 of Santa. Ana City Council Resolution 473-38 dated April 16,
22 1973 is hereby incorporated by reference as part of this

The cities of Huntington Beach and Santa. Ana had previously
entered into an informal agreement some time in November 1970
under the terms of which the parties agreed to participate
with other cities within Orange County and with various
ffi agencies of the County of Orange to form a. Narcotics Task
Force. Several months ago a special Narcotics County-Wide
Task Force Team was developed. Also, .several weeks ago the
Federal government offered to fund this program for approx-
imately 15 months and the City of Santa Ana agreed to
sponsor the project.
Due to the fact that hard cash matching is required, the Clay
or Santa Ana has requested the participating cities to
contribute funds as setforth within their respective contracts
The proposed contract 'between the City of ffluntington Beach and
the City of Santa. Ana involves an expenditure on the part of
Huntington Beach of $1,650.00.
There are three main purposes for the ;formation of this task
force:
1. The Task Force w °ild act as a repository for all vital
narcotics informakion within the County.
2. The "Trask Force would have the ability to coordinate the
services of all the lawn enforcement agencies within the
County.
3, All. instrumentation (special narcotics equipment) would
be pooled, thereby eliminating the necessity of replica-
ting thi!� equipment in other agencies.
A coordinator's office will be established and located within
the Santa Ana Police Department building.

During the.€first: two years of operation, the index funded 120 operations resulting in
the arrest of 1476 persons,, Dying the first eight months of this year, the Index
funded 37 operat>ons for member agener�s. As of this date, 29 were reported
completed resulting in a totz:J of 230 arrests, Also, as a rer,ult of Index funded
operations, narcotic seizures (heroin/cocaine) in the County have increased
tremendously.. Without the assistance of the Narcotic Index this may not have been
possible. These grant periods also recorded a continual high usage of the grant:
vehicles and other support material. The i'ndex has con in rid:to play a vital role in
narcotic training and analytic work.
