STATEMENT OF ISSUE:
Spence Enterprises Inc. , hereafter referred to as SEICONI, provides the City of
Huntington Beach the management and control of parking citation processing to
optimize the recovery of revenue from parking violations within the City's juris-
diction. There is a need to renew rile Servict. Agreement between SEICON1 and the
City of Huntington Beach for the period of Jul) 1, 1982 thi-ough June 30, 1983.
RECOM\ENDATIOti:
Approve and execute the original Parking Citation Processing Service Agreement
between SEICGNI and the City of Huntington Beach for the period July 12 1982
through June 30, 1983.
ANALYSIS:
For the past year, SEICOM has provided the City of Huntington Beach the efficient
management and control of parking citation processing in order to optimize t}re
recovery of revenue from parking violations within the City's Jurisdiction.
That contract expires on June 30, 1982 and thus needs to be rend ed.
FUNDING SOURCE:
Revi:nues generated by SEIC94's scl-vice would be used to both defray their expenses
and also generate revenue for the City.
ALTERNATIVE ACTIONS:
(1) Deny the request and return to the previous method of not following up. This
would result in a ?oss of revenue estimated to be far greater than the contract
amount for the service.
(2) The city could employ their oun system to provide the service. This would
necessitate the purchase of the necessary computer equipment and hiring of
personnel.

PURPOSE
1 . The purpose of this Agreaixmt is the nranagement mid control of parking
citation processing to optimize the recovery of revenue fruit parking
violations within this jurisdiction by using the services of SFIWA. In the
furtherance of this purpose, the parties to this Agreement agree to the
following terms and conditions:

2. SEICt7Awill provide electronic data processing services in processing
all parking citations frun the date of entry into the system.
(a) SEICILIA wi 1 ; provide, at no addi tiona'. cost to the CITY, all data
entry frcm source documents as provided by the CITY. Or , the CITY may
do the data entry and SEICU4 will provide the required transmission
equipment , at no additional cost to the CITY.
(b) SEICUI wi 11 provide al 1 the (wiij)uter programs, wri tten procedures
and other supporting; itt!i-, used in carrying out the purpose of this
Agretinent. Al 1 hardware and sof tware are anti wi 11 ranain the property
of SEICUA.
(c) SEICUA will provide daily )cog files of all entries, dispositions,
holds and errors as citations are processed. These logs miy be
discontinued by the CM.
(d) SEICUA will provide nx:)nthly uanageanent and statistical reporting
as agreed upon by both parties to this Agreeum.►nt.
(e) SE103d will take the following action on citations entered into
the syst(ni within time limitations as specified:
1 . SEICUI will provide a systan that interfaces with the UYJV/EDP
Vehicle Registration lion-Urgent Inquiry System via magnetic tape.
Z. SEICUd wi11 request Registered a%,aer (R/O) information %% ek.ly
frmt the Cal i fornia Department of )victor Vehicles (EW) . A minimim
of two requests will be mole for each license number in the
Sys ten.

3 . SEIU,Jli wi11 produce and mail a "Notice of Illegal Parking"
Oul ) fcrni to the R/O within thirty-five (35) to forty-five (45)
flays after the issuance date of the citation. The thirty-fifth
(35) to the forty-fifth (45) day period shall exclude holidays and
weekends. The NOI form tixist be appreveu by the court/city,
include a nonpost paid return envelope to the appropriate
collecting agency, and show a new due date thirty (30) days fran
the date of the MI .
40 SEICUA will send a "Hold Notice" to MY, via magnetic tape,
within five (5) to fifteen (15) days after the due date on the NDI
if no disposition has been received by SEICEM by that date.
SEIMI will also have the ability to release "Holds" via wagnetie
tape upon disposition of the citation. These dispositions can be
made either by the court or Air and will be input into the systan
by SEIWA. All interfaces with EW mist meet the specifications
dictated by MY.
5. Open citations (no disposition) will be purged Fran the syitcm
three hundred sixty-five (365) clays fran the date of 11,U Hold"
and the data will be returned to the CITY in hard copy or magnetic
tape media.
G. The CITY miry be entitled to reimbursement
ursent of fees paid to
SEIOOvi for any citations not processed by SEIUJ.f within the above
described tinxe parameters. SEIMI sliall not be responsible for
delays due to situations beyond its control , such as delay or
faulty information by the I-MV, or a judicial district or issuing
agency failure to provide citation or source docurents in a timely
=nner for entry into the systan.
(f) Citations issued to Out-of-State license nunbers will be entered
and cleared on disposition the saix- as In-State citations. Mien no
disposition is received these citations are processed se-erately Iran
the In-State citations. Requests for R/O infortivition will be sent to
the appropriate that-of-State I:2.1'. The IJUI and follow-up notices will
be generated to the 1VO and the bail amount requested. Return payments +
will be made to the collecting agency as designated by the court . All
costs for this follow--up processing, including Out-of-State ELL charges
will be incurred by SEIC 1,v1. SEIW.1 wi I 1 receive fran the G::ITY, f i f ty
percent (501.o) of the revenues received fran Out-of-State citations
of ter the IJUI . SE•'ICU.i wi 1 1 bill this =ount monthly for the prior
month.
(g) Once the citations have been entered into the systt3n, it will be
the responsibility of SEIOJ.i to cm7pleie all the processing required by
the Agreawnt , even after the termination of this Agreement.

3. It shall be the duties of the GIW to forward citation or source
doctnients to the court or SE10-M. All citations and dispositions will be
picked-up fran the court by SEIQ;, L The information will be entered into
the system by SEILUA. If the CITY elects to do the data entry at a late:
date, SEICU.1 wil l provide the UCr and other equipment necessary for the
trananission of that data. The CITY shall pay the phone charges required
for data transmission if the CITY dots the data entry.

(b) The CITY will not be billed for citations entered in error by the
CITY if the CITY notifies SEIMI within five (5) days to purge the
citation frLrn the system.

5 . (a) The Period of Performance under this Agreanent shall be for one
year to begin on July 1 , 198Z and terininate on June 30, 1983.
(b) Any extension of this Agreanent shall be renegotiated thirty (30)
days prior to its termination.
(c) The term of this Agreanent may be annually renewed for additional
one (1) year periods by the mutual Agreeme:zit of both parties. In the
event of subsequent renewals, SEICW shall be entitled to an increase
in the price schedule. Said price increase shall not exceed the total
percentage increase for the preceding renewal month in the U.S.
Department of Labor, Bureau of Labor Statistics, all urban Consumer' s
Price Index for the Los Angeles, Long Beach and Anaheim areas.
(d) This Agreement s%y be terminated by either party upon thirty (30)
days written notice to the other party, after ninety (90) clays from the
execution of this Agreement .

6. SEIMi will bill the CITY after the first of every month for the amount
of citations entered into the system during the previous calendar month.
The price will be pursuant to paragraph 4 of this Agream-nt.

other party, i'ts agents, officers and cnliloyees from and against any. and all
liability, expense, 'including defense costs and legal fees, and claims for
damages of any nature wliatsoever, including, but not limited to, bodily
injury, death, personal injury, or property dan3age arising iran or connected
with"each party' s own operations, or its services hereunder.
8. SEICCM will furnish the CITY a Certificate of Insurance evidencing
canpliance with the worker' s coxpensation acts and the general liability
requirements of the CITY.

9 . Any notices, requests, demands or other crnminications required or
permitted by this Agreement shall be cieemei to be properly given when
deposited in the United States mail, postage prepaid or when deposited with

10. This Agreement , including exhibits attached hereto, constitutes the
entire Agreement of the parties concerning the subject matter hereof and
supercedes all prior and contemporaneous agreements between the parties.
This Agreement may be �-.mnded only by an instrument in writing which
expressly refers to this Agreement and specifically states that it is
intended to amend it.
11 . This krecatent will not be assigned without written permission of the
CITY, which permission will not be unreasonably withheld.

OF, 11UNTINGTONa BEACH ESTABLISHING A MINIMUM
LIABILITY INSURANCE LIMIT
WHEREAS, there are persons engaged in various activities
in the 'city which subject the city to possible liability for
damage to property and injury to personss ' and
For the protection of the public health, safety and wel-
fare, the city requires auch `per sons to maintain insurance
naming the city additional insured; and
The city desires to •est;.blish uniform minimum liability
limits for all such persons engaged in said various activities
who are required by ordinance, resolution or otherwise to
provide such liability insurance,
NOW, THEREFORE, BE IT RESOhVED by the City Council of
the City of Huntington Beach that the minimum liability limits
shall be as follows :
1 . Combined Single Limit Bodily Injury and/or Property
')amage includinE Products Liability : $300, 000 combined limit
per occurrence, except as otherwise provided by ordinance or
contract .
2 . Additional Insured Endorsement : The insured agrees
Chat the City of Huntington Beach City Council , and/or. all
City Council appointed groups , committees, commissions , boards
and any other City Council appointed body, and/or elective and
appointive officers , servants or employees of the City of
funtington Beach when acting as such, are additional assureds
hereunder,
3 . Any person engaging in any activity determined by
ordinance, resolution or the City Administrator to subject the
city to a possibility of liability shall provide the city with
a certificate of insurance containing the additional insured
endorsement and the hold harmless agreement .

Statement of Issue, Recommendation, Analysis, Funding Source, Alternative Actions:
'STATEMENT .OF ISSUE: The existing contract between the City of Huntington Beach and Science
Applications, Inc. , for the city's parking citation -management program has expired. In
order to continue the program, it will be necessary to authorize the continuation of the
contract.
RECOMENDATION: It is recommended that the City Council approve the city's continuing
in the existing contract for a period of sir. (6) months. The 6-month extension has been
designated in order to give the police department sufficient time to evaluate the program
while not obligating it to the full 12 month period.
ANALYSIS: The Huntington Beach Police Department each year issues several thousand parking
citations. Of these, a significant number of fines are not paid by the violator. The
potential revenue represented by the fines are lost as there is no method of insuring collection.
Science Applications is a corporation who collects the information regarding the violation
and enters it into a computerized file. Those violations which are not paid after Science
Applications sends warning letters, result in notices being attached to vehicle registration
renewals. . The program results in a high return of fines since registration cannot be
accomplished until the fines are paid. It has been established that the recovery of revenue
from paid fines will far exceed the cost of the program. While initial indications are that
this is so, the program has not operated long enough to establish this as fact. It is
therefore the recommendation that a six month extension be authorized rather than a full
year's contract.
FUNDING SOURCE: $81,000 has been budgeted for fiscal year 1980-81. This should provide
for the 6 month contract extension requested.
ALTERNATIVE ACTIONS: Discontinue the program and lose the potential revenue from parking
citations which would not voluntarily be paid by the violator.

PARKING CITATION SERVICES AGREEMEN'P
THIS ADDENDUM AGREEMENT to that certain Agreement , titled ,
"AGREEMENT FOR PARKING METER CITATION PROGRAM" and dated August 20 ,
1979, by and between the CITY OF HUNTINGTON BEACH, a municipal
corporation of the State of California , therein called "CITY, "
and SCIENCE APPLICATIONS, INC . , a California corporation , there-
in called "SAI ," is hereby modified and amended , effective on
the date shown below, as follows :
R E C I T A L S
WHEREAS, Agreement is a professional services agreement
as defined in Huntington Beach Municipal Code Section 3 . 03 . 020 ,
and the terms and conditions of any existing professional ser-
vices agrement may be modified so as to increase or decrease
the term without competitive bidding, per Section 3 . 03 . 120 ; and
Agreement has expired August 20 , 1980 ; and
"CITY" may ratify expired Agreement where services have
been rendered and accepted beyond the expiration date ,
NOW, . THEREFORE , the parties hereto agree as follows :
1 . Paragraph 2, TERM, of the Agreement is amended so
that the term of the Agreement is extended six months and to
terminate February 19, 1981.
2 . . All other terms and conditions of the Agreement shall
remain unchanged .

THIS AGREEMENT entered into this .22o F day of
1979, by and between the CITY OF HUNTINGTON BEACH, a municipal
corporation of the State 'of California, hereinafter called " CITY, "
and' SCIENCE APPLICATIONS, INC. , a California corporation, with
its principal office at 1200 Prospect Street , La Jolla , California
92038 , hereinafter called " SAI,"
W I T td 'E S S E T H:
NIHEREAS , CITY -recognizes that many parking meter ci-
tations are ignored by the alleged violators and are unenforced
and unpaid due to the "recent cutbacks in appropriations for en-
forceme'nt by the courts ; and
WHEREAS , CITY desires that SAI provide technical
services to conduct a city-wide parking meter citation enforcement
management program,
NOW, THEREFORE, the parties hereto agree as follows :
1 . SCOPE OF SERVICES. .;SAI shall perform the following
services :
1. 1 . Data Entry. The citation data entry func-
tion 'of Parking Citation Management Program shall include entry
of data on all CITY parking citations . Data shall be entered
from four ( 4 ) sources :
( a) Original Entry of Parking Citation into
System. After all parking citations have been issued, they will.

tions will be filed into a numerical file by citation number at
the court or SAI 'S "'facility. The citations will `be removed from
that numerical file only upon disposition by the municipal court
or the Department `of Motor Vehicles . The coded information will
then be entered into -the computer system.
(b) Entry "of Disposition by Court. The
municipal court will have the only authority, other than the
Department of Motor Vehicles , to establish a disposition for
parking citations . A designee of the clerk of the municipal court
will fill out a sheet daily giving one of the following disposi—
tions :
( 1) Paid on initial parking citation .
( 2 ) Paid on notice before notice of noncompliance
to Department of Motor Vehicles .
( 3 ) Paid on notice after notice of noncompliance
to Department of Motor Vehicles .
( 4 ) Dismissed by court.
( 5 ) Fine suspended.
The "disposition sheet will be given to the CITY 'S data
processing clerk assigned to that court for entry into the system.
( c) Entry of the Registered Owner (R/0)
Information by the Department of Motor Vehicles . All Curren,
parking 'citations in the system which have reached a failure to
appear status will have the required information sent to the

Department of Motor Vehicles `for registered owner information.
The system ' s program will be interfaced with the Departrrient of
Motor Vehicles' DMV/EDP Vehicle Registration Nonurgent Inquiry
system via magnetictape.
The Department `of Motor Vehicles , in return, inp is the
vehkicle registered owner information in a compatible format for fu-
ture u-e.
(d ) Entry ot 'the Department of Motor Vehicles
Dispos_i''tion'. The Department of Motor Vehicles, Division of
Registration, will enter the disposition of parking citations which
have been sent to the via a notice of noncompliance. The disposi-
tions will be o°ne of the following : ( 1) cleared with collection
of bail`, or "( 2) cleared without collection of bail.
The Division of Registration will clear
a noncoinpl iance 'notice without collection of bail for only one ( 1 )
of four (4) reasons: ( 1) transfer of registration; ( 2) non-
renewal for two ( 2) years; ( 3) court receipt presented by appli-
cant; -and .'(4 ) deletion notice sent by court.
1 .2 . Data Base. This function provides a base
for future processing and data base analysis . The following data
are captured for 'processi.ng statistical and legal purposes:
( a ) CITY identifier
( b) Citation number
( c) Date and time of issue
(d) Reporting district
( e) `Vehicle identifiers

(g) Violati'oh ( s)
(h) Officer' s serial number
When the parking citation proceeds further 'into the
system, a combination of the fol lowing data will be added :
(a) Date cleared
"(b) How 'cleared
(c) Registered owner
(d ) Date notice sent
1 .3 . Ident if icat'ion of Parking Citation wi thin the
System. This function is responsible for locating a parking cita-
tion and giving the status of that citation in the system. This is
a valsuable asset for violators who have lost their citations , elim-
inating the long, mechanical delay of hand searching for a parking
citation.
The court shall have two ( 2 ) alternatives for
a`n inquiry. one is to look at an updated status report that is
sorted by numerical sequence or two , to make a direct inquiry into
the system via a "hotline . " This " hotline" has direct access to a
systems operator.
1A . Statistical Data Collection . Data collected
from entries into the system will be available for future develop-
ment and detailed management reports.
1 .5 . Data Verification . Data that is enterec will
be verified through :both human and programmatic methods . The data
processing clerk will insure that all illegible items are verified

by the originator before entry.

function consists of several subfunctions for notice generation .

107 . Automated Request for Reg is tered Owner. This
subfunction will be interfaced with the Department of "Motor Vehicles
when a Odrking 'citation has reached the day--after-the-appearance
date , the system generates an interfaced magnetic tape to the
DMV/EDP registration nonurgent inquiry system.
1. 8 . Registered Owner is Matched with a Parking
Citation. This subfunction is responsible as a further edit and
verification procedure . Prior to the notice of intent being
generated, the parking citation status will again be verified to
insure the status is still " failure to appear. "
1. 9. Notice of Intent is Generated . The notice of
intent will :be generated and sent 'to the registered owner as the
records of the Department of Motor Vehicles indicates. This
notice of intent provides the registered owner with the following :
(a ) Municipal court having jurisdiction
(b) Vehicle identifier
(c) Date and time of violation
td) Violation

( f) Legal obligations
(g) Consequences for failure f.o comply
with the legal obligations
( h) Instructions for change of ownership
or lessee information
( i ) Instructions on how to comply with the
'notice
The notice of intent will be prepaid , first
class postage excluding return postage.
1. 10. Subsystem Notice of Noncompliance. This sub-
. system is responsible for identifying those parking citations with
which there was noncompliance to the notice of intent. An auto-
mated notice of noncompliance will be sent to the Department of
Motor Vehicles and attached to the vehicle registration . There is
a critical time factor involving this subsystem . The State of
California has stated by law that, "Whenever any person has for
a period of 15 or more days failed to comply with the provisions
( notice of in-tent), notice shall be given to the Department of
Motor Vehicles not more than thirty ( 30) days after such failure
to appear. The system will have programmatic timetable to insure
all requirements of the law are met . "
1. 11. Subsystem Reporting . This function is re-
oponsible for statistical and detailed management reports . These
reports will provide a data base for management analysis and - cita-
tion accountability. The reporting subsystem consists of three

functions : ( 1) status reporting ; ( 2 ) statistical reporting ; -and
( 3 ) management reporting .
1. 12. Status Reporting. This; reporting procedure is
a printout of all the citations current in the system. The report
will be in ascending citation number sequence and provides the
following information for court reference:
(a) City of issuance
(b) Citation number
( c) Vehicle license number
(d) Reporting district
( e ) Date issued
( f) Violation
(g ) Fine
(h) Officer serial number
( i ) Date DMV notice of noncompliance sent
( if applicable)
( j ) Date notice of intent sent ( if applicable)
(k) Citation status in system
2. TERM. The services of SAI shall commence upon the
execution of this agreement and shall continue for a period of
twelve (12 ) months thereafter. Contingent upon acceptance of a
memorandum of understanding between the courts having jurisdic-
tion and CITY, PCMP implementation shall commence within thirty
( 30) days after date of this agreement .
3. COMPENSATION. For performance 'of services required
under thin agreement , CITY agrees to pay SAI a rate of S 1 .80

for each citation processed in every case subject to receipt of
a monthly requisition for payment from SAT .
4. PROGRAM RIGHTS. SAI, in providing the services
set forth herein, will utilize as SAPS proprietary, the computer
program developed at SAI expense and entitled " Parking Citation
Management Program ( PCMP) . "
CITY hereby agrees that all rights and titles to
the aforementioned program shall remain exclusively with SAI.
Further, CITY agrees that such program shall not be provided to
CITY as part of the agreement; neither will CITY have direct or
indirect access to such program without express written approval
of SAI.
5. . PROGRAM SECURITY. The PCMP has restricted access
and SAPS project manager will monitor the program to insure
the security of the system. Only persons authorized by a joint
agreement between SAI and CITY will have a security code to have
access to the system.
6. APPLICABLE LAW. This agreement shall be governed
by and construed in accordance with the laws of the State of
California .
7. CHANGES AND SUSPENSION. If any change or sus-
pension of work, by either CITY or SAI causes a material in-
crease or decrease in the cost of or the time required for the
performance of the work under this agreement, an equitable ad-
justment shall be made in the agreement price or de3 ivory
schedule , or both , provided that either party shall have noti-

fied the other in writing of any claim for such adjustment within
thirty (30) calendar days from the date of such notice or from
the date of any act of CITY or SAI which constituteb such a
change. No such adjustment or any other modification of the
terms of this agreement will be allowed unless mutually agreed
upon between CITY and SAI by means of an addendum to this agree-
ment. SAI shall proceed with the work, as changed , without in-
terruption and without awaiting settlement of a'ny such claim.
S. AMENDMENTS AND NOTICES . Sole authority for SAI
to make changes in or amendments to this agreement and to effect
deviations ( by way of acid it ion or deletion ) from the work herein
specified is hereby vested in the authorized representative of
CITY, and no directions from such representative shall be valid
unless in writing .
9. EARLIER TERMINATION. Either party has the right
to terminate this agreement at any time after the effective date
of this agreement upon providing thirty ( 30 ) days written notice
to the other party.
10 . WAIVER. No waiver or subsequent modification of
this agreement or of any covenant; condition , or limitation herein
contained shall be valid unless in writing and duly executed by
the party to be charged therewith . Furthermore , no evidence of
any waiver or modification shall be offered or received in evi-
dence in any proceeding, arbitration, or litigation between the
liarties arising out of or affecting this agreement , or the
rights or obligations of any party hereunder, unless such waiver

• or modification is in writing, duly executed as `aforesaid . The
provisions of this paragraph may not be waived except as herein
set forth.
11 . WORKERS ' COMPENSATION INSURANCE. In the event
SAI has any employees , it shall , in accordance with the provi-
sions bf section 3700 of the California Labor Code , be required
to show proof of workers' compensation insurance by furnishing
a certificate of workers' compensation insurance to CITY.
12 . LIABILITY INSURANCE, ADDITIONAL INSURED. SAI
shall obtain a policy of comprehensive bodily injury and property
damage liability insurance. Minimum limits of coverage of the
policy shall be $300 , 000 combined single limits including Property
damage , each occurrence . SAI shall not cancel or modify policy
without thirty ( 30 ) days prior written notice to CITY. Policy
shall name CITY as additional insured .
13 , ENTIRETY. This written agreement contains the
sole and entire agreement between the parties . It supersedes
any and all other agreements , either orally or in writing , between
the parties. The parties acknowledge and agree that neither of
them has made any representation with respect to the subject
matter of this agreement or any representations inducing the
execution and delivery hereof except such representations as are
specifically set forth herein, and each party acknowledges that
he or i4 has relied on his or its own judgment in entering into
this agreement. The parties further acknowledge that any state-

ments or representations that may have heretofore been made by
either of them to the other are void and of 'no effeqt and that
neither of them has relief thereon in connection with his or
its dealings with the other .

RECOMMENDATION

ANALYSIS
On April 6, 1981 , the City Council authorized a Parking Citation Management
Program with SEICOM and directed staff to prepare the necessary agreement.
It is estimated that during the remaining three months of the fiscal year,
13, 600 parking citations will be issued generating a potential revenue of
approximately $204 , 000 . 00. Under term: of the proposed agreement with
SEICOM it will cost approximately $10, 200 . 00 to process them. As the
parking enforcement detail increases its citation productivity, the unit
^_ost of processing decreases on an agreed upon sliding scale.

In response to the request from the Police Department, I am hereby submitting a
Financial Impact Report relative to funding the City-wide parking citation program
over the remaining 2 1/3 months of FY 1980-81 . Due to the fact that the Police De-
partment has projected 10,577 tickets over the period in question, at the rate of
$•50 per citation as per the agreement, it will be necessary to appropriate $5,290
to fund the program through the current fiscal year.
Sufficient funding is available in the contingency fund for this purpose. Should
the City Council be desirous of approving this project, the balance in the contingency
fund will be reduced to $1 ,266, 101 .66

It is estimated that during the remaining nine and a half months in this
fiscal year, 15 , 000 parking meter citations will be issued generating
approximately $120 , 000 in revenue . Since the City has been researching this
type of program , it has become evident that the number of issued citations
is decreasing ; however , parking meter revenue is increasing substantially .
The cost to operate the program to the end of the fiscal year is estimated
at $227 ,000 .

AGREEMENT FOR PARKING METER CITATION PROGRAM
THIS AGREEMENT entered into this .20_day of� ,
1979 , by and between the CITY OF HUNTINGTON BEACH, a municipal
corporation of the State of California, hereinafter called " CITY, "
and SCIENCE APPLICATIONS, INC. , a California corporation, with
its principal office at 1200 Prospect Street , La Jolla , California
92038 , hereinafter called " SAI , "
W I T N E S S E T H:
WHEREAS , CITY recognizes that many parking meter ci-
tations are ignored by the alleged violators and are unenforced
and unpaid due to the recent cutbacks in appropriations for en-
forcement by the courts ; and
WHEREAS , CITY desires that SAI provide technical
services to conduct a city-wide parking meter citation enforcement
management program,
NOW, THEREFORE, the parties hereto agree as follows :
1 . SCOPE OF SERVICES . SAI shall perform the following
services :
1. 1 . Data Entry . The citation data entry func-
tion of Parking Citation Management Program shall include entry
of data on all CITY parking citations . Data shall be entered
from four ( 4 ) sources :
(a) Original Entry of Parking Citation into
System. After all parking citations have been issued, they will

be sent for processing to SAI ' S regional service facility once
a week for entry into the system. The original `parking cita-
tions will be filed into a numerical file by citation number at
the court or SAI ' S facility. The citations will be removed from
that numerical file only upon disposition by the municipal court
or the Department of Motor Vehicles . The coded information will
then be entered into the computer system.
( b) Entry of Disposition by Court. The
municipal court will have the only authority, other than the
Department of Motor Vehicles , to establish a disposition for
parking citations . A designee of the clerk of the municipal court
will fill out a sheet daily giving one of the following disposi-
tions :
( 1 ) Paid on initial parking citation .
( 2 ) Paid on notice before notice of noncompliance
to Department of Motor Vehicles.
( 3 ) Paid on notice after notice of noncompliance
to Department of Motor Vehicles .
( 4 ) Dismissed by court.
( 5 ) Fine suspended .
The disposition sheet will be given to the CITY ' S data
processing clerk assigned to that court for entry into the system.
( c) Entry of the Registered Owner (R/O)
Information by the Department of Motor Vehicles . All current
parking citations in the system which have reached a failure to
appear status will have the required information sent to the

Department of Motor Vehicles for registered owner information.
The system' s program will be interfaced with the Department of
Motor Vehicles' DMV/EDP Vehicle Registration Nonurgent Inquiry
System via magnetic tape.
The Department of Motor Vehicles , in return, inputs the
vehicle registered owner information in a compatible format for fu-
ture use.
(d ) Entry of the DeQartmnt of Motor Vehicles
Disposition. The Department of Motor Vehicles , Division of
Registration, will enter the disposition of parking citations which
have been sent to them via a notice of noncompliance . The disposi-
tions will be one of the following: ( 1) cleared with collection
of bail , or ( 2) cleared without collection of bail.
The Division of Registration will clear
a noncompliance notice without collection of bail for only one (1 )
of i. ur (4 ) reasons: (1) transfer of registration; ( 2) non--
renewal - )r two ( 2) years; ( 3 ) court receipt presented by appli-
cant; and (4) deletion notice sent by court .
1 . 2 . Data Base. This function provides a base
for future processing and data base analysis. The following data
are captured for processing statistical and legal purposes:
(a ) CITY identifier
(b) Citation number
(c) Date and time of issue
(d ) Reporting district
( e) Vehicle identifiers

( f) Location of violation
(g) Violation( s)

When the parking citation proceeds further into the
system, a combination of the following data will be added :
(a) Date cleared
(b) How cleared
(c) Regis to red owner
(d ) Date notice sent
1 .3 . Identification of Parking Citation within the
System. This function is responsible for locating a parking cita-
tion and giving the status of that citation it. the system. This is
a valuable asset for violators who have lost thee . citations , elim-
inating the long, mechanical delay of hand searching ."-)r a parking
citation.
The court shall have two ( 2 ) alternative:. r
an inquiry. One is to look at an updated status report that is
sorted by numerical sequence or two , to make a direct inquiry into
the system via a "hotline . " This "hotline" has direct access to a
systems operator.
1 .4 . Statistical Data Collection . Data collected
from entries into the system will be available for future develop-
ment and detailed management reports.
1 .5 . Data Verification . Data that is entered will
be verified through both human and programmatic methods . The data
processing clerk will insure that all illegible items are verified

by the originator before entry.

1. 6 . Subsystem notice of Intent Generation . The R�
notice of intent generation function is concerned with the park-
ing citations that are in a failure-to-appear status . This
function consists of several subfunctions for notice generation.
These subfunctions are : ( 1) automated request for registered
owner ; ( 2) Registered owner is matched with a parking citation;
and ( 3) notice of intent is generated.
1. 7. Automated Request for Registered Owner. This
subfunction will be interfaced with the Department of Motor Vehicles
when a parking citation has reached the day-after--the-appearance
date , the system generates an interfaced magnetic tape to the ,
DMV/EDP registration nonurgent inquiry system.
1. 8 . Registered Owner is Matched with a Parking
Citation. This subfunction is responsible as a further edit and
verification procedure . Prior to the notice of intent being `
generated, the parking citation status will again be verified to
insure the status is still " failure to appear. "
1 . 9 . Notice of Intent is Generated . The notice of
intent will be generated and sent to the registered owner as the
records of the Department of Motor Vehicles indicates. This
notice of intent provides the registered owner with the following :
( a) Municipal court having jurisdiction
(b) Vehicle identifier
(c) Date and time of violation
(d) Violation
