[X] Yes ( ] New Policy or Exception Statement of Issue, Recommended Action, Analysis, Environmental Status, Funding Source, Altern ^ e Actions, Attachments: . STATEMENT OF ISSUE: The County of Orange has requested a time extension, from December 31, 1994 to June 30, 1995, to Agreement Number D92-010 for the seismic retrofit of four Huntington Harbor bridges. RECOMMENDED ACTION: Approve the attached Amendment Number 3 to Agreement Number D92-010 allowing the County to administer the seismic retrofitting of four City bridges during the period of construction. ANALYSIS: The State Seismic Safety Retrofit Program provides for the upgrading of four bridges within Huntington Beach to meet current seismic codes and improve bridges identified as being vulnerable to earthquakes. The City/County Administration Agreement designated the County as the project contracting authority and authorized the County to provide contract administration during the course of construction. Due to the Orange County bankruptcy situation, the County has delayed the award of the construction contract and has rescheduled the award for January 18, 1995. ENVIRONMENTAL STATUS: This project has a categorical exemption. 6 RCA: CC-825 January 3, 1995 Page Two FUNDING SOURCE: No City funds are required. ALTERNATIVE ACTIONS: Deny approval of the attached Agreement and direct staff to administer the program. This would require additional staff time and reduce staff's ability to administer ongoing construction projects. ATTACHMENTS: 1. Location Map 2. [ ] Yes [ ] New Policy or Exception Statement of Issue, Recommendation,Analysis, Funding Source, Alternative Actions, Attachments. Ow STATEMENT OF ISSUE- The City has seven bridges which are eligible for participation in the State Seismic Safety Retrofit Program. RECOMMENDATION: Approve the attached Agreement No. D92-010 allowing the County to administer the seismic retrofitting of seven city bridges during the period of construction. ANALYSIS: The State Seismic Safety Retrofit Program provides for the upgrading of seven bridges within Huntington Beach to meet current seismic codes and improve bridges identified as being vulnerable to;earthquakes. The City/County Administration Agreement will designate the County as the project ', contracting authority and authorize the County to provide contract administration during the \4 course of construction. FUNDING SOURCE: No City funds are required. ALTERNATIVE ACTION: Deny approval of the attached Agreement and direct staff to administer the program. This would require additional staff time and reduce staff's ability to administer ongoing construction projects.w ATTACHMENTS: 1. Location Map 2. Agreement LFS:ERC:gd 3313g/10 P10.5/85 E-XIMIT ..A..
