The California Regioi-al Water Quality Con rol Board, Santa Ane
Region (hereirafter Bt ard) , finds that:
1 . On December 30, 1986, The City of Huntington Beach (here-
inefter discharger) , submitted a complete. application,
No. CA 0106208, for waste discharge requirementr and a
permit to discharge wastes under the National Pollutant '
JD* 1 Discharge Elimination System.
Z. :he discharger currently discharges wastes associated L " 't' ry';� `'. '• frith construction dewatering projects into caters of the [
i d United States within various locations in the City of

ti ituntingt^n Beach. Dischargesfrom these locations are
r•.. :', tributary to the Santa Ana River, Reach 1 , the Bolsa
" :• : _ Chien Wetlands, and Huntington Harbour, which are ulti-
mately, tributary to the Pacific Ocean. The arreas where
discharges ray occur are shown on Attachment A. wn;.ch is

3 . These discharges are presently regulated under waste
discharge requirem !nts contained in Ord,:ir No. 81--167 .

Z. The discharger must comply with all of the terms, requirements' and con- } k
<Y ditions of this order. Any violation of this ordet constitutes a viola-
tiou of the Clean Water Act, its regulations and the Caiifotnia Water
Code, and it grounds for enforcement action, termination of the ardor,
revocation and. rilis:uance of the 'order, denial of an apr licativa fox,
reissuanre of the order! or a combination thereof,
3. The provisions of this order are severable., and if any
