cc-sae C O N T R A C T THIS AGREEMENT , made and entered .into as of the 6th day of December , 1976 , by and between the C ILTY OF HUNTINGTON BEACH, a municipal corporation , hereinafter referred to as THE CITY , and SULVI-MILLER CONTRACTING; COMPANY , Fierelnafter r—ef erred to as THE CONTRACTOR. 11 t T N E S S E T H WHEREAS, -' n accordance with the provisions of Section 1770 et Beg . of the Labor Code , the City Council of the City of Huntington Beach , California , has ascertained the general prevailing rate of wages applicable to the work ccv-ered by this contract as more particularly set forth in a resolution of the C: ty Council of the City of Huntington Beach , a certified copy of which resolution is on file in the office of the City Clerk and made a part hereof and designated as Resolution No . 4249 , entitled : "A RESOLUTION OF THE CITY COUNCIL OF n1E CITY OF HUNTINGTON BEACH SPECIFYING THE PREVAILYNG RATES OF PER DIEM WAGES FOR PUBLIC WORKS CONTRACTS." W11EREAS , thv C i t Council of the City c f Huntington Beach , County of Orange, State of Cal i fornia , pursuant to statutes in such cases made and provided , duly and regularly caused a notice to be published, calling f.cr bids for labor, rnater. ial , tools and equipment .for the construction of Highway Improvements on Warner Avenue between Balsa Chica Street and Greentree Lane; on Solna Chica Street north of Heil Avenue:; on Magnolia Street south of Uarfield Avenue, CC-368, in .aid City of liunti ,cton Beach , California , sold work to be constructed according to plans , spec i f ications , general requirements, And Special provisions for same can file in the off ice' of the Director of Public Works and adopted by the City Council of said City of Huntington Beach an ttie 20th day of September 1976 to which said plans , specifications , general. requirements , and special provisions reference is hereby made , and by such reference they are made a Part of this contract as if herein set out in full ; and Rev. 2- 76 �1- WHEREAS , the City Council at a regular meeting thereof and at the time and place appointed therefor received the report of the results of the bids submitted by the respective bidders for the construction and completion of the above mentioned work , and after careful consideration of all bids submitted the City Council awarded the contract therefor to the CONTRACTOR therein named at the prices set forth in his bid , it being the lowest and best bid received by the said City Council . NOW, THEREFORE , in consideration of the covenants and agreements herein contained, being done and performed by the parties hereto , it is hereby agreed as follows : I . By my signature hereunder , as Contractor , I certify that I am aware of the provisions of Section 3700 of the Labor Code which require every employer to be insured against liability for workmen 's compensation or to undertake self-insurance in accordance with the provisions of that code , and I will comply with such provisions before commencing the performance of the work of this contract . Ix . Contractor agrees to receive and accept as full compensa- ticn for furnishing all materials and for doing all the work contemplated and embraced in this agreement , the unit prices Contractor submitted in his Proposal which was accepted by the City Council . A copy of said Proposal is attached hereto ttvl incorporated herein by reference and made a part hereof . Contractor further agrees that said payment by City shall include all payments for all lass or damage arising out of the nature of the work aforesaid , or from the action of the elements , or from any unforeseen difficulties or obstructions which may arise or be encountered in the prosecution of the work until its acceptance by the City , and for all risks of every description connected with the work ; also for all expenses incurred by or in consequence of the suspension or discontinuance of work and for well and faithfully completing the work , and the whole thereof , in the manner and according to the plans and specifi- cations , and the requirements of the Engineer under them. III . City agrees with the said Contractor to employ, and does hereby employ , the said Contractor to provide the materials and to do the work according to the terms and conditions herein contained and referred to, for the prices aforesaid , and hereby contracts to pay the same at the time , in the manner and upon the conditions set forth in the general requirements and the said parties for themselves, their heirs , executors , administrators , successors and assigns , do hereby agree to the full performance of the convenants herein contained. IV . It is further expressly agreed by and between the parties hereto that should there be any conflict between the terms of this instrument and the bid or proposal of said Contractor , then this instrument shall control and nothing herein shall be considered as an acceptance of the said terms of said proposal conflicting herewith. V. Bid Bond . The Contractor further agrees that his proposal shall be accompanied by a bidder ' s security in an amount equal to -2- • tin percent (109 ) of his bid in accordance with California Government Code Section 37931 at seq. V1. Performance Bond and Labor and Material Payment Bond. The Contractor agrees to furnish, prior to the execution of the contract, bonds covering the faithful performance of this contract and the payment of all obligations arising thereunder in such form and amount as the City may prescribe. VII . California Fair Employment practice Act. The Contractor agrees to utilize fair employment practices in accordance with California Labor Code Section 1410 at seq. DESCRIPTION OF WORK The work to be done generally entails the construction and reconstruction of lYi~hway improvements , consisting of , but not liMited to, the following items: The removal , salvage, disposal, relocation , and/or protection in place of existing facilities, both public and private; excavation, embankment/ backf ill, compaction , and disposal of surplus material.= the construction of highway improvehents including sidewalk, drivewayst curb and gutter , A. SPECIFICATIONS The work to be done under this contract shall comply with the following specifications and with the Standard Specifications of the State of California , Department of Public Works, Division of Highways , dated January, 1975 , insofar as the same may apply, and shall also comply with the following Special Provisions. The term "State Standard Specifications" , when hereinafter used , shall be interpreted as meaning, and being synonymous with the Standard Specifications of the State of California, Business and Transportation Agency, Department of Transportation, dated January , 1975. In case of conflict between the specifications, the State Standard Specifications, or these Special Provisions , the Special provision i shall take precedence over and be tined in lieu of such conflicting portions . SECTION I1I . CONTRACT DOCUMENTS The work to be done under this contract shall comply with the improvement plans , and said plans form a part of the contrct documents and are on file in the office of the Director of Public Works . The ContrAct Documents shall consist of the following listed itemn: 1 . improvement Plans. b 2 . Applicable sheets of they City of Huntington Beach Standards . 3 . Specifications , Special Provisions , and General Requirements . A . Specified manufacturer ' s details and installation instructions. 5 . All specified or required shop drawings . 6. Proposal . �2- 7 . The contract and/or aclreement. 8 . The contractor ' s bonds and insurance certificates . 9 . Requirements of any public utility servicu company directly affected by the work herein described . 10 . Requirement of the necessary psrmi.ts from other public agencies. SECTION IV . TESTING � The testing of any materials or of any portion of the job under construction shall be at the option of the Director of Public Works or his authorized agents . The contractor shall furnish, without charge , any materials requested for testing in accordance with Section 6 of the State Standard Specifications . The con- tractor shall also provide accoss to any area of the job for testing purposes and shall furnish, without cost , any assistance necessary to perform the testing . The charges for normal testing will be paid by the City of Huntington Beach. Normal testing shall be deemed to be the testing as required by the State Stand- ard Specifications and/or the inspector . Extra testing required, � due to test failures, will be at the contractor ' s expanse , either as a billing or as a deduction from contract payment , The con - tractor shall notify the Director of Public Works of the readiness of any phase of construction to be tested and shall not proceed with any subsequent phase mf work until the results of th6 test are known and approved . Testing shall be performed by the EMA �p materials laboratory . SECTION V . In addition , working hours shall be restricted to between the hours of 7 : 00 A. M. to 6 : 00 P.M. SECTION X. PROTECTION AND/OR RELOCATION OF UTILITIES A . General y Utilities for the purpose of these specifications shall ca snsn .idered as including , but not limited to , and irrespective of ownership; pipelines ( including irrigation lines) , conduits , transmission sines, and appurtenances of public utilities as defined in the Public Utilities Act of the State of California) and those of private industry, business , or individuals solely for their own use of tol:- use of their tenants; and storm drains , sanitary sewers, street lighting, traff.tc signal -4- systems , duct hanks , telephone cables , transmission cables , and completely buried structures . When said utility is found to occupy the space required to be occupied by a part of the permanent works to be constructed under the contract , or to be within the specified excavation pay lines (when such are specified or shown on the drawings) , the City will arrange for the relocation or alteration of said utility or require the cont-racto r to do same as extra work . Utilities found to cross the excavat-ion but not inter- cepting the permanent works to be constructed , then the contractor will be required to mak-tain the utility in place at his own expense. c . When said utility is more or less parallel with and any portion of it does not lie within the excavation pay lines (when such are specified or shown on the drawing) , the contractor shall advise the owner thereof and , in coopera- tion with the owner of they utility, provide and place the necessary support for proper protection to insurer con- tinuous and safe operation of the utility . All costs for such work shall be borne by the contractor . G . Responsibility of the Contractor ' The contractor shall be held responsible for all costs for , the repair of any and all damage to the contract work or to any utility (whother previously known or disclosed during the work) , as may caused by his operations . Utilities not shown on the drawings to be relocated or altered by others shall be maintained in place by the contractor. At the completion of the contract work, the contractor will leave all utilities and appurtenances in a condition satis- factory to the r)wners and tha City. DESCRIPTION OF WORK The work to be performed under this schedule consists , in general , of the removal , salvage , disposal , relocation , and/or protection in place: of existing highway and non-highway facilities , both S public and private , as indicated on the improvement plans and/or specified hereinafter . SECTION II . SPECIFICATIONS All work to be done under this schedule shall be performed in accordance with Sections 7 , 8 , 100 15 , 16 , and 17 of the State Standard Specifications and with these Special Provisions . SECTION III . DESCRIPTION OF GENERAL FACILITIES The facilities genr:ra?ly consist of , but are not limited to , the fol lor,ing : A. Public utilities The City has made an exha« stive search of available records to determine the existence end location of underc;round facili- ties throug;lout the general construction area . The contractor, by submission of a bid for this project , shall be dec;ned to be awar4, of the existence of public utility facilities in close proximity to the work , and shall provide all necessary precautions to protect the facilities in place . Any and all requests by the contractor for any utility company to brace , hold , relocate , or de-energize any fac; lity shall be considered to be for benefit of the contractor to complete the work and costa, therefore , shall be the contractor ' s respons;.- bility and no additional compensation will be allowed . The major companies having facilities in the area c° the project are Southern California Edison, Goneral Telephone , and Southern California Gas Company , municipal water , sewer , storm drain facilities , and various oil companies . H. Street Tight Conduit - The contractor shall contact the City • in aintenance electrician and/or the Southern Calif . Edison Co. prior to excavations to dot:ermino Approximate locations of street light conduit . The contractor shall manually open ditch to expose the conduit at each location and shall exercise all possible care to protect: to place . In the event a conduit is cut , crimped , or damaged , the contractor shall repair or cause to be repaired and pay all costs . Repaira m-Ast be made from pole to role , approximately 300 feet , dun to splices not allow- able in these type systems. �8+ C . Maintain regulatory signs in place until relocated . Signs or =- rkers which are ti ) be relocated or delivered to the City Yard shall be removed with due care to protect the signb and post . The contractor shall be required to replace , i with new material at his own expense , any sign or post damaged by his negligence of careful operation. Signs to be relocated shall be stored until the proper time arrives for reinstalla- tion . All work shall be performed as with new signs including cleaning and repainting the: post. D . Miscellaneous Facilities This work shall consist of furnishing all labor , material , and equipment necessary to remove , salvage , dispose , and/or relocate miscellaneous facilities found to be existing in the field and/or specified herein. Work shall be done in accord- ance with Sectio, 15 of the State Standard Specifications Facilities which interfere with the work, that are to remain in place upon compic•t: ion of the project shall be carefully removed , stored ana - _ -!Iaced during clean-up operations . C . Manholes Manholes to be adjusted to yrado shall be raised or lowered and adjusted in accordance with Section 15--2 . 05A of the State Standard Spec; Eications and with the following Special Provi- sions , The manhole adjustment work s}iall consist of remuving the ring and covers lend portions of the manhole cone: or shaft � within the structural prism of the roadbed , and placing a metal cover over the manholes until the resurfacing is com- pleted . After resurfacing , and prior to seal coat , the man- holes shall be br.ouyht to grade , using approved concrete � rings and mortar , with as neat an excavation as possible , and the area remaining void , after the ring And cover a►i-e set, shall be patched with the same mix of asphalt concrete as the street: surface. 06-ange County Sanitation District manholes shall be raised or lowered and adjust©d to grade in accordance with Orange County Sanitation District Specifications . The contractor shall furnish and install new ring and covers , conforming to tho Huntington React. Standard drawings or in accordance with the O.C . S . D . Standards , on each manhole witld n the project limits. Salvage value , if a►ny , or the old ring and covers shall bolong to the contractor , or disposal shall be performed in accordance with Section 7-1 . 13 of the State Standard Specifications . • P. Water Valve Boxes Water valve boxes to be adjusted to grade shall include only the existing valves within the construction area. This adjustment work shall consist of tying out the valves, removing and � stL-ring the frames, covers and cans until the asphalt paving is completed . After the atpha?t concrete paving is completed, and prior to the sea]. coat application , tho boxes . shall be relocated , broucrht to grade using as small and neat an ex- cavation as possible and using the materials spccif ied in the water mein Special Provisions, and patching the remaining void with the same mix of asphalt concrete as specified for the street surface . G . Ephalt Concrete Removal Asphalt concrete pavement and berm removal , as indicated on the improvement plans , shall be remov ,_d from the Job site and disposed of in accordance with Section 15 and 7--1 . 13 of the State Standard Specifications. Removals which occur adjacent to pavements which are to remain in place shall be performed to a neatly trimmed saw--cut edge. The contractor will be allowed to elect a I.wo step process , ,first by making an initial rough cut by machinery or pavement breakers and second by performing the saw cutting immediately prior to laying down the planned asphalt concrete work. The removal is estimated to be 3 to 4 inches in thickness, however , no additional compensation will be all.cwed should thickness prove to be c,reater, nor if subsequent layers of AC or PCC pavement are encountered . H P .C .C . Removals Miscellaneous Portland Concrete removals sha_1 consist of furnishing all labor , materiL.l , and equipment necessary to shatter , crush, }.creak up, including reinforcing steel , load , haul , and dispose of the hereinafter listed items of removal work. This work shall be performed in conformance with Sections 15 and ?-1 . 13 of the State Standard Specifications and these i Special Provisions . These removal items of work listed on the propozal and indicated in the plans are as follows : 1. P . C.C. Driveway I . Stril2ing Removed Traffic stripes and p"vemunt markings shall be removed fi,:,m the pavement surface by sandblasting . The engineer: .:,"y direct the contractor to accomplish the removal operations by the "wet nozzle" method , if , in his opinion , a traffic hazard exists . Sand deposited on the pavement as a result of removing traffic stripes and markings shall be removed as the work progresses . Traffic stripes shall be removed before any change is made in the traffic pattern. Traffic stripes to be removed will be designated by the engineer. r _la.. Disposal. of material shall conform to Section 7-1. 13 and final clean-up shall be in accordance with Section 4-1. 02 of the State Standard Specifications . J . Tree Removal. The contractor shall remove trees as shown on the plans which interfere with the construction. Trees shall be topped , cut down, and rooted to the satisfaction of the Director of Public � Works. All debris shall be. loaded , hauled , rind disposed of. K. PoSL Removal The contractor shall remove posts as shown on the plans and dispose of. i L. Block Wall Removal Those interfering portions of the block walls shall be removed c.s show*.i on the plans . The walls shall be saw cut at a point iack of the existing property line and a pileaster constructed at the end of the wall per City of Huntington Beach Standard � drawings. The block for these pileasters shall be of the same size and color to match the existing wall. M. 12 " CMP Removal. The contractor shall remove and dispose of the existing CMP as shown on :he plans. i N. Fence Relocation The contractor shall remove and relocate behind prop=rty line those fences as shown on the plans. Installation shall be similiar as existing and shall be done in a mannex satisfactory to the Director of Public Works. A. Barricade Removal The contractor shall remove and dispose of barricades as shown on the plans . P. Archaeological Exploration The The contractor is hereby notified that it has been determined that a arehaoological site exists along Warner Avenue . During the excavation for proposed construction.. the City may retain a full time arahaoologist to observe the construction and examine the material obtained from this trenching operations. The contractor will be required to cooperate fully with this individual and attempt to assist him in his exploration of the area . If the contractor I.& delayed by this site exploration, he will be paid for equipment and manpower standby time, providing the hours that are lost are properly recorded and verifiod by the City inspector , • -11- i SCHEDULE H HIGHWAY IMPROVEMENTS SECTION I . DESCRIPTION OF WORK Furnish all labor , materials , and equipment necessary for the construction of the following : excavation , embankment , grading , and compaction; placement of asphalt concrete pavement , including i aggregate base, asphalt concrete, liquid prime coat , seal coat , and paint binder coats A.C . bsrm, P .C .C . curb and gutter ; P .C. C . curb; P .C .C. cross gutter ; P .C.C. sidewalk, P.C.C. driveway , and miscellaneous related street work. SECTION II . SPECIFICATIONS The work hereunder described shall conform to Sections 4 , i, 10, i 16 , 17 , 19 , 26 , 37 , 39 , 06 , 90 , and 91 of the State Standard Specifications and to these Special Provisions . SEgION III . CONSTRUCTION DETAILS A. General Attention is directed to Schedule A. "Existing Facilities" for description of existing facilities to be found in the field , and to the improvement plans for clarification . B. Clearing and Grubbing i Clearing and grubbing shall consist of removing all objection- able material from the right-of-way and shall be done in accordance with Section 16-1 . 01 to 1 . 04 of the State Standard Specifications . C . Watering Watering shall. consist of furnishing and applying all water required for the compacting of original ground , 'embankment materials , base material , and for laying dust caused by grading operations , and shall. be done in accordance with Section 10-1 . 01 and 17-1 . 02 of the State Standard Specifications and shall include the development of water supply . • The contractor shall make arrangements with the Huntington Beach Water Department for locations to got construction water. Payment for water and the method for measurement must be i arranged for prio,.: to taking any water from the Huntington Beach system. Any fire hydrant used for service must be supplied with an approved eddy valve and inspected by the Water. Department before actual use. Final acceptance of the project will be delayed until the Director of public Works has confirmation from the Water Superintendent that the con- tractor has made payment for all water supplied from the City system. r D. Excavation and Grading Excavation and grading shall consist of all excavation and • embankment involved in the grading and construction of the roadway , except structure excavation, ditch excavation, and and excavation separately designated, and shall be done in accordance with Section 19--1 , 19-2 , and 19-6 of the S Standard Specifications, excluding the compaction requirements which shall be in accordance with these Special Provisions . Surplus c 1.tion materials shall be disposed of in accordance with Sec of Schedule C. E . Embankment Embankment construction shall consist of constructing roadway � embarikments , including the preparation of the areas upon which they are to be placed; the placing and compacting of approved material within roadway areas where unsuitable material has been removed , and the placing and compacting of embankment material in holes, pits, and other depressions within the roadway area and the construction of dikes , and shall be clone: � in accordance with Sections 19-1 and 19-6 of the S~ate Specifications , and in accordance with Subsection D. F . Compaction Unless otherwise specified by the Director of Public Works , backfill or roadway shall be compacted in accordance with Section 19 of the State Standard Spec;fications to at least 90% of maximum density. The maximum density shall be established in accordance with California Test Method 231. See subject G following G. Earthwork i Earthwork shall conform to the provisions in Section 19 of the State Standard Specifications and these Special Provisions. The provisions in Section 3.9-5. 03 and Section 19-5 . 04 of the State Standard Specif..caticins are superseded by the following : 0 Relative compaction of not less than 90 percent shall be obtained in all material in embankment and in excavation, for a minimum depth of 0 . 5 Foot below the grading plane for the width batween the outer edges of shoulders . Unless otherwise indicated on the plan, the grading plane in the shoulder areas ahall be the finished surface. Relative compaction of not less than 95 percent shall be obtained in structure backfill, behind bridge abutments and for embankment under bridge and retaining wall footingga without pile foundations . Al remainingstructure backfill shall. be compacted to a relative compaction of not less than 90 percent in lieu of the 95 percent specified in Section 19-3. 06 of the State Standard Specific&% ions . i tI. Aggregate Base Aggregate base shall be Class 3 and shall conform to the provisions for Class 2 aggregate base as specified in Section 26, "Aggregate Bases , " of the State Standard Specifications and these Special Provisions . The grading limits shall be 1--1/2 inch maximum or 3/4 inch maximum, at the option of the contract. Changes from one grading to another shall not be made during the progress of the work, unlees permitted by the engineer . At least 65 percent, by weight , of the materiel retained i on the No. 4 sieve shall have at least one fractured face as determined by Test Method No. Calif. 205 Annr4yate base shall be delivered to the road bed as a uniform mixture . Segregation bhall be avoided , and the base shall he free from pockets of coarse or fine material . i The provisiono of Section 25-1. 035 , "Adding water, " of the State Standard Specifications are superseded by the following : At the time aggregate bass: is sprei.d , it may have a moisture content sufficient to obtain the required i compaction. Such moisture shall be uniformly distributed throughout the material . Aggregate bases shall be spread upon prepared subgr. ade by means of an approved spreading device which will deposit a uniform windrow or layer and will .provide the required thickness within the tolerances specified. Motor graders may be used during spreadinn and compaction operations. Tailgate, spreading by dump trucke will not be permitted except for spot humping and in areas not readily accessible to spreading equipment. • I. Prime Coat Prime coat shall consist of furnishing and applying a prime coat of liquid asphalt to the surface of the aggregate base , and shall be done in accordance with erection 39 of the ,Stu to Standard Specifications . The material. placed shall be liquid asphe.lt of Grade MC-2501 and shall be applied at the rate of 0. 20 gallon per square yard or as directed by the engineer. * J. paint Hinder Paint binder shall consist of fu.rnisrfng and applying a paint binder of asphaltic emulsion to the Surface of all oxisting pavement to be resurfaced, to all vertical surface of existing pavement and construction joints , and to the surface of the first course of asphaltic concrete to be placed under this contract~. In the event both lifts of asphalt concrete are m placed on the 3vne day , then that area will not require the application of paint: hinder to the new surface of the � first course. All applications of paint minder shall be placed in accordance with Section 39 of the State Standard Specifications . The material placed shall be the mixing type emulsion and the bituminous base for the emulsion shall be paving asphalt of Gracie 60-70 and shall be applied at the rate of 0 . 1.0 gallon per square !hard or aF, directed by the �! Dire^toi- of Public Works . K. Asphalt Concrete Asphalt concrete shall be Type R and shall conforni to t-he provisions of Section 39 , "Asip.halt Con,,reLe , " of the State � Standards Specifications and these Special Provisions . ThLe viscosity grade of paving asphalt will be AR-4000 or AR-3000 , as determined by the engineer. The ainuunt of asphalt binder to be mixed with the mineral i aggregate shall be between 4- 1/42 percent anti 7-1/2 percent by weight of the dry mineral aggregate. The exact amount of asphalt binder to be ini.xed with the mineral aggregate will be determined by the engineer. Thr provisions in Section 39-2 . 04A, "Coarse Aggregate, "and � 39-2 ,. 04B, Fine ? ggregate, " os the State Standard Specifications are superseded by the following : At least 75 percent , by weight , of the material retained on the No. 4 s;ever shall have at least one fractured face as determined by Test Method No. Calif . 205 , � Aggregate grading x-equirements for the lower layer shall. be 3/4 inch maximum (coarse) as specified in Section 39--2 . 02 , "Aggregate, " of the State Standard Specifications , and for the top layer may be either 3/4 inch ma, .imurn (medium) , 1/2 inch maximum (coarse) , or 1/2 inch maximum (medium) , as determined by the engineer. The lower layer material shall to deposited on the prepared subgrade by means of an approved spreading device and shall be spread and shaped with motor graders. If bottom dump trucks and trailers axe used, the material shall be resized for S accurate yield determination by means of an Approved sizing device. The use of a mots; grader for sizing will not be permitted unless the motor grader is equipped with an approved siziuq device . The trenches and other excavation shall be kept entirely free of water while sewer pipe or concrete is being placed , and until the concrete or mortar has had its final get, or the pipe joints have been completed. The contractor shall dispose of the water from the work in a gtfitable manner without damage to adjacent property . Conveyance of water 9hali be such as not to interfere with traffic flow. No water shall be drained into work built or under construction without prior content of the Director of Public Works . Upon written approval of the Orange County Sanitation District (A. C. S. D. ) , water may be disposed of into a sewer system at a point designated by the O.C. S. D, Water shall be desanded before disposal in the sewer system. -22M 3. Pipe Bedding t)ipe shall be carefully bedded as shown in the bedding 1 detail on the plans . Particular attention is given to the u,iderside of the pipe and fittings to provide a firm bedding support along the full length of the pipe . The contractor shali i:j responsible for accurately shaping the pipe subgrade to fit the bottom of the pipe for the width shown on the bedding details . 4 Each joint shall be recessed in the bedding material as required by the bedding detail in such a manner as to relieve the bell of the pipe of all load and to ensure continuous bearing along the pipe barrel upon the pipe subgrade. The bedding material "A" shall be compacted by � approved methods to a relative compaction of 95% . Back- filling shall be carried on simultaneously on each side of the pipe to assure proper protection of the pipe. They contractor shall also provide access to any area of the job for testing purposes and uhall furnish, without cost , any assistance necessary to perform the testing.
