RECOMMENDATION: Approve the plans and specifications and authorize staff to solicit bids for construction of the improvements. ANALYSIS: The northeast corner of Heil Avenue at Silver Lane is unimproved. The lack of street improvements at this intersection has created traffic safety and drainage problems. Therefore, staff designed and developed the necessary plans and specifications for constructing complete roadway improvements at this location. All essential approvals, including an environmental clearance (Negative Declaration 77- 130), have been obtained and, therefore, staff recommends endorsement of plans/specifications and an authorization to solicit construction bids.
