AGREEMENT
This agreement is by and between VIGOR INC . , a
California corporation and the CITY OF HUNTINGTON BEACH ,
a municipal corpo.vat'.on hereinafter referrer' to as "City" .
WHEREAS the city desires to provide for a multi-
media system in the new police facility and after review
of several proposals has selected VICOR INC . , to provide
ouch a system,
NOW THEREFORE the parties hereto do agree as fol--
low$
1. All i'.:ems of equipment as set out on the attached
list marked Exhibit A shall be delivered to the Huntington
Beach Police Department for acceptance and installation .
Delivery shall. be made in sixty days of a written communi-
cation from the Huntington Beach Police Department request-
ing such delivery . All items of equipment shall be warranted
for a period of ninety days ' labor and one year ' s parrs,
from the date of acceptance . Acceptance by the Huntington
Beach Police Department must be in writing. Equipment
manufactured a;Id/or bu•11t by VICOR INC . , and all installa-
tion shall be warranted for a period of one full year from
date of acceptance . Any damage caused by misuse or an
act of nature will constitute a breach of these warranty
terms .

2 . All equipment herein to be installed shali be
dune in such a manner as to fulfill all obligations
stated in V1COR 'S proposal set out in Exhibit B attached
hereto and incorporated herein. All work will be neat
and utilize all the latest of installation equipment , cables $
connectors , etc . Any damage done to said property during
the installation will be repaired and/or replaced, no
charge , by VICOR INC . Installation will commence within
sixty days upon written notice by the Huntin-tan Beach
Police Department .
3 . SYSTEM DESCRIPTION - All items of equipment
shall be operational and in good working co>>di ion . All
Items shall perform according to the submittal drawings
let May 3 , 1973 . There are certain areas which require
further explanation :
a) Omni-dire ctIorial microphone - The audience microphones
herein specified shall meet the requirements of the en-
vironment ; if, in the opinion of both parties hey are
insufficient , more shall be added ,
b ) Slave Podiam -- The slave podium shall have controls
for one of the independent audio amplifiers built into
the podium.
c) 35nur, Projectors -- `.I'he 35nun projectors shall be ar-
rr..nged to be used side-by-side in a Land m operation with-
out excessive rearranging.

d.) Backroom Consoles -- The tables which the equipment
shall be placed on shall be sturdy enough to adequately
support any and all projectors specified herein . Further-
more , there shall be two of this type console which shall
allow changing of equipment frow one table to another. The
connectors for each shall be l.abelea and connect at each
table through control boxes . Lines will be drawn to allow
accurate placement of equipment for interchangeability.
e) Large Screer. Projectors - The large screen projectors
shall be positioned and mounted for optimum viewing.
f) Audio Inter-Min Audio intercommunimation from podium
to back room shall be provided.
g) Projection System
Thu 16mm film projector, the two (2) 35:nm random ac,;ess
slide projectors , and the 35mm fill," strip projector will
ordinarily be operated in the rear projection mode wit.iin
the training facility environment . Each of the aforemen -
tioned projectors shall be provi sled i'rith the appropriate
Buhl rear proijection lens to facilitate its operation in
this mode .
Each of the aforementioned projectors sha-' l be fully
remote controlled from the master podium. There shall
also be provided two custom projection equipment benches ,
one for each of the two rear projection screens . Each
bench shall include all of the necessary mountings and wiring

` terminals for each of the aforementioned p+,o j ectors , so
that each projector may be set up for remote controlled
operation from thf, master podiumonto either �;creen
selected.
The two (2) random access slide projectors and the
35MM film Strip protector shall by interfaced to the
synchronous sound/Slide recorder/playback to facili-
tate synchronous sound presentations . Operation in the
synchronous sound mode shall be fully remote controlled
from the master podium.
The previously described operation of the two ( 2;
35mm random access slide projectors shall nermi v tanderi,
side-by-side operation of both projeetovs onto the same
rear screen . Further, in a sequential presentation of
slides , the preceeding image would remain side--by--side to
the next izuage accessed .nd would con-,tinue to remain until
the second Succeeding image was projected . The tandem
arrangement would create an alternating side-by-side
advance of images .
h) Audio Amplification -- public Address System
There ,hall be two ( 2 ) complete parallel , independent
audio amplification and public address systems . Each
system shall be capable of selectively serving either the
;quad room bi-section , the training cl a,ssruum bi-section,
or the entire training facility . One system shall, be
fully controlled fpom the master podium, and the second

fully controlled from the slave podium.
The apeakerlb voice audio picK-up shall be factli-
tated by two (2) wireless lavaliere microphone sys•ter;s .

Audience voice audio pick-up shall be poovided by two
( 2) ceiling mounted omnidirectional microphones , installed
in the squad roam and training classroom bi-sections , re-
:,epctively .. The orwril.dire at ional microphones shall be
capable of picking up voice audio from the audience areas
and introducing that source .'_nto the audio amplification
And public address system. Activation, sensitivity , and
selection of the omnidirectional audience microphones
shall be controlled from the master podium.
The audio system shall include an audio cassette
tape r-Aco.rder/pl?yback. The audio cassette tape reco.rde::/
playback shall be controllable from the raste�:, podium and
shall be capable of recording the total audio portion of
all multi--media presentations within the training facili-
ty , including the speaker ' s voice audio and audience voice audio .
Playback from the audio cassette tape recorder/playback
shall be interfaced with the audio amplification and public
address system for reproduction of recorded sound .
The audio system shall include one ( 1) audio micro-
phone mixer so that multiple audio sources may be blended
and introduced into the audio amplification and public
address sys . em.

The audio system shall utilize two column bpeakers ,
one for each bi-section of the training facility , and a
sufficient and adequate number of ceiling speakers , The
aforementioned speakers shall be interconnected in such
a manner so as to constitute two independent systems , one
in the squad room and training classroom bi-sections , re-
spectively . The output of either of the dual audio ampli-
fication and public address systems shall be selectively
channelled to either speaker system or both .
There shall also be included in the audio system a
provision for intercormun cation of voice between the mccs 'er
podium and the support console .
i) Video System
The video system shall include a 3/11 " color video
cassette recorder/playback and a separate redundant 3/L' "
color video cassette playback . The systemization of the
two video cassette units shall facilitate simultaneous
operation whereby the playback unit may be utilized to
output previously recorded video tape and the vecorder/
playback may be used to record input from the video camera .
The audio amplification and public address system shall
be interfaced to the audio channels of the video recorder/
playback and the video playback, to facilitate the record-
ing and reproduction of audio on video tape. .
The video monitor system shall consist of .Four ( 4 )
ceiling mounted 25" diagonal screen color video monitor/re-

ceivers and two (2) ceiling mounted 50" diagonal large
screen cu7.Dr video projectors . The installs*!.on of the
video monitors and projectors shall be equally divided
among the squad room and training classroom bi-sections .
The video monitors and video projectors shall be mounted
in such a manner as to facilitate their maximum effective
use and also to preserve the esthetics of the training
facility environment .
Each of the video monitors and video projectorb shall
be interfaced in such a manner so that they may be used
to display video sources from the video recorder/playback,
the video playback, clossd circuit , or broadcast si-nal .
Video tape recording of live presentations on ene
training facility stage shall be accomplished by means
of a ceiling mounted, black and white video camera which
shall be monitored from the master podium and remote con-
trolled as to oa,13 tilt , and zoom. Dual parallel remote
controls for the pan, tilt , and zoom of the video camera
shall be provided at the support console .
A video special effects generator shall be provided
at the support console , which shall allow among its total
capabilities the esthetic phase-in and phase-out when
video tape recordings are produced, duplicated, or edited .

� ) Control and Equipment Support Systems
The custom master podium shall feature remote con-
trolled operation of virtually every element of the entire
multi-media system. The custom slave podium shall feature
only basic remote control of one independent audio ampli-
fication and public address system. There shall be pro-
vided at least two ( 2) terminal outlets on the stage at
which either the master podium or the slave podium may be
connected. All of the remote controlled elements of the
multimedia system associated with the master podium shall
be capable of functioning when the master podium is connected
at either stage terminal . Likewise , the slave podium shall be
capable of its total intended function when connected at
either stage terminal .
The support console shall .facilitate the direct control
of virtually all of the video and audio elements of tie
multi-media system and , in addition . parallel remote control
of pan, tilt , and zoom of the video camera shall be provided .
A mobile VTR, cart shall be provided to facilitate por-
table utilization of `,.;he color video cassette recorder/play-
back outside of the training facility environment .
k) Miscei]&Aneous Complimentary Equipment
Two ( 2 ) custom lighted Security display cases , as per
submittal drawings , shall be furnished so as to provide a
suitable environment for the advantageous exhibit of
physical items which are of a sensitive nature .

Sufficient and adequate lighting for the operation
. of the video camera shall be supplied to the stage: area.
Ceiling- to-floor stage curtal-le with independent
pulls for each bi- section of the stage , and also unison
center pull for the entire stage , shall be provided. The
stage curtains shall provide an attr\ictive , decorative
background for the podiums .
1) Post-Installation Support
Post-installation support for the multi--media train-
ing facility shall include , but not necessarily be limited,
to the following actilrities :
( 1) 100% warranteed repair, replacement , and service
of all items Included herein, covering all equipment ,
parts , workmanship , and inst.al:l.ation for a period of one
year from the date of acceritance of the completed system
installation, and all labor for a period of ninety days
from the same date .
( 2) Training of selected police personnel to an accept-
able , competent level of proficiency in the proper operation
and maintenance of all items of equipment and systems in-
cl ided herein.
4 . For -the services and materials provided
herein c:.ty sha11 pay VICOR INC . , the total sum of Twenty-
Four Thousand Two Hundred Eighty Dollars and Twenty-Cents
($24 ,280 . 20) , said sum to be paid within thirty ( 30 ) days

5 . The city may terminate this agreement upon
five (5) days written notice to VICOR INC .

This document constitutes a contractural agreement by
•nd between VIDEO ECKIIPMENT CORPORATION OF AMERICA, a California
corporation, and the CITY OF HUNTINGTON BEACfT, a municipal cor-
poration, hereinafter referred to as "CITY" .

1.0 GENERAL TERMS
1.1. delivery: All items of equipment as set cut
herein shall be delivered to the Huntington Beach Police Faci-
lities Building for acknowledgement and installation. Delivery
shall commence within thirty (30) days of the receipt by VIDEO
EQUIPMENIT CORPORATION OF Ah S.=r = of aL written c:orrimunication from
the Huiltirgton Beach Police Department, ::eauesting zuch delivery.
1.2. Installation: All items of equipment as spe-
ci;ie:d herein shall be installed by VIDEO EQUIP1[EI•: ' CORPORATIO,
OF MIERICA in such a manner as to fulfill or exc:aed. the opera-
tional requirements fOr the multi-media training fzcil_ty systei,i
as described herein. installation shall com.�.ence inmedi.a;tel.y
upon delivery of equipment, and shall ba completed within Lixty
(60) days of commencemant, except as may be otherwise extended
by written notice of the Huntington Beach Police Dcpart7:ent.
The installation of all items of equipment shall be comnicte and
inclusive of all cables, connectors, z- fitters, anc: miscalla-
neous items needed to install. The installation shall in every
case conform to all applicably: legal codas and restrictions,
the approved recommendations of the equipment manufacturer (s) ,
and this agreement. The installation shall be 4ccocplished by
wor.!=en skilled in this field o; woz-k, utilizing the latest of
accepted techniques and procedures. The installation shall typify
high caliber expert workmanship and shall be neat; all cables wi11
be hi:!ian and rv.i by conduit wherever possible, system corincc:tions
shall utilize only approved plug connectors, shicldc4 cabin, and
identified components.

1.3. Acceptances Upon carnplttion of the installation,
VIDEO EQUIPMENT CORPORATION OF AM-ERICA shall demonstrate to the
satisfaction of the Huntington Beaoh PoliceDc:partmcnt taat the
functioninq of all components fulfills or exceeds the operational
requirements of the multi-media training facility system as des-
aribed. herein. Acceptance of the installation by the Huntington
Beach Police I)epartument shall follow the successful demonstration
of the multi-media tr;;ininq facility system, and must be in wri-
ting.
1.4. Payment: For the services and ;natgrials pro-
vided herein, the CITY shall pay to VIDEO EQUIPMEMT CORPCPATION
OF AMERZCA, the total sum, inclusive of applicable tax, of
Twenty-Four Thousand, Two Hundred and Eighty u„llars and Twenty
Cents ($24,280.20) . Palm.ent shall be lump sum of said, amount
and paid within thirty (30) days of the CITY's written accep-
tance of the multi-media training facility system, and acknow-
ledgement of completion of the terms of this contra,ctural agree-
:�enL.
1.5. Post-Installation Support: Upon acceptance of
the multi-media training Aacility sy- ",zzi by the ::unk"Ingtor, Beach
Police Department, VIDEO EQUIPML:'T CORPORATION. OF A.MERICA shall
provide a minimum period of eight (Q`, hours iristruction by com-
petent and qualified personnel in the proper u5c, care:, and rou-
tine maintenance of all component equipment to selected" police
employees. Said instrartion shell develop in the: selected po-
lice employees the necessary abilities to proficiently operate
and perform routine maintenance on all items of L;cT,a`u.mo_nt within
the parameters of the operational requirements described herein.
All items of equipt;ent shall be fully warranted by VIDEO EQUIPMENT
CORPORATION OF XMErRICA for a period of one (1) ycar pertaining to
parts and ninety (90) days pertaining to labor, from the date of
written acceptance of the multi-media training facility system
by the Huntington Peach Police Department. Workmanship asso-
ciated with the installation shall likewise be fully warranted
for a period of ore (1) year front the date of written acceptance.

an Act of nature, misuse, or accident, unless they are responsible

2.0 _lMUIPMENT
2.1. Condition: All items of equipment, mate-
rials, and supplies shall be exactly as specified in this
documents new from the manufactua er, and free Zrom U1 de-
fects in design, workmanship and materials pe::foxned o-r
supplied by VIDEO EQV IPMENT CORPORATION OF AMEP.ICA. A13,
items shall be subjsct to inspection by the Huntington
Beach Police Department upon complete installation; if,
prior to written acceptance:, any equipment, materials, or
supplies are found defective, the Huntington Beach Police
Department may require VIDEO EQUIPMENT CORPORATION OF
AMERICr? to replace the defective item or repair the defect
At no cost ti the CITY.

3.1. Film Hadiali The lbmrn film projector, the two (2)
35va ,Aide projectors# and the 35mm film strip projector will nor-
mally be operated in the rear projection mode within the multi-
mmUa training facility environment. Each of the aforementioned
projectors shall be prcrvided with they appvopriatre rear projection

projector shall be provided with the standa;r.d equipment lens to
facilitate conventional operation.
Each of the projectors shall be fully remote:

shall be fully equipped with all necessary mountings, cables, con-

total audio portion of all multi-media presentations r.ithin the
training facility, i-.cluding the speaker's voice audio and the
audience response voice audio. Playback from the audio cassette
tape racor4 it skull be further so interfaced with the audio am-
plification and public address system so as to percmit recorded
sound reproduction over the amplification system.

that nultiple audio sources may be blended and simultaneously

quate number of ceiling sneakers. If, in tha opinion of the

TION OF ADIERICA, the fourteen (14) ceiling supplementary spec lI;era
specified herein are operationally inadequate, then sufficient
additional spY�ukers of this type shall be installed by VIDEO
EQUIPMENT CORPORATION OF AMERICA at no cost to the CITY . All
of the aforementioned speakers shall be ince.. ,onnectfad in such
a manner so as to constitute two (2) independent systems, one
(1) ea7.h in the squad mom and training classroom bi--secti.(;ns,
respectively. The output of either of the dual independent
audio amnlifi;ration systems shall be capable: of being selectively
channelled to e'itier or both of the speaker systems.

v_2ou'sly recorded video material and the recorder/playback unit
may be used to simultaneously record input from the video c'a--
mera. ate video cassette units shall be so interfaced with
the audio amplification and public address systems so as to

reproduced over the audio amplification and public address
systems and to permit audio sources from the training facility
to be recorded onto video tape. The video cassette Units shall

The video monitux/receiver system shall con-
sist of four (4) ceiling mounted, I. wentv-five inch (25") dia-
gonal screen, color video monitor/receivers and two (2) ceiling
mountred, fifty inch (50") diagonal, large screen video projector
monitor/receivers. The iosta3.lation of ::he video rionitor/ro.-
ceivers and the video projectors shall be equally #vided among
the squad roorn and training classroom ni-sections. The video
monitor/re.'ceivers and the video projectors shall be mounted in
such a manner as, to facilitate their maxiri iLm effective viewing,
end ,lsu to prreserva the esthetics of the traininq facility
env -ronment.
The installation of the video monitor/receivers
and video projectors shall pezziir the video display or v.;,deo

to optimally cover the master podium and stage platform area. The

All of the remote controlled elements of the multi-media training
facility system shall be fully operational from thae master po-
�liumx when the uxaatur podium is connected to either stage terminal.
Likewise, they slave podium shall be capable of its total intended
functions when connected at zither stage terminal.
The custom video equipment support console ,shall
facilitate the direct control of vir;ually all elements of the

viden oyster , Remote controls for pan, tilt, and zoom of the

shall he installed in the video equipment support consult. A
video special effects generator shall also be provided at the
video equipment support console, which shall ulloei among its

tape recordings are produced, duplicated, or edited.

AGREEI4ENT
This agreement, is by and between VICOR INC . , a
California corporation and the CITY OF HUNTINGTON BEACH ,
, a municipal corporation hereinafter referred to as "City" .
WHEREAS the city desires to provide for a multi-
media system in the new police facility and after review
of several proposals has selected VIGOR INC . , to provide
su--h a system,
NOW' THEREFORE the parties hereto do :agree as fol-
lows :
1 . All items of equipment as set out on the attached
list marked Exhibit A shall be delivered to the Huntington
Beach Police Department for acceptance and Installation .
Deliver; shall be made in i t,y day.: of a written comr:iuni-
cation from the Huntington Beach Police Department re quest-
ing such delivery . All items of equipment :-hall be warran;ed
for a period of ninety da;::> ' labor and (Dne year ' : parts
from the date of acceptance . Acceptance by the Huntington
Beach Police Department M Ot be In writing. Equipment,
manufactured and/or built by VIGOR INC . , and all Installa-
tion shall be warranted for a period of one full year from
date of acceptance . Any damage caused by misuse or an
act of nature will constitute a breach of 1-hese warranty
teems .

. 2 . All equipment herein to b installed shall be
done in such 'a manner as to fulfill all obligations
stated in VICOR 'S proposal set. out in .Exhibit B attached
hereto and incorporated herein . All work will be neat
and utilize all the latest of installation equipment , cables ,
connectors , etc . Any damage done to said property during
the installation will be repaired and/or replaced , no
charge , by VICOR INC . Installation will commence within
sixty days upon written notice by the Huntington Beach
Police Department .
3 . SYSTEIM DESCRIPTION - All items of eairipment
shall be operational and in good working condition . All
items shall perform according; to the submittal drawings
let ?Say 3 , 1973 . There are certain areas which require
further explanation :
a) Omni-directional microphone - The audience microphones
hereir, specified shall meet the requlre 'tent:s f theen

vironment ; if, in the opinion of bo�:h partie.. they are
Insufficient , more shall be added .
b ) Slave Podium - The slave pod f urn: shall have controls
for one of the independent audio amplifl.ers built into
the podium.
c) 35mm Projectors - The 35rr-.m projectors :shall be ar-
.' .. ranged to be used side-by-side in a tandem operation with-
out excessive rearranging.

d) Backroom Consoles - The tables ti'rhicti the equipment
shall .be placed on shall be sturdy enough to adequately
support any and all projectors specified herein . Further-
more , there shall be two of this type console which shall
allow changing of equipment from one table to another . The
connectors for each shall be labeled and cont:ect at each
table through control boxes . Lines will be drawn to allow
accurate placement of equipment for interchangeability .
e) Large Screen Projectors - The large scr?en pr•ojecters
shall be positioned and mounted for optimmurr, viewing.
f) Audio Intercom - Audio intercommunication from podium
to back room shall be provided .
g) Projection Sys"er;
The 16m�rn film projector , the two ( 2 ) 35:ran random access
slide projectors , and the 3�3run fi ir1 strwp projector will
ordinarily be operated in the rear projection mode within
the training facility envirormen- E��ch of the aforemen-
tioned projectors shall be provi ed, wI th she appropriate

Each of the ,foremen t- ; oned r.rc,lectors shall be full;,
remote controlled from the manter po"lum. There shall
also be provided two custom projection equipment beaches ,
one for each of the two rear projection screens . Each
bench shall include all of the necessary mountings and wiring

terminals for each of the aforementioned projectors , so
that each pro,jPctor may be set up for remote controlled
operation from the master podium onto either screen
selected .
The two. ( 2 ) randoin access slide pro,jeci.ors and the
35mm film strip projector shall be interfaced to the
synchronous sound/slide recorder /playback to facili-
tate synchronous sound presentations . Operation in the
synchronous sound mode shall be fully remote controlled
from tie master podium.

system shall be capable of selectively serving either the

or the entire training; facility . Cne system shall be
fully controlled from the master podium, and the second
fully controlled from zhe slave podium.
The speaker' s voice audio pick-up shall be facili-
tated : by twc (2 ) wireless lavaliere microphone systems .
Audience . voice audio pick-up shall he provided by two
( 2) ceiling mounted omnidirectionalr
micophones , installed
in the squad room and training classr . om bi-sections , re--
sepctively . The omnidirectional microphones shall be
capable of picking up voice audio from the audience areas
and introducing that source into the audio amplification
and public address system. A,. t_ivatlon , sensitivity , and
selection of the omnidirectional audience microphones

The audio system shall include an audio cassette

sufficient and adequate lumber of ceiling, speakers . The
aforementioned speakers shall be interconnected in such

pectively . The output of either of the dual audio ampli-
fication and public address systems small be selectively
channelled to either speaker system or both .

The video monitors and video projectors shall be mounted
in such a manner as to facilitate their maximum effective
use and also to preserve the esthetics of the training
facility environment .
Each of the video monitors and video projectors shall
be interfaced in sucha manner so that they may be used
to display video sources from the video recorder/playback ,
the video playback , closed circuit , or broadcast:, signal .
Video tape recording; of live presentations on the
training facility stage shall be accom- _.sned by means

Control and Equipment :support Systems
The custom master podium shall feature remote con-
trolled -operation of virtually every element of the entire
multi-media system. The custom :lave podium shall feature
only basic remote control of one independent audio ampli-
fication and public addrrs system.. There: shall be pro-
vided at least two ( 2 ) tert.inai outlets on the stage at
which either the ma_s±-er podium ,r the slave podium ma,, be
connected . All of Lne remote controlled elements of the
multi-media system associated with the master podium shall
be capable of furlc tli oning when the master podium is connected
at either stage terminal . Likewise , the slave podium shall be

3.1. Film Media: The 16:r.; fil:a projector, the Ltiro (2)
35m.n slide projectors, and the 35ri film strip projector will nor
mally be operated in the rear projection node within the multi.-
media training facility environment. Each of the aforementioned
projectors shall be provided with the appropriate rear projection
lens to facilitate operation in this mode. Additionally, each
projector shall be provided with the standard equipment lens to
facilitate conventional operation.
Eacl. of the projectors shall be fully r,: ote
controlled from the master podium. There shall be provided two
(2) custom projection equipment consoles, oiie (1) for each of the
two (2) rear projection screens. Each projection equipment console
shall be fully equipped with all necessary mountings, cables, con-
nectors, and :miscellaneous items required, so that each projector
maybe operated on either rear projection screen and remote con-
trolle3 from the master podium.
The two (2) 35:nm random access slide projectors
and the 35.�7 rilm strip projector shall be interfaced to the syn-
chronous sound/slide audio recorder to facilitate synchronous
sound and slide presentations. Operatio. in the synchronous sound
f mode shall be fully ramote controller: .rom tha master podiu.•m.
The two (2) 35:;rT meet.:;+ slide proju,_Lors
shall be so interfacLd as to p,.-rmit t..:Wu i, operaition

the interface shall allow for alt,:-rnAring sequential advance of
image of a slide series presetintation.
3. 2. Audio F>,•nplification a:.d Public Address: There
shall be two (2) complete parallel, indcr,e;dent audio amplification
and public address systems. Each .audio system :;hall be capable of
selectively serving either the: squad room bi-section, o:: t1he: co::-
plate facility. one audio :oyster:, shall be fully controlled from
the master podium, and the second audio system fully controlled
from the slave podium.

An audio cassette: tape recorder/playback

audience response voice audio. Playback from the audio cassette
tape recorder shall be fu.:ther so interfaced with the audio am-
plification and public address syster., so as to per„:i:. recor ed
sound reproduction over the zaipli:icatian syste. .
The audio amplification and public address
systen, shall include at least one (1) audio source r..ixc.r so
that multiple al:dio sources may be blended and si=164neou�ly

The video monitor/receiver system shall con

gonal screen, color video monitor/receivers and two (2) ceiling
mounted, fifty inch (50") diagonal, urge screen video projector
monitor/receivers. The installation of the video monitor/re-
ceivers and the video projectors shall be equally div�c�d among
the squad room and training classroom bi-sections. The video
monitor/receivers and the video projectors shall be mounted in
such a manner as to facilitate their maxln.= effective viewing,
and also to preserve the esthetics of the training facility
envi ronrsen t.
The installation of the video mon;-tor/receivers
and video projectors shall permit t '.,e video display of vic:,o
tape playback, closed circuit, and broadcast signal video.
A ceiling mounted, blz:ck and video cxrera
shall be provided. The video camera shall be positioned so as
to optir..alls cover the ::aster pod-= and stage platfo_ ., area. The
video camera shall be monitored ro:a t:.e .:.:isle: j.o.:i�: and the
video equipment support console, end shall be re.:.otely controlled
as to pan, tilt, and noon., from. either .:.or.iloris:g location. The ✓
video camera shall be so interfaced with the video cassette recorder/
playback as to permit video recording of live: presentations.
3.4. Equipment Control and Support Syst ms: The
custom :raster podium shall include any=: feature rcnote or direct
controlled operation of virtually every clement of the film m dia,
audio "amplification and public addre-.s;, and video syste:.is. The
custom slave podium shall to identical in appearance to the Taster
podium, but shall feature only the rote or direct control of one
of the independent audio amplification and public address syster. a.
There shall be provided at least (2) ter;«iral outlets on the stage
platform at which either the master or slave: podiums may be connected.

The custom video equipment support console shall
facilitate: the direct control of virtually all aler.ents of the
video system. Remote controls for pan, tilt, and zoom or the
video camera, parallel to those controls at the ma t rr podia:n,
shall be installed in the video equipment support console. F%
video special effects generator shall also be provided at the
video equipment support console, which shall allow among its
total capabilities, the signal phase-in and phase-out when video
tape recordings are produced, duplicated, or edited.
A mmobile video equipment cart stall be provided
to facilitate portable utilization of t:he color video cassette:
recorder/playback unit outside a' the training facility environ-
ment.
3.5. Misce:elaneous Supplementary Equipment: '::o (2)
custom lighted security display cases, as per the submitta! draw-
ings attached hereto and identified as Exhibit a, shall be :ur-
nished. The display cases shall be such so as to provide a secure
environment for the advantageous exhibit of physical items which
are or a sensitive nature.
Sufficient and adequate lighting for the opera-
tion of .the video camera shall be supplied to the stage platform,
area.
Ceiling-to-floor stage curtains wit i%de;ende:nt
pulls for each bi-section of the stage, and r:`l:iA a unison, center
pull for the entire stage shall be provided. The sage c;:rt-ains
shall be such as to provide an attractive, dccc:alive background
for the podiums.
3.6. Submittal Drawing:;: All e quIpment of the multi-
media. training facility system shall lZa ir-stalled a:id shall :'unction
operationally, exactly as described herein. Additionally, all equip-
ment of the multi-r..edia training system shall be i.nstalled and shall
operationally function in exact con:ar:.,a n:.e to the sub:,ittzl draw-
ings attached hereto, and .i.ncorparated herein., which are: :narked and
identified as Exhibits A, A, C, and D.

There are basically three systems i molved: 1) Audio Visual; 2) Video;
and 3) Audio or P.A.
'n-e audio visual portion will consist of both 35am slide and 1E= film on
one screen and 16am or 35mm an the otter, in a rear screen envirnrnent.
Both types will be fully related to the. control panel in the master podiun.
This will allow showing of both fornats on either screen at any one time.
The video portion will consist of the C.C.C.J. approved format, 3/4" U--
Aatic video cassette .rider, a video black and white carera, a video
monitor and two 50" large sc=een color pro j�:ctors. These item shall allay
PiaYb�ck of any Fzre-"recorded information, black end white or color, and/or
allow recorded information playback that has been recorded by the Huntir#M
Beach Police Department. By using .large sin color projectors for video
we can accxa plish three goals: 1) comfort and ease of viewing; 2) naintain
a color 'presentaticn ai video recorders; «nd 3) aesthetic appearance.
The audto system shall consist of a full bore public address systen,
