Gang Victim Services OPERATIONAL AGREEMENT This Operational Agreement shall stand as evidence that Community Service Programs,Inc. (CSP)—Gang Victim Services and the Huntington Beach Police Department intend to continue to work together toward the mutual goal of providing maximum available assistance for victims of gang and hate related crime and their families residing in the City of Huntington Beach. Both agencies believe that implementation of the program proposal, as described herein will further this goal. To this end, each agency agrees to participate in the program by coordinating/providing the following services: The CSP, Inc.—Gang Victim Services staff will closely coordinate the following service with Huntington Beach Police Department as follows: Victim assistance staff being readily available to law enforcement for service provision; available to accept referrals and coordinate case management with department staff. Meetings will be scheduled when necessary to discuss the continuation of mandated services, program response and department procedures and policies. Specifically: • Immediate crisis intervention contact will be made with victims of gang and hate crime related violence and their families by program staff at the request of an investigating officer in the designated target area. • Program staff will maintain contact with the investigating officer on assigned cases to ensure that the victim receives all services necessary to encourage continued cooperation in the investigation and subsequent prosecution. • Program staff will be available to victims and/or law enforcement to assist in follow-up contacts between law enforcement and the victim including but not limited to interviews with investigators, identification line-ups, and transportation of victims and coordination of court appearances. This service will be provided Monday through Friday from 8:00 a.m. until 5:00 p.m. and 24 hours seven days a week in homicide cases. • Staff will assist with notification of friends/relatives of the victim as to the occurrence of a crime and the victim's condition when the department determines such notification is necessary and appropriate. Death notification resulting from a homicide or other violent criminal act will be coordinated with the Orange County Coroner's Office. The Huntington Beach Police Department will refer victims and/or their families immediately following the crime incident. Specifically: • All victims of gang and hate crime related violence and their families from the designated target area. Cross training will be coordinated and address appropriate subjects related to gang and hate crime related violence and service delivery. CSP, Inc.reserves the right to terminate this Operational Agreement without cause at any time. The Huntington Beach Police Department has held Operational Agreements with CSP's Gang Victim Services(GVS)for many years in accordance with the California Governor's Office of Emergency Services' (CaIOES) requirements. We have been asked by CalOES to have the dates of our operational agreements specific to GVS coincide with the grant period, which runs from April through March. Enclosed you will find two copies of the updated Operational Agreement which covers April 1, 2016 through March 31, 2019.
