STATEMENT OF ISSUE
Wallace E. Chute, the Dealer Representative of the Computer Bus, 1roposes to provide
computer learpii,g experience to library patrons for a 'fee at the Central Library.
PECOMMENDATIO I
It is recommended that Council ap,,,-,Dve the ;agreement with Wallace E. Chute and
The Computer Bus in order to provide zomputer learning experience for library patrons
and also to generate an estimated revenue of $ 800 for the balance of this fiscal year.
Similar to the heavily used video courses currently in the library that are furnished
fay Coastline College, and made noiseless by the use of earphones, tK s unit will give
additional quiet learning opportunities to Huntington Beach citizens regardless of age.
Initially, it is focused on those in their early ns and will act as an attraction
for those age groups that have ,begun to become discouraged with school and the world
of kiiowl edge.
Wallace E. Chute, who teaches computer learning at Estancia Nigh S,:,hool, offers to
provide the library with a coin -operated Atari 400 Computer and an assortment of Atari
educational software programs on cassette tapes to be checked out and used at the
Central Library at a rate of ,50 fov 15 minutes' use. These programs would include
learning cassettes on Geography, States and Capitals, English Spelling, English
Li ter&Lure, an'l 'Computer Programs.
Also provided by Computer Bus would be a Sanyo display CRT, a program recorder, ear
phones,,. manuals, and on -.site servit,e and maintenance, Educational cbmpuiter software
is becoming a_popular format 7ur learning in educational institutions.
Using coin operated computers for learning in libraries is a relatively new concept
but has been done in Bellingham, Anacortes and Mount Vernon public Libraries in
`.iashington State and in North Olmstead in Cuyahaga County, Ohio with much success.
(Please see attachevi article.) The first $32.50 per week small be given to Computer
Bus and all revenue after that shall be divided equally between the City and Computer
