RESOLUTION NO. 4479
A RESOLUTION Of THE CITY COUNCIL OF THE CITY
OF HUNTINGTON BEACH ADOPTING A BUDGET FOR THE
CITY FOR THE FISCAL YEAR 1977-1978
The City Council of the City of Huntington Beach does
resolve as follows:
SECTION 1. That the budget for the City of Huntington
Beach for the Fiscal Year 1171/1971 as hereinafter set forth,
is hereby adopted:

SECTION 2. That the City Administrator mA y authorize
_transfers of appropriations between budgeted accounts within
divisions or departments without approval of the City Council. is
SECTION 3. That the City Council May authorize transfers

SECTION 4. That all such appropriation transfers shalt be
executed on properly prescribed forms. Tho transfer fora to

be used for transfer of appropriations between departments �r
shall require the signature of the City Administrator and the Mayor.
SECTION S. That the City Council may authorize expenditures ,
from special funds, which are now in existence or which might be
created daring the budget fiscal year herein stated.
SECTION 6. That the City Council may authorize revisions
in appropriations by resolution.
SECTION 7. The Director of Finance is hereby authorized
to make such appropriation transfers and revisions upon receipt
by him of the properly documented and signed forms as set forth
In this resolution.

City Council of the City of Huntington Beach in the Council Chambers
of the Civic Center, 2000 Main Street , Huntington Beach, at the hour

` STATEMENT OF PROBLEM:
A resolution to revise budget appropriations is needed to correct a duplication
in budget resolutions and to authorize revisions due to projects approved by
minute action.
RECOMMENDED ACT!ON:
Approve resolution.
ANALYSIS:
During the fiscai year 1917-1978 several unbudgeted projects have been submitted
to you for fundl,rg from the City': contingency account, Music b Promotion Fund, and
Water Utility unappropriated fund balance. These projects - Charter Revision
Committee legal expense, Surfing Championship, Warner Ave. fire station and docks,
r pier repair, Delaware storm drWin, Hamilton Ave. pump station cathodic protection,
pump rehabilitation at Banning pump station, emergency repairs to a water supply
E main and settlement of a lati:suit - have been approved by minute action. in order
for us to properly account for chese expenditures, the appropriations should be in
the originating department's budget. Resolution 4538 and Resolution 4557 duplicated
the transfer of funds from Rc-creation and Parks to Administration for the position
that was transferred to Ward Processing.

(RESOLUTION No. 4557)
The final budget for Fiscal Year 1977/78 totals $51 ,649,nl2.
This includes $30, 976,571 for the General Fund (including trans-
fers) and $20,672,441 for Other Fund expenses. Adoption of the
final budget resolution for FY 77/7b was delayed pending the
reinstatement of $100, 000 to selected activities per Council
direction. That direction was given at the Council/Staff Retreat
at the Huntington Beach Inn, November 4 , 1977 . At that time, it
was agreed that the $100, 000 should be appropriated for construc-
tion of the Warner Fire Station and related dock facilities.
The final budget for FY 77/78 is $1,418,425 higher than the budget
adopted on June 20, 1977. This consists of, :1) $1,4000000 in
additional park development costa from unappropriated Park Fund
balance;, 2) $33,971 for Water Department salary adjustments, 3)
$14,5S4 for Capital Outlay expenses under Other Funds , and 4) a
$100 increase in transfers to the General Fund from the Utility
Tax (a mathematical correction) .
The General Fund budget, including transfers , totals $30, 976, 571.
This amount is identical to the General Fiend budget adopted on
June 20, 1977. Minimal adjustments in departmental budgets are
the result of final salary adjustments, personnel transfers, and
budget corrections.

During the budget sessions in June , the City Council eliminated
17 recommended workload funding levelb from the budget while
increasing the Contingency Account by $100,000. At that time,

staff was directed to review the eliminated service levels and )�I
to bring back at a later date recommendations as to what service � r `
levels should be replaced, staying within the $100,000 allotment .
After careful review with the concerned departments, the following F

Bear in mind that in the programs I have recommended to increase
personnel, next year, the City will have to Fund the full salary
cost. However, this also applies to the Workload programs the City
Council previously approved. By using a ZBB next year, the City
Council will once again establish program priorities within budgetary
limitations and all programs will have to meet that test. The afore-
mentioned recommendations will once again be reviewed within those
guidelines.

A nESOLUTION OF THE CITY COUNCIL OF THE CITY
OF HUNTINGTON BEACH AUTHORIZING THE REVISION
OF APPROPRIATIONS FOR FISCAL YEAR 1977-1978
WHEREAS, the City 0ouncil of the City of Huntington Beach
has adopted a budget for the City of Huntington Beach for the
fiscal year 1977-1978 by the passage of Resolution No. 41179;
and
The amounts appropriated at the beginning of the fiscal
year for each department were, of necessity, approximated; and
Unforeseen developments in personal service costs, materials
and service costs, and capital outlay costs have rasulted in an
increase and decrease in the cost of some items within the bud-
get, which are and were necessary to the health and welfare of
the citizens of the city of Huntington Beach, which in turn
L caused the budget appropriations to be exceeded in certain de-
partments and decreased in others; and
It is now determined that there are sufficient fundu within
the General Fund adopted budget to provide the basis for trans-
fer of app.• .,priations between and within departments of the ;
various funds,
NOW, THEREFORE, BE IT RESOLVED that the City Council of the
City of Huntington Beach does hereby authorize the Director of
