Statement of Issue: There is a need to pay Purkiss Rose RSI for plan reproductions for
the Pier Plaza project.
Funding Source: Park Acquisition Development Fund.
Recommended Action: Approve an amendment to the current year budget by
appropriating $17,933.17 into account E-FK-CS-340-3-90-00 to pay Purkiss Rose RSI for
plan reproductions for the Pier Plaza Project.
Alternative Action(s): Do not approve the expenditure from the park fund and instead
allocate money from the Pier Plaza bond proceeds to pay for the reproductions.
Analysis: Reproduction services for plans, illustrations and renderings for the Pier
Plaza Project were not included as part of the scope of work for Purkiss Rose RSI's
original $350,000 contract for the Pier Plaza project. The city required significantly more
copies of plans, illustrations, renderings, and models than normal for a construction
project. Reproduction for working drawings, illustrations, renderings and other plans were
required for meetings with community groups, entitlement process with the Coastal
Commission and for fund-raising, such as presentations to Bond Council. The production
of the originals was included in the contract, however, the extra copies required by the
city were not included in the scope of work for Purkiss Rose RSI and their subconsultants.
The reproductions required by the city total $17,933.17. The $44,950 remaining in the
contract with Purkiss Rose RSI are for construction supervision. This is an essential
service provided by the consultant to ensure that a project is constructed per plans and
specifications and thus cannot be used to pay for reproduction costs. Therefore, it is
necessary to provide an additional allocation to pay the reproduction costs. Staff is

recommending that the Park Acquisition Development fund be utilized to pay for these
reproduction costs, since the beach is included in the recreation element and Pier Plaza is a
recreation facility at the beach.
