Statement of Issue:
1978 Aerial Truck is broken and can no longer be repaired to meet safety standards. This
equipment is five (5) years beyond its design life of fifteen (15) years and must be replaced
in order to continue the tree trimming program at its present level of service ,
Funding Source:
Unappropriated Fund Balance.

Recommended Action:
Motion to approve the appropriation of$92,125.61 from the Unappropriated fund Balance to
the Equipment Replacement Fund to purchase a demonstration model aerial truck which, if
purchased, new would cost approximately $120,000.00 and would require a one year
fabrication period before delivery.
Alternative Action(s):
Do not purchase equipment outright and lease/purchase equipment at a cost of
$25,000/year for five (5) years.
Do not purchase the demonstration model and budget for a new truck in the 1997/98 Fiscal
Year Budget
Analysis:
The 1978 Aerial Truck broke down and has been out of service for six months. The
mechanic shop indicates it will cost over $26,000.00 to make the equipment operational and
even at that cost, the equipment is so worn out, staff has no confidence that the remaining
equipment life will be suffice to justify the cost of repairs or meet safety certification
requirements.
Should the City not purchase the demonstration model, the purchase of a new Aerial Truck
will cost approximately $30,000.00 more and the one year construction time will reduce tree
trimming by 4,000 trees in addition to the six month out of service reduction of 1,500 trees,
for a total of 5,500 trees not trimmed.
The equipment carries a tree trimmer to a 50 foot height to trim large trees, and there is a
concern for the safety of the employee as well as the public should the equipment fail.
Tree trimming has expanded to a three (3) year cycle; one year longer than just three (3)
years ago and should this equipment not be replaced, the cycle will deteriorate further. This
posses both a safety concern for the public as well as a reduction in service to the
community.
This equipment and crew trim 3,000 trees per year, 9,000 trees per cycle. Public Works is
already receiving complaints from residents regarding hanging limbs causing problems for
trucks, campers/motor homes, delivery trucks, street sweepers and garbage collection
The Altec Company letter states the existing 1978 Aerial Truck is in such poor condition they
will not offer a trade in value.

reaz differential On the last Boom Certification in January, 1996,there were numeicus
deficiencies cited and the boom is in an unsafe, inoperable, condition. We have received
a uote in excess '22310. from Truck Ii:'draulie Equipment Co. for repair of the
boom. additionally,they gave us an estimate of 2,120.,plus, for the bucket repairs to
bring it into compliance. The rear differential and rear ax1es of this truck also require
eplacement. The estimate of tlicsc repairs could easily exceed $2r 00� Considering the
age of the truck. lack of availability of some ptuts and it's degraded condition, it is riot
practical to spend another S26,430. plus on this 19 year old aerial truck. The current hour
meter has 9,240 (tours. This meter has been replaced b,fore because of the heavy use and
idling of the truck engine required on the job. Current salvage value of the truck in it's

present condition is estimated at$1250042,000.
We called Altec Industries to check the price of a like truck on a monthly rental plan for
short term purposes. They quoted us a price of$2,800.- $3,200. per month. We also
asked abort a lease pvrchasc plan on a like vehicle and they quoted us a price of$24,358. ,
/zl� per scar on a five year lease pian. Considering the lease purchase would be less than the
cost of trying to repair this old unit,I recommend Nve look at lease purchasing a new unit.
The old unit has been taken out of service and p..rked out back awaiting your
concurrence on disposition.

In further review of this matter with Bob Franz, it would appear to the City's benefit financially if
we pursue the lease-purchase alternative for this equipment. As this option will also provide
for the timely replacement of this essential equipment, I am recommending that the City
Council adopt the alternative action:
"Do not purchase the equipment outright and lease/purchase equipment at a cost of
$25,000 per year for 5 years." In addition, the City Council is requested to approve a
reduced appropriation of$25,000 from the Equipment Replacement Fund.
