Statement of Issue:
Should the City Council appropriate the $2,000,000 that the Fleet Management Committee
set aside for information systems infrastructure improvements, professional web services and
software licensing?
Funding Source:
Equipment Replacement Fund unreserved fund balance, $2,000,000.
Recommended Action:
Appropriate $2,000,000 from Equipment Replacement Fund unreserved fund balance for
information systems infrastructure improvements ($1,000,000), professional web services
($300,000), and software licensing ($700,000).
Alternative Actions :
• Appropriate $1,000,000 for information services infrastructure leases
• Appropriate $300,000 for professional website services
• Appropriate $700,000 for software licensing
• Do not approve recommended appropriation

Analysis-
During the Fiscal Year 2001/2002 budget preparation process, the Fleet Management
Committee meet several times to determine the best use of the City's Equipment
Replacement funds. At that time the committee set aside $2 million in both Fiscal Year
2001/2002 and 2002/2003. These funds remain in the unreserved Equipment Replacement
fund balance, Attachment 1.
At this time, the Fire Chieflinformation Systems Director is prepared to use these funds
($1,000,000) for information systems infrastructure improvements which include: workstation
and printer leases and improvement, as well as upgrades to the citywide network hardware.
The leases for the workstations and printers have a three year refresh term over the five year
lease, with a lease rate not to exceed 6%. Additionally, $300,000 will be used for
professional services contracts for web services. The balance of $700,000 will be used to
resolve several licensing issues that have developed due to the federal government's lawsuit
against the Microsoft Corporation.

As required by Resolution 4832, this Fiscal Impact Statement has
been prepared for "Appropriation of Equipment Replacement Funds
for Information Systems Infrastructure, Web Services, and Software
Licensing".
If the City Council approves this request (total appropriation
$2,000,000), the estimated working capital of the Equipment
Replacement Fund at September 30, 2002 will be reduced to
$2,004,120.
