SMALL, Chief of Police SUBJECT: C) = Appropriate Holly Seacliff Funds for Police Communications Pfoje�tp — -n Statement of Issue, Funding Source, Recommended Action, Alternative Action(s), Analysis, Environmental Status, Attachment(s) Statement of Issue: The Holly Seacliff Fund Balance has not been appropriated into an operating account in this fiscal year. The Holly Seacliff Public Safety funds were to be divided between the Fire and Police Departments. The Fire Department funds were designated to construct Fire Station #6 on Edwards Hill. The Fire Department has indicated that construction on Fire Station #6 is complete. They have not appropriated any funds into their business unit this fiscal year. Funding Source: Undesignated, unappropriated Holly Seacliff Fund in the amount of $1,132,000 Recommended Action: 1. Appropriate $1,132,000 from the Holly Seacliff fund, number 307 for expenses related to Police Communications equipment, and 2. Authorize the Chief of Police to expend the funds on expenses related to communications. RCA -Appropriation of Holly Seacliff Funds.doc -Z- 10/23/2002 3:14 PM r REQUEST FOR COUNCIL ACTIOiv MEETING DATE: November 6, 2002 DEPARTMENT ID NUMBER: PD 02-017 Alternative Action(s): Do not authorize the appropriation of $1,132,000 from the Holly Seacliff Fund, number 307 and direct staff accordingly. Analysis: In 1999 the Holly Seacliff Development Agreement required that the developer provide funding for Public Safety Facilities. These funds were provided to construct a police substation and a fire station within the development. The Fire Department proceeded forward with the construction of Fire Station #6 on Edwards Hill. The construction was finalized in fiscal year 2001-2002. All other projects related to these funds have been completed, except the Police Department project. In 1999, representatives from the Police Department reviewed the project area and determined a Police substation within the project area was not necessary as the main police station is within a mile of the development. After negotiations with the developers, it was agreed that the funds could be used to support projects related to communications. The Police Department is moving forward with its communications project, including the implementation of a new Computer Assisted Dispatch/Records Management System. The CAD/RMS will fully automate the Police Department's dispatch and records system. This system is expected to be fully operational in 18 to 24 months. The appropriation of these funds will make them available to the Police Department for communications projects.
