Statement of Issue: The City of Huntington Beach has an opportunity to obtain federal funding for
highway rehabilitation projects provided that plans are shelf ready at the time of application for
funding. A necessary part of the design process is the preparation of soils reports to determine
pavement thickness. The County of Orange Soils Laboratory can provide the soils reports, but the
Council must first authorize expenditure of funds for that purpose.
Funding Source:
Funds of$144,000 are available in the undesignated fund balance for Measure "M".
Recommended Action: Motion to:
1. Authorize the Director of Public Works to expend a total of$144,000 which includes $120,000 for
the preparation of soils reports and estimated contingencies of$24,000; for Arterial Rehabilitation
on 17 streets, PN 17080.
2. Authorize the Deputy City Administrator to appropriate $144,000 from the undesignated fund
balance to the project.
Alternative Action(s): Deny approval of the contract and forego the design of the projects.
Anal:
Rehabilitation for arterial highways has been delayed due to a lack of funds. Deterioration of the
arterials is city wide. Usually, Public Works waits until construction funds are available to design
arterial rehabilitation projects. However, due to the ever increasing number of arterials in need of
rehabilitation, and the anticipated federal funding for arterial rehabilitation, Public Works would like
to proceed with the design(and in particular, the preparation of soils reports) of the rehabilitation

projects. Projects that are shelf ready have a better chance of being funded because the funding
agency wants to make use of the appropriations as soon as possible.
In the past, the County of Orange Soils Laboratory has prepared soils reports for the City of
Huntington Beach under Orange County Transportation Authority (OCTA)'s arterial rehabilitation
program. The laboratory has a history of providing reports in the format that OCTA prefers.
Environmental Status: The project has been determined to be Categorically Exempt pursuant to the
California Environmental Quality Act, Section 15301(c).
