JONES II, Director of Public Works SUBJECT: Authorize Emergency Replacement of Heat Exch Flood Control Station , Atlanta Statement of Issue, Funding Source, Recommended Action, Alternative Actionis),Analysis, Environmental Status, Statement of Issue: On July 24, 1997, an annual inspection of the Atlanta Flood Control Station was performed. During routine inspection of Pumping Unit No.'s. 3, 4, and 5, maintenance staff discovered extensive deterioration to the cooling systems. It is imperative that these units be replaced in an expedient manner before the winter rainy season. The extent of damage dictates the replacement of the complete units. Fundinq Source: An emergency appropriation of $31,000 is needed from the unappropriated Equipment Replacement Fund. Recommended Action: Motion to: 1. Approve the transfer of $31,000 from the unappropriated Equipment Replacement Fund into an "Emergency Cooling System Repair Account " for FY 1996/97; and 2. Authorize the Director of Public Works to solicit quotations and purchase on an emergency basis, three new heat exchangers and related piping estimated to cost $31,000. Alternative Action(s): Deny request and direct staff on how to proceed. E-7 REQUEST FOR ACTION MEETING DATE: September 15, 1997 DEPARTMENT ID NUMBER: Analysis: On an annual basis, all fifteen stormwater pump stations are inspected for any damage that may have occurred during the preceding storm season, as well as for routine maintenance needs. The findings of these inspections help the Department establish a priority listing of equipment needs and the scheduling of any repairs. Annual budget requests for equipment replacement are developed from information gathered during these inspections. It was anticipated that Atlanta Station would be scheduled for cooling system replacement in the summer of 1998 As a result of this year's inspection, conducted in July, 1997, maintenance personnel found the deterioration had accelerated at Atlanta Station rendering the cooling systems in critical need of replacement before this year's rainy season.
