Statement of Issue: City Council authorization for the purchase of two replacement
ambulances is being requested.
Funding Source: Unappropriated FireMed Fund balance (50265403) in the amount of
$175,130.
Recommended Action: MOTION TO:
1. Approve the purchase of two replacement ambulances; and
2. Approve an appropriation of $175,130 from the FireMed Fund balance (50265403) to the
equipment replacement fund (55340102).
Alternative Action(s): Do not approve the purchase of two replacement ambulances.
Analysis: The Fire Department's adopted 2003/04 budget included $150,000 from the
FireMed Fund for purchase of an ambulance to replace an existing ambulance that is eleven
years old. The department's proposed FY 2004/05 includes a request for an additional
$155,000 for purchase of an ambulance to replace another ambulance that is eight years old.
Both vehicles have over 150,000 miles. Reliability of these vehicles is critical because of
their use for emergency medical transportation, and their operation provides continued
revenue to the FireMed Fund. /

Analysis (Continued)
The Fire Department recently was informed that it could realize a savings of $2,000 by
purchasing the ambulances together. Additionally, the total final cost for the two vehicles is
$325,130, which is $20,130 more that the original estimates.
Staff is, therefore, requesting that the City Council appropriate $175,130 from the FireMed
Fund unappropriated fund balance so that both ambulances can be purchased and put into
service by July of this year. There will be no impact on the General Fund.
These new ambulances will replace existing units that have been in service eight and eleven
years each and have over 150,000 miles. The frequent need for repairs on the current
vehicles has made it increasingly difficult to keep them in service. Reliability is critical
because of their use for emergencv medical transportation.
The proposed purchase is for Leader Type I ambulances. These vehicles provide excellent
maneuverability, better and advanced turning radius, far superior ride for patient care and
treatment, and a secondary braking for increased personnel safety. Additionally, the Leader
Type I ambulance allows greater visibility for the driver.
The purchase of replacement ambulances is necessary to continue to provide reliable
emergency ambulance service to the residents of Huntington Beach.
