DOLER, Fire Chief/Information Systems DirRto SUBJECT: APPROVE THE PURCHASE OF TWO REPLACEMENT AMBULANCES Statement of Issue, Funding Source, Recommended Action, Alternative Action(s), Analysis, Environmental Status, Attachment(s) Statement of Issue: Should the City Council approve the purchase of two (2) replacement ambulances? Funding Source: Unappropriated FireMed Fund balance (50265402) in the amount of $265,000. Recommended Action: MOTION TO: 1. Approve the purchase of two (2) replacement ambulances; and 2. Approve an appropriation of $265,000 from the FireMed Fund balance (50265403) to the equipment replacement fund (5040102). Alternative Action(s): Do not approve the purchase of two (2) replacement ambulances. Analysis: Initially, the Fire Department's FY 2001/02 budget submittal included a request for the replacement of two (2) ambulances. Since it was recently determined that the type of ambulance the City now uses requires a six (6) month advance order, these ambulances are being requested for purchase during the current fiscal year in order to place them into service during January 2002. This action will have a $265,000 impact on the FireMed Fund balance. There will be no impact to the General Fund. The proposed ambulance purchase will replace existing units that have been in service more than nine (9) years and have over 130,000 miles. The frequent repairs needed for these vehicles have made it increasingly difficult to keep them in service. Full operation also provides continued revenue to the FireMed Fund. As previously approved by City Council, an additional ambulance will be placed in service this fiscal year for an immediate improvement in the service level throughout the City. This will reduce the requests for private ambulance responses, but will also place an added burden on our aging ambulance fleet that averages 120,000 miles per vehicle. In order to continue to provide reliable emergency ambulance service to the residents of Huntington Beach, the purchase of these ambulance replacements is necessary.
