Statement of Issue:
Should the City Council approve reimbursement to property owner for the removal and
replacement of a parkway tree at 20412 Ravenwood, Huntington Beach?
Funding Source:
Funds in the amount of $150 will be reimbursed from Tree Maintenance Agricultural
Materials expense account 10085621.64110.
Recommended Action: Motion to:
Approve reimbursement and direct staff to refund $150
to the property owner.

Analysis:
Mr. Jonathan Lazar, one of the subject property's resident, has had a long-standing concern
about the parkway tree that (until it was removed after having been irreparably damaged)
existed in front of his property at 20412 Ravenwood Circle. Part of the concern was Mr.
Lazar's desire to have a specie of tree planted that was inconsistent with the other trees that
the majority of the neighborhood preferred.
Mr. Lazar brought his concerns to the City Council Beautification, Landscape and Tree (BLT)
Committee meeting on May 23, 2001. At that time, staff had already removed the damaged
parkway tree and replaced it with a specie consistent with the plan of the remainder of the
neighborhood.
After Mr. Lazar's presentation, Mayor Pro Tern Cook expressed her desire to visit the site,
which she did with staff and Mr. Lazar on June 18, 2001. Mr. Lazar agreed to accept the
new tree; however, he requested that his $150 statutory charge for tree replacement be
refunded.
At the BLT Committee meeting on June 27, 2001, Mayor Pro Tem Cook made a motion
recommending that the City Council refund the property owner's $150 tree replacement
charge, which was approved unanimously. The property owner of record is Mr. Nicholas
Baker. A copy of Mr. Baker's check and receipt is Attachment 1.
