BEARDSLEY, Director of Public Works , SUBJECT: Approve Traffic Signal Master System Upgrade > Statement of Issue, Funding Source, Recommended Action, Alternative Action(s), Analysis, Environmental Status, Attachment(s) Statement of Issue: The City of Huntington Beach has received a Signal Improvement Program (SIP) competitive grant to upgrade the Traffic Signal Master System. Funding Source: Funds are available in Measure M. The City will be required to contribute $100,000 and the SIP grant will contribute $400,000. Recommended Action: Motion to approve the purchase of office and field equipment to upgrade the Traffic Signal Master System. Alternative Action(s): Do not approve the Traffic Signal Master System upgrade and direct staff to proceed in an alternative direction. Analysis: The City of Huntington Beach has received an SIP competitive grant to fund the upgrade of its traffic signal communications and operations master system. The funding will allow the upgrade to Bi Trans Systems QuicNet/4 Advanced Traffic Management System (ATMS) software for Windows NT. This upgrade is Y2K compliant. The City is currently using Bi Trans Systems QuicNet/2 for DOS which in not Y2K compliant. The QuicNet/4 software runs on the Windows NT platform and has been written to take advantage of NT's full 32 bit operating system. This results in a fast, stable master system that is traffic responsive and can be monitored from the City Hall traffic operations center. RCA traffic signal master syst -2- ,�i 08/26/99 8:42 AM KEQUEST FOR COUNCIL ACl iON MEETING DATE: September 7, 1999 DEPARTMENT ID NUMBER: PW 99-090 Funding for this project will also allow the change out of all Type P traffic signal controller cabinets to model 332 cabinets. The current cabinet/controller configuration does not utilize the full potential of the type 170 controllers, currently used by the City. The change out to the model 332 cabinets will allow 100% utilization of the model 170 controllers features. This includes the ability to obtain traffic volume data and transfer information directly to the traffic signal master system located in City Hall. The upgrade will also integrate and share information with the upcoming Intelligent Transportation System (ITS) project. Phase 1 of the ITS project includes: Design and installation of fiber optic cable to establish communication between Caltrans District 12, through the 1-405 fiber optic communications connection, and the City of Huntington Beach Transportation Management Center (TMC). • Design and implementation of Graphical User Interface (GUI) and integrated workstations in the Cities of Huntington Beach, Fountain Valley, and Westminster. This allows operation and control of video cameras that monitor traffic flow, enables coordination of local traffic signal system, promotes shared video and data information, and permits exchange of information with OCTA TraveITIP program. The TraveITIP program is a county wide traffic and traveler information system. Design and implementation of a communication system intertie to exchange traffic and traveler information between Caltrans District 12 and the Cities of Huntington Beach, Fountain Valley, and Westminster. This will serve as the baseline system for future ITS projects and enhance inter -agency communication. Environmental Status: This project is categorically exempt pursuant to the California Environmental Quality Act, Section 1503 (c). Public Works Commission Review: The Public Works Commission reviewed and recommended approval on June 19, 1999 (Vote 6-Ayes, 1-Absent).
