DOLDER, Fire Chief SUBJECT: APPROVE TRANSFER OF FUNDS FOR INTERNET ACCESS Statement of Issue, Funding Source, Recommended Action, Alternative Action(s), Analysis, Environmental Status, Attachment(s) Statement of Issue: Should Council approve the transfer of $12,000 from the Air Quality Management District (AQMD) Permit Processing Fund (E-AQ-PW-320-390-00) to the General Fund, Telecommunications Internet Access account (E-AA-ND-312-385-00) for the purpose of accommodating Permit Processing on the Internet through the City's Internet Service Provider? Funding Source: AQMD Permit Processing Fund (E-AQ-PW-320-390-00). This account currently shows a $250,000 balance. Recommended Action: MOTION TO: Approve the transfer of $12,000 from AQMD Permit Processing Fund (E-AQ-PW-320-390- 00) to General Fund, Account E-AA-ND-312-385-00. RCA FD 98 021 AQMD Transfer -2- 11/09/98 10:33 AM KEQUEST FOR COUNCIL ACTION MEETING DATE: November 16, 1998 DEPARTMENT ID NUMBER: FD 98-021 Analysis: In March 1998, Council approved the appropriation of $250,000 from the Air Quality Management District (AQMD) AB 2766 grant funds to develop and install a new Automated Permit Processing system. This automated system will allow citizens to apply for and track the status of City permits electronically. The process will run 24 hours a day, 7 days a week, and allows the tracking of plans and permits, the calculation of fees, and monitoring the status of inspections, via the Internet. $12,000 of the implementation costs was designated for the procurement of an Internet Service Provider (ISP) to provide the Internet access. The City is in the process of obtaining a single ISP to give all city departments access to the Internet. A centralized service will allow City staff to use the Internet in the most cost-efficient manner, and will provide the necessary security measures to protect the City's computer networks. Internet access outside of the City's service presents a security risk to the City's networks and is a duplication of available service. Staff recommends the approval to transfer $12,000 in AQMD Permit Processing funds to the General Fund, Telecommunications Internet Access account, for the shared payment of Internet Service Provider costs. Environmental Status: The Automated Permit Processing project was approved by the AQMD because it is anticipated that the process will eliminate many vehicle trips to City Hall to check on building permits and plan checks. These transferred funds are needed to pay for installation of telephone line and Internet Domain Name registration (hb-surfcitv.orq. citvofhb.orq. surfcity-hb.ora). CONSEQUENCES (How shall delay of this RCA adversely impact the City?): Hardware and software for Internet access will be purchased and installed without having any telephone line to connect to the internet.
