April 27th - 30"' an opportunity has arisen for me to take part in a United States Strategic
Command tour of several military facilities throughout the United States. The air and ground
transportation for this tour will be provided by US STRATCOM. My expenditures for this tour
will be for meals and lodging, for a total cost of $465.
As this trip will provide a firsthand look at the strategic weapons systems that defend our
country, and in light of my responsibilities as part of the Intergovernmental Relations
Committee, I am asking that -the City Council approve the expenditure of the $465 to cover the
cost for the meals and lodging portion of the trip.

BACKGROUND
You are a member of the City Council's Committee on Intergovernmental Relations. You have
been invited to participate in a tour of the U.S. Strategic Command. The cost of the trip is
approximately $465.00.
ISSUE
Whether the City Council can legally fund this expense.
ANSWER
Yes.
ANALYSIS
The City Charter provides that "each member of the City Council shall receive reimbursement on
order of the City Council for Council authorized traveling and other expenses when on official
duty upon submission of itemized expense accounts therefor." (Section 302.)
Therefore, the City may legally pay for the tour so long as the City Council authorizes your
attendance. I suggest that you put this matter on the next City Council Agenda as an "H" item
for Council approval.

In a few weeks, we will start our tour with the United States Strategic Command (US
STRATCOM). As your tour sponsor, it is my goal to ensure that you derive the most in
enjoyment and learning from this opportunity offered to you by our host, General Eugene
Habiger, Commander -in -Chief, US STRATCOM , and his senior staff.
This program will provide you a first hand look at the strategic weapon systems that defend our
country. It will also enable you to meet with the dedicated men and women from all the armed
services that operate and command these state-of-the-art systems. Upon your arrival at US
STRATCOM you will receive many intriguing presentations regarding strategic force issues,
arms control and intelligence gathering.

Individual expenses other than military air transportation will be each guest's responsibility. The
c0st03TRZwhich will cover meals, lodging and other incidental expenses associated with

received by that office no later than April 17 1998. The mailing address for your check is : US

Our first night, Monday, April 27, will be spent at the Long Beach, CA, Airport Marriott Hotel.
The hotel is approximately 30 minutes from either the Los Angeles or John Wayne (Orange
County) airport. There is no hotel transportation service. Taxi is the best mode of travel. A
Long Beach Marriott;brochure is enclosed for your information. Parking arrangements have been
made if your anival.is by car.
Accommodations have been made for you on the Concierge Level. The rat—",' $140F
including tax, plus any charges you may make to the room. This charge is separa a the
tour cost and should be paid at the hotel desk upon our departure on Tuesday, April 28.
On Monday evening, the Marriott will host an informal reception and light buffet at 6:30pm.
During this gathering, you will meet your fellow guests, military escorts and flight crew and
receive last minute instructions. Attire is casual.
You will have many excellent photo opportunities during the tour. I encourage you to bring your
video or 35mm cameras. Be sure to bring sufficient film as it may be difficult to obtain during
the tour.
Attire during the tour is casual. Cotton or wool slacks and shirts with sweaters or light weight
jackets are appropriate. Slacks and low heel shoes are recommended for ladies. For your

safety and comfort, wear comfortable shoes as we will be climbing ladders and walking around
equipment.
On Tuesday and Wednesday evening, we will be attending receptions and dinners. Business
attire and cocktail dresses are recommended.
You may carry a small hand bag with essentials for use during flights and tours. Access to your
luggage during flight may be difficult. In areas where cameras are not allowed, a secure place
will be provided for you. Lap top computers are not recommended. We ask that cellular phones
not be used during flights or tours.
Military transportation and overnight accommodations have been arranged, starting with our
early morning departure on Tuesday, April 28.
Our first stop on Tuesday is the Naval Submarine Base, Bangor located near Silverdale in Puget
Sound. Accommodations on Tuesday evening have been made at the Silverdale Hotel, (800)
544-9799.
On Wednesday morning we will fly to Whiteman Air Force Base, MO,.home of the B-2 Stealth
bomber. Later in the afternoon we will depart Whiteman AFB for our visit of the headquarters,
US STRATCOM located on Offutt Air Force Base, Omaha, NE. Upon arrival you will check in at
the Malmstrom Inn, on -base officer quarters. The Commander -in -Chiefs reception and dinner
will follow shortly after check -in.
Thursday will bring several briefings at US STRATCOM and Offutt Air Force Base to include a
visit to the famous underground command center.
The tour will end at 3:30pm, CDT on Thursday, April 30. Our military aircraft will return us to the
Long Beach Airport, arriving at 5:30pm, PDT. For our mid -west and east coast guests and those
who find it more convenient to depart from Omaha, transportation to the airport will be arranged
for you. If possible make your flight departure reservations for no earlier than 5:00pm, CDT.
The Omaha airport is located 20 minutes from the base. Please make any special travel
requirements known to me as soon as possible.
