You have been invited to participate in a tour of the U.S. Strategic Command. The cost of the trip is approximately $465.00. ISSUE Whether the City Council can legally fund this expense. ANSWER Yes. ANALYSIS The City Charter provides that "each member of the City Council shall receive reimbursement on order of the City Council for Council authorized traveling and other expenses when on official duty upon submission of itemized expense accounts therefor." (Section 302.) Therefore, the City may legally pay for the tour so long as the City Council authorizes your attendance.
