SUBJECT: MOTION TO APPROVE THE APPROPRIATION OF FUNDS FOR
EMERGENCY STORM DRAIN LINE REPAIRS

Statement of Issue:
A storm drain beneath the bluff southeast of Frankfort Avenue and Delaware Street (see
attached Location Map), has failed and must be replaced.
Funding Source:
The City's budget does not include funding for the replacement of storm drain lines.
Therefore, $34,700 must be transferred from the City's unappropriated General Fund
Balance to fiscal account E-AA-PW-530-3-90-00 (i.e. Wastewater Line Maintenance
Contractual Services).
Recommended Action:
Motion to authorize the Director of Finance to transfer $34,700 from the City's
Unappropriated General Fund Balance to fiscal account E-AA-PW-530-3-90-00.
Alternative Action(s):
Defer replacement of line until funds can be obtained from a source other than the City's
Unappropriated General Fund Balance. C

Analysis:
On April 27, 1998, Public Works staff responded to a citizen complaint regarding a sink hole
in one of the streets within the trailer park at 20701 Beach Boulevard (see attached Location
Map). Based on a field investigation it was determined that a 15 inch corrugated metal storm
drain line, approximately 50 years old had collapsed. A video inspection of the line further
revealed extensive deterioration and the existence of a blockage (see attached photos). This
line is part of a system that provides storm water drainage for approximately 90 homes.
Therefore, this line must be replaced. The estimated cost of replacing this line is $34,700
(i.e. 260 feet of storm drain pipe at $120/ft installed = $31,200 plus miscellaneous core
drilling costs of$3,500 = $34,700).
The City's budget does not include funding for the replacement of storm drain lines.
Therefore, the Acting Director of Public Works recommends that the Director of Finance be
authorized to transfer $34,700 from the City's Unappropriated General Fund Balance to fiscal
account E-AA-PW-530-3-90-00 (Wastewater Line Maintenance — Contractual Services).
