SUBJECT: Adopt Resolution No. 2016-53 adopting the 3rd Battalion, 1st Marine Regiment,
United States Marine Corps, Camp Pendleton, and providing for nominal, in -kind
support of events and programs in partnership with the Huntington Beach 3/1
Marines Foundation
Statement of Issue:
The City Council adopted the 3rd Battalion, 1st Marine Regiment, United States Marine Corps (3/1
Marines) from Camp Pendleton through proclamation in 2005. This action will formally adopt the
3/1 Marines by City Council Resolution providing for nominal, in -kind support of events and
programs as well as greater participation with the Huntington Beach 3/1 Marines Foundation in
support of the men, women, and families of the 3/1 Marines.
Financial Impact:
None to nominal fiscal impact due primarily to in -kind support/staff time related to support of events
and programs and hosting of informational web page.
Recommended Action:
Adopt Resolution No. 2016-53, "A Resolution of the City Council of the City of Huntington Beach
Adopting the 3rd Battalion, 1st Marine Regiment, United States Marine Corps, Camp Pendleton."
Alternative Action(s):
The City Council can provide alternative direction to Staff regarding support of the 3/1 Marines.
Analysis:
In April 2005, the City Council, through a proclamation of the City Council, adopted the 3/1 Marines
stationed at Camp Pendleton. Following that City Council action, the Huntington Beach 3/1
Marines Foundation was formed to oversee all projects and programs in support of these brave
men, women and their families. Over the years, through the generous donations of Huntington
Beach residents, businesses, service clubs and schools, a variety of support has been provided to
the Marines and their families. The Annual 3/1 Marine 5K Fun Run/Walk was started as a
fundraising campaign and has grown each year in its success.
Numerous other Orange County cities have adopted various Marine battalions and have done so
through a formal City Council approved Resolution which allows for nominal City support while
relying on wider community support for general donations. The Huntington Beach 3/1 Marines
Foundation, a non-profit corporation, will remain the primary community support vehicle and,
through this action, the City's support will be defined in order to continue our community's strong
and unwavering support for our adopted Marines and their families.

On April 18, 2016, the City Council approved an H-Item submitted by Mayor Pro Tern Dave Sullivan
which directed the City Manager to bring back for consideration the attached Resolution. As stated
in the Resolution, the adoption of a City Council approved Resolution will allow for nominal City
support while continuing reliance on wider community support for general donations. General
donations will continue to be solicited, and primary community support organized, by the Huntington
Beach 3/1 Marines Foundation, a non-profit corporation. By adopting this Resolution, the City's
support will be defined in order to continue our community's strong and unwavering support for our
adopted 3/1 Marines and their families. City support will be limited to nominal in -kind support of
events and programs, as well as facilitating access for interested residents, businesses, schools,
and community groups to support the 3/1 Marines through the City's website. Support of events
and programs includes assisting with set up, beach access issues (for 3/1 Marine Run), and
coordination of City projects benefitting from volunteer opportunities associated with the 3/1
Marines.

RESOLUTION NO. 2016-53
A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF HUNTINGTON BEACH ADOPTING THE 3RD BATTALION, 1sT MARINE
REGIMENT, UNITED STATES MARINE CORPS, CAMP PENDLETON
WHEREAS, on March 21, 2005, the City Council approved adopting the 3rd Battalion, I"
Marine Regiment, United States Marine Corps from Camp Pendleton ("3/1 Marines")
"Thundering Third" to show Huntington Beach support of our military and their families; and
As part of "adopting" the 3/1 Marines, direction was provided to set up a donation
account to receive and disburse cash donations to support the 3/1 Marines including direction to
use the donations to supporting their military families, coordinate volunteer projects, and
promote activities with the Marines and their families; and
The Huntington Beach 3/1 Marines Foundation was formed in 2006 to oversee all
projects, programs and activities in support of the 3/1 Marines.
In 2012, the Huntington Beach Municipal Employees' Association began assisting
the City in support of the 3/1 Marines, to include coordinating the annual Marine 3/1 5K Fun
Run/Walk. This event raises funds to directly support the Huntington Beach 3/1 Marines
Foundation in its very important support of the Marines, Sailors, and Families of 3/1
Marines; and
City Council by this resolution reaffirms its support of the 3/1 Marines as well as
direction to promote wider community support for the 3/1 Marines; and
City support will be limited to events and programs, as well as facilitating promotional
opportunities for interested residents, businesses, schools, and community groups to support the
3/1 Marines through the City's website,
NOW, THEREFORE, the City Council of the City of Huntington Beach does hereby
resolve as follows:
The City of Huntington Beach reaffirms its adoption of the 3rd Battalion, I" Marine
Regiment, United States Marine Corps from Camp Pendleton; and
The City Council authorizes the City Manager to provide support of events, projects and
programs which directly assist the 3/1 Marines including the creation of a community referral
page hosted on the City's website, coordination of volunteer projects, partnering with the
Huntington Beach 3/1 Marines Foundation as a co -applicant on special event permits, and
community notification of events and programs furthering the community sponsorship of 3rd
Battalion, lst Marine Regiment and their families; and

The City Council, on behalf of the residents of Huntington Beach, wish to convey its
deepest appreciation and gratitude to the men and women of the Armed Forces, especially the
members of the 3`d Battalion, I" Marine Regiment whose dedication, love of country, courage
and bravery serve as an inspiration to us all.
