HomeMy WebLinkAboutCity Council Item - Councilmembers Boardman and Shaw - PotenCITY OF HUNTINGTON BEACH City Council Interoffice Communication To: Honorable Mayor and City Council Members From: City Council Members Connie Boardman and Joe Shaw6 016 Date: October 6, 2014 Subject: CITY COUNCIL MEMBER ITEM FOR THE OCTOBER 6, 2014, CITY COUNCIL MEETING — POTENTIAL REVISIONS TO THE BEACH AND EDINGER CORRIDOR SPECIFIC PLAN STATEMENT OF ISSUE: The Beach and Edinger Corridor Specific Plan (BECSP) was adopted by the City Council in March, 2010. One of the stated goals of the BECSP was to faciliate private and public investment activities along the Beach Boulevard and Edinger Avenue Corridors with the intent to enhance the vitality of the corridors. With the rebounding local economy, the City has seen 1,907 residential units built or receive zoning approval in the corridor (excluding the 467 units in the Bella Terra Specific Plan area). This pace of development has raised the question of whether too many units are coming on-line too soon. Many residents have also expressed concerns about the continued pace of the high density development and the land use compatibility issues. RECOMMENDED ACTION: Direct Staff to return to the City Council with short- and long-term options to address these concerns and to include: reducing the threshold (Maximum Amount of New Development — MAND) for reviewing the overall success of the BECSP plan to 2,000 dwelling units; requiring all residential and mixed -use Site Plan Reviews to obtain a Conditional Use Permit; requiring a minimum square footage of retail space in a mixed -use development; and reviewing the development standards for car dealerships to ensure their economic viability. ,,17Zc.,6i,1_S o.c.> / o CUSS }jsu t s7d-S X C&:XJ its 7y. 04"exv, t7 )6 Xc: Fred Wilson, City Manager Ken Domer, Assistant City Manager Joan Flynn, City Clerk Jennifer McGrath, City Attorney Esparza, Patty From: Surf City Pipeline [noreply@user.govoutreach.com] Sent: Tuesday, October 14, 2014 1:44 PM -- To: CITY COUNCIL; Agenda Alerts Subject: Surf City Pipeline: Comment on an Agenda Item (notification) Request # 20071 from the Government Outreach System has been assigned to Agenda Alerts. Yes, do we need more people moving to one of the most conjested areas we have. Yes slow down the streamlining, till we see what madness will come about after completion of projects on Gothard and Edinger. And why do you want to put more residential in the last and best business sector we have. We need the income from buissness! Please do not try to make Beach Blvd another Bella Terra! Why does every thing have to look new and the same! Can't we have some rough edges and variety? How about just taking some breaths, slowing down and consoladating? Don Hansen created all this havoc, thank you for having the guts to stop and guestion his plan of action! Planners love the idea of creating a walkable city, but does Huntington Bch. really fit this theme? Once again kudos to you, and I am so, pleased with the efforts and work you have done.
