COUNCIL MEETING — DIRECTION TO STAFF REGARDING
TRANSPARENCY IN PUBLIC EMPLOYEE NEGOTIATIONS
STATEMENT OF ISSUE:
As members of the City Council, we recognize that taxpayers and residents in the City
require of their elected leaders the efficient and effective use of tax proceeds for the
operation of city government Personnel costs, including employee salaries and
benefits, are the largest combined expenditure of taxpayer funds and it is our belief that
transparency during labor negotiations is essential to good government Further,
greater public understanding of the labor negotiation process and its fiscal impacts will
be enhanced by ensuring the various aspects of the labor negotiation process are
reported on in an open and transparent manner
Various forms of transparency have been implemented in Orange County and Los
Angeles County municipalities Additionally, there are legal and employer -relation
challenges still undecided As a means to fully discuss transparency in an open session
and have the full City Council participate, it is recommended that a Study Session be
scheduled to explore the benefits of adopting one of the existing models currently in
place in other municipalities or develop our own
RECOMMENDED ACTION:
Direct the City Manager to schedule a Study Session on Transparency in public
employee negotiations
