CITY COUNCIL MEETING — CONSIDER FUNDING OPTIONS FOR
THE POLICE DEPARTMENT
STATEMENT OF ISSUE:
The issue of alcohol use in the Downtown area has been 'an ongoing concern for
several years. In recent years, this City Council has adopted policies, resolutions, and
ordinances in an effort to curb the problem. The Huntington Beach Police Department
has increased its presence in the Downtown area and the Ambassador Program has
been launched.
All of these efforts will eventually work to change the atmosphere in the late night
Downtown area. There are approximately 37 alcohol -serving establishments in Zone 1
of the Downtown Specific Plan. A significant amount of police resources are committed
to addressing these issues downtown. Recognizing the staffing limitations of the Police
Department in light of our budget, I am proposing that staff research funding options to
address enhancing police department staffing.
Acknowledging there may be Proposition 218 implications, the alternative could be self -
assessment through the Downtown BID.
RECOMMENDED ACTION:
Direct the City Manager and Police Chief to research funding options to enhance the
Police Department.
