Subject: CITY COUNCIL MEMBER ITEM FOR THE NOVEMBER 2, 2015,
CITY COUNCIL MEETING — ESTABLISH AD HOC COMMITTEE
TO PROVIDE A MEMORIAL FOR THE $ARREGAS AND SIL VAS
FAMILIES B0mE6o
STATEMENT OF ISSUE:
A recent presentation during City Council Public Comments described the fiery P-38
plane crash that occurred on Sunday, June 27, 1943 On that afternoon, families were
relaxing on the city beach trying to forget about the war The crowd was watching as a
formation of Lockheed Lightning P-38 military planes was practicing maneuvers
offshore
Quite unexpectedly, smoke poured from one of the planes as it lurched out of formation
The pilot turned the plane out to sea and safely ejected As the pilot floated towards the
earth, the pilotless plane somehow turned back into the shoreline and crashed near the
water's edge near the pier, spraying burning fuel over a wide area, wounding nearly 40
beach goers, and killing four children
The Barregas' and Silvas' families lost four of their seven children that day, in what can
only be described as the worst disaster in Huntington Beach history Council Members
Delgleize and Sullivan would like to appropriately memorialize this event
RECOMMENDED ACTION:
The City Council to form an ad hoc committee of three Council Members to work with
city staff with the task of developing an appropriate memorial for the Beffeges' and
Silvas' families &0/ #q,=663r
