This discussion led to a broader discussion about the number of committees, boards, commissions and task forces the city has. A desire was expressed by some Council Members to form a Council Committee to study the issue and address the role of the Council liaison as well as the possibility of combining some of the boards and commissions. Both Council Members Houchen and Hardy expressed an interest in being on such a committee. I offered to bring this issue forward as an H item for Council action at our next Council Meeting. RECOMMENDED ACTION: To approve the establishment of a Council Committee with members appointed by the Mayor, to examine the role of Council liaisons in committees and to make a recommendation to the entire Council regarding the number of committees, boards, commissions and task forces currently in existence in the city. J.j CITY OF HUNTINGTON BEACH HUNTINGTONBEACH CITY COUNCIL MEMO °AA3-aS-al 7-7 -O To: Honorable City Council Members From: Pam Julien Houchen, Mayor Date: February 20, 2001 Subject: «y„ ITEM FOR FEBRUARY 20, 2001 CITY COUNCIL MEETII CITY COUNCIL COMMITTEE ON ANIMAL CARE SERVICES .- _ STATEMENT OF ISSUE: In October 2000, the City Council directed staff to prepare a pro -humane animal care service feasibility study. The study is now complete, and because it was a feasibility study, I propose that the City Council establish an ad -hoc committee to recommend an animal care service strategy. I believe careful consideration of this issue is warranted given the uncertainty surrounding the county animal care system and the fact the several north county cities are considering withdrawing from the county system. I would also propose that the committee consist of Mayor Pro-Tem Cook, City Council Member Boardman, and myself. The committee should provide a recommendation to the City Council by June 30, 2001. City staff has informed me that an extension of the contract with the firm hired to prepare the feasibility study will allow the committee to draw upon the consultant's expertise while it evaluates this issue. Staff estimates that up to 50 hours of the consultant's time may be ''required to assist the committee. Based on this input, I recommend the City Council appropriate $6,250 for a contract extension with Meyer & Allen Associates, Inc. RECOMMENDED ACTION: 1. Create an ad -hoc City Council committee to make recommendations to the City Council regarding animal care services by June 30, 2001; 2.
