COUNCIL MEETING - COUNCIL MEMBER COMPENSATION
STATEMENT OF ISSUE:
At the January 2014 Strategic Planning Retreat the following goal was added:
By March 31, 2014 - Discuss and consider taking action regarding inequality in Council benefits and
pay.
Prior to adoption of Ordinance No. 3956 in August of 2012, which amended Chapter 2.28 of the Huntington
Beach Municipal Code lowering Council Member compensation, Council Members were compensated equally.
However, Ordinance No. 3956 amended the code by adding Section 2.28.030 - Exemptions as follows:
A. Any Council Member elected after adoption of the ordinance codified in this section (effective
911912012), excluding current Council Members through their term limit, shall receive a reasonable and
adequate amount of $125 per month to cover routine and ordinary expenses, losses, and costs
imposed upon them by virtue of serving as Council Members. This amount shall not be adjusted
annually.
B. Any Council Member elected after adoption of the ordinance codified in this section (effective
911912012), excluding current Council Members through their term limit, may not receive city -funded
health insurance benefits (medical/dental/visionAife/add/ltd), nor any cash -in -lieu thereof (medical opt -
out). (3956112)
The attached spreadsheet depicts the current status of Council Member pay based on the adoption of the
above -mentioned ordinance. As you can see, there is a large disparity in compensation for the three Council
Members who took office in December of 2012 from those Council Members who were already in office. This
disparity should be rectified by amending Chapter 2.08 and deleting Section 2.28.030 — Exemptions.
Furthermore, pursuant to state conflict of interest laws, a Council Member cannot grant or reduce their own
compensation or benefits. Therefore, this revision will not provide benefits to Council Members who were
elected in 2012, unless they are re-elected in 2016.
MOTION:
Direct the City Attorney to prepare an Ordinance to reinstate City Council compensation.
