HomeMy WebLinkAboutDirect City Attorney to return with an Amendment to Chapter` O Clip OF HUNTINGTON BEACH City Council Interoffice Communication To: Honorable Mayor and City Council Members From: Connie Boardman, City Council Member 66 Date: November 17, 2014 Subject: CITY COUNCIL MEMBER ITEM FOR THE NOVEMBER 17, 2014, CITY COUNCIL MEETING — AMENDMENT TO CHAPTER 2.28 OF THE HUNTINGTON BEACH MUNICIPAL CODE RELATING TO CITY COUNCIL COMPENSATION STATEMENT OF ISSUE: On April 21, 2014, after direction from the City Council, the City Attorney's Office submitted Ordinance Number 4024 for Council consideration to make adjustment to the compensation and benefits of City Council members elected in 2014. The amendments partially restored compensation and benefits for members elected subsequent to June 2, 2014 to a level near to those elected prior to September 19, 2012. The amendment included allowing City Council members elected subsequent to the adoption of the ordinance to be eligible for the provision of Section 2.28.010 (A) which allows for reimbursement of the ordinary and routine expenses through a monthly amount as stipulated in the subsection. During the course of debate, the original item was further amended to allow any councilmember elected after the adoption of the ordinance to gain City -funded health insurance for the councilmember only. While this item fixed the disparity of compensation (reimbursement) for new members after the adoption (that is, those to be elected November 4, 2014 and beyond), it did not address the issue of those elected in the November 2012 election. The purpose of this H Item is for Council Members Hardy, Sullivan, and Katapodis to receive the same total compensation as the newly elected Council Members. RECOMMENDED ACTION: Direct the City Attorney's office to amend Chapter 2.28 to provide for all Council Members to be eligible for equal reimbursement of ordinary and routine expenses and health insurance benefits. xc: Fred Wilson, City Manager Ken Domer, Assistant City Manager Joan Flynn, City Clerk Janeen Laudenback, Director of Community Services TtNGI CFUUWTY?E City Council Compensation Calendar Year 2013 City Council Annual Salary* Other Pay** , Medical Cashout^ Insurance Premiums^^ Pension Costs Total Compensation MC Chapter 2.28 Councilmember Constance Boardman 2,101 20,636 3,796 83 440 27,056 2.28.010; 2.28.020 Councilmember JoeCarchio*** 2,101 15,047 489 3,627 - 21,264 2.28.010; 2.28.020 Councilmember Jill Hardy 2,101 1,500 - 440 4,041 2.28.030 A&B Mayor Matthew Harper^^ 2,101 19,308 83 440 21,932 2.28.010; 2.28.020 Councilmember Jim Katapodis 2,101 1,500 - 440 4,041 2.28.030 A&B Mayor Pro Tern Joe Shaw 2,101 15,047 5,529 440 23,117 2.28.010; 2.28.020 Councilmember David Sullivan 2,101 1,500 440 4,041 1 2.28,030 A&B City Council Compensation Calendar Year 2015 Projected Compensation City Council Annual Salary* Other Pay** Medical Cashout^ Insurance- Premiums^^ .'Pension Costs .
