HomeMy WebLinkAboutEV Charging System Infrastructure - Direct City Attorney toTo: Honorable Mayor and City Council Members From: Joe Shaw, City Council Member Ile Date: July 8, 2013 Subject: CITY COUNCIL MEMBER ITEM FOR THE JULY 15, 2013, CITY COUNCIL MEETING - EV CHARGING SYSTEM INFRASTRUCTURE STATEMENT OF ISSUE: There is a pending Assembly Bill (AB 1092) that proposes to make the optional Electric Vehicle (EV) supply equipment standards described in the current California Green Building code mandatory by 2017. The EV supply equipment standards will require that wiring must be included in new parking areas to accommodate charging stations; it does not require that charging stations actually be installed. Since there are several residential projects anticipated in the next few years, it would be beneficial to start building EV infrastructure now in anticipation of future demand. Therefore, I recommend that the Director of Planning and Building prepare a resolution for City Council's consideration that requires a minimum number of EV-capable parking spaces (wiring only) for new residential, commercial, and industrial developments. This would be consistent with the current intent of the state legislation and Huntington Beach's long-term sustainability goals. Request type: Comment Request area: City Council - Agenda & Public Hearing Comments Citizen name: Mary Urashima Description: Honorable Mayor Connie Boardman and City Council Members, I encourage your support of Council Member Item #22 "Resolution requiring a minimum number of Electric Vehicle (EV) capable parking spaces for new residential, commercial and industrial developments." The largest contributor to sustained, 24-hour air quality concerns in the South Coast Air Basin are automobiles. A study released in October, 2012, by UCLA's Institute of the Environment and Sustainability revealed that the 2011 "Carmageddon" resulted in a dramatic improvement in overall air quality, by 75 to 83 percent. The improved air quality extended for miles beyond the freeway. One of the most significant measures we can take as a community is to establish now the infrastructure needed for the growing number of EV consumers. The easier it becomes to use alternative energy for transportation, the sooner we begin to achieve noticeable air quality improvements. I also would suggest the Council institute a program that encourages existing retail centers to providing EV charging spaces. It can be a retail draw, as the user must wait approximately 30 minutes or more for their vehicle to charge. It is enough time for someone to enjoy a coffee or shop. Additionally, charging stations at our local parks or places like Shipley Nature Center are a perfect fit, as users may take the opportunity to enjoy these places while their vehicle is charged. This is an opportunity to encourage corporate sponsorship of charging stations, and partner with agencies such as CARB or SCAQMD to develop incentives for charging station installation. Huntington Beach should take the lead and in addition to this proposed resolution, consider a long-term strategy regarding development of our own "electric highway" for residents and visitors.
