Today, the 1-405 is one of the most congested freeways in Orange County, carrying more than 300,000 vehicle trips in some sections each day. The purpose of the proposed improvement project is to improve travel conditions for work, recreation, school, and commerce by increasing freeway capacity, improving traffic and interchange operations, and enhancing road safety to meet state and federal standards. Throughout the project development process, the 1-405 Policy Working Group (PWG), comprised of elected officials from cities and county supervisorial districts within or immediately adjacent to the 1-405 project area, has provided insight into the development of alternatives for improving the freeway. The PWG's continued involvement during the environmental phase and subsequent construction phase is necessary to ensure that corridor cities are engaged in every step of the planning process. As chairman of the 1-405 PWG, I am requesting that you appoint a city council member and an alternate to replace the City of Huntington Beach's current vacancies on the 1-405 PWG. The PWG includes elected officials representing Costa Mesa, Fountain Valley, Garden Grove, Huntington Beach, Long Beach, Los Alamitos, Seal Beach, Westminster, and the community of Rossmoor. The proposed action would improve the operations on I-405 primarily in the County of Orange for `h approximately 16 miles between 0.2-mile south of Bristol Street and 1.4 eaieeaan miles north of I-605, as well as portions of State Route 22 (SR-22), SR- 73, and I-605 to reduce congestion and improve lane continuity through the corridor. This project is considered a Project of Air Quality Concern regarding particulate matter PM10 and PM2,5 as defined in 40 CFR 93.123 (b)(1). A qualitative PM10 and PM2.5 hot spot analysis was completed, as required by 40 CFR 93.116 and 93.123, based on U.S. EPA Guidance." V'ffiY THIS AD: A Supplemental Draft Environmental Impact Report (EIR)/Environmental Impact Statement (EIS) for the proposed 1-405 Im- provement Project provides new information relevant to the proposed Plartc project, information that was not available when the Draft EIR/EIS was circulated for public review and comments in May 2012. This document is called a Supplemental Draft EIR/EIS because it only includes information and analysis updated since the Draft EIR/EIS was circulated. This recirculation focuses on new traffic information in the Long Beach area. This notice is to inform you of the preparation of the Supplemental Draft Environmental Impact Report/Statement and its availability for review. One public hearing will be held to give you an opportunity to review and comment on the new project information before the final alternative is selected.
