SUBJECT: "C" Item for the December 16, 2002 City Council Meeting
Lottery for Appointments to Public Works Commission
Appointments to the Public Works Commission are currently in process of changing from
a majority City Council appointment to an individual appointment based on City Council
action taken in December 2000. The terms for Public Works Commissioners Hartge and
Piechota have expired based on the expiring terms of past City Council Members Bauer
and Dettloff. According to Municipal Code 2.111.060, selection for these vacancies
shall be by lot drawn among the remaining Council Members.
At the December 16, 2002, meeting, each of the four new Council Members will
participate in the lottery. Those who draw the first two numbers will be eligible to
appoint a new commissioner that evening or at the meeting of January 6, 2003. Those
Council Members drawing the last two numbers will be eligible to make their
appointment at the June 16, 2003, meeting for service to begin in July 2003.

Appointment Policy to the Public Works Commission
STATEMENT OF ISSUE:
The idea of creating a Public Works Commission was brought forward by Victor Leipzig
and myself. The Public Works Commission has fulfilled the vision that we had for it.
Among other important tasks, the Commission reviews Public Works projects and
expenditures and then makes recommendations to Council. The Commission has great
fiscal and review responsibilities. Each council member should appoint a member of the
Commission, as we do with other commissions and boards that have especially onerous
responsibilities; i.e., Planning Commission and Finance and Investment Advisory Boards.
RECOMMENDED ACTION:
The appointment policy to the Public Works Commission will be one in which each
Council Member selects a Public Works Commissioner. This new appointment system is
to begin on January 31, 2001.
