Flynn, City Clerk SUBJECT: Adopt Resolution No. 2013-01 fixing the start time of the Study Session portion of regular City Council meetings as 4:30 p.m. Statement of Issue: During the City Council meeting of December 17, 2012, Council voted unanimously to change the start time of the study session portion of regular City Council meetings from 4:00 p.m. to 4:30 p.m. Staff was directed to prepare and return with an appropriate Resolution. Financial Impact: None. Recommended Action: Adopt Resolution No. 2013-01, "A Resolution of the City Council of the City of Huntington Beach Change the Time of City Council Meetings." Alternative Action(s): Do no adopt Resolution No. 2013-01 and direct staff accordingly. Analysis: Currently, City Council meetings, as set by Resolution 2004-95, begin at 4:00 p.m. Section 303a of the City Charter allows the City Council to set the meeting time by Ordinance or Resolution. At the December 17, 2012 meeting, Councilmember Boardman submitted an agenda item asking Council to consider a request to fix the start time of City Council meetings to 4:30 p.m. After discussion, Council voted 7-0 to direct staff to prepare a Resolution changing the start time of the Study Session portion of the meeting from 4:00 p.m. to 4:30 p.m. Direction was also given that the start time of the business and public comment portion of regular City Council meetings was to remain at 6:00 p.m. Resolution 2013-01 fixes the start time of regular City Council meetings to 4:30 p.m. Environmental Status: None. HB -33- Item 2. - I ATTACHMENT #1 Item 2. - 2 HB -34- RESOLUTION NO. 2013-01 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF HUNTINGTON BEACH CHANGING THE TIME OF REGULARLY SCHEDULED CITY COUNCIL MEETINGS WHEREAS, Resolution No. 2004-95, sets the starting time for regularly scheduled City Council meetings to be 4:00 p.m.; and The City Council has made a request to adjust the starting time of the regularly scheduled meeting to 4:30 p.m., with the business and public comments portion of the meeting to commence at 6:00 p.m., NOW, THEREFORE, the City Council of the City of Huntington Beach does hereby resolve as follows: 1. Regularly scheduled City Council meetings shall be held at the hour of 4:30 p.m., in Room B-8 of the Civic Center, with the business and public comments portion of the meeting to begin at 6:00 p.m. in Council Chambers. 2. No meeting shall continue beyond 11:00 p.m. without a majority vote of the City Council. 3. All portions of Resolution No. 2004-95 in conflict herewith are repealed.
