SUBJECT: Approve Naming of the City's Community Job Center For Luis M.
Ochoa, Retired Lieutenant with the H.B. Police Department

Statement of Issue: Should the City name the Community Job Center in honor
of Luis Ochoa, HBPD Retired Lieutenant who was instrumental in starting and
nurturing the Center?
Funding Source: Funds are available in the Community Development Block
Grant, account # 86480212.63125, budgeted for the purchase of providing signage
for the Center. Lt. Ochoa's name would be added to the new signs.
Recommended Action: Motion to:
Approve naming the City's Community Job Center as the Luis M. Ochoa
Community Job Center, in honor of Lt. Ochoa.
Alternative Action(s): Do not approve naming the Community Job Center in
honor of Lt. Ochoa.
Analysis: Lt. Luis Ochoa retired from the Huntington Beach Police Department in
January 2002 after 37 years of distinguished service to the City and community.
When hired in 1965, Luis Ochoa was the first Mexican -American police officer on
the Huntington Beach Police Department. Soon after promotion to Lieutenant in
1992, he was assigned as the first North Area Commander for the Police
Department's new Community Oriented Policing Program. Lt. Ochoa made the
Oakview community a priority because of the crime problems and calls for service.
He was instrumental in establishing a foot -beat patrol and opening a police
substation in the area to better serve residents. He participated in Pride Day, and
read children's literature at story time at the Oakview Library. He encouraged
other City departments to provide increased services in this area to help improve
the local quality of life.
One of his major accomplishments was the establishment of the Community Job
Center. The purpose of the Job Center was to help resolve the problem of day
laborers congregating in relatively large numbers along city streets and shopping
centers. This had resulted in complaints from business owners, residents and
other citizens intimidated by large groups of men. Lt. Ochoa was able to convince
the County of Orange to lease a small portion of the unused transfer station on
Gothard as the site of the Job Center. He applied for and received Community
Development Block Grant funds to pay for construction and staff. With these
funds, Lt. Ochoa purchased an office trailer and oversaw the hiring and training of
two part-time employees.
On September 16, 1999, approximately five years after Lt. Ochoa proposed the
original idea, the City opened the Community Job Center at 18131 Gothard Street.
The Job Center continues to be very successful, having placed over 2,600 workers
in temporary jobs this year alone.
The suggestion to name the Community Job Center after Lt. Luis Ochoa was made
by a HBPD uniformed officer, and is consistent with the City's past practice for
naming community facilities, such as the Daryl D. Smith Clock Tower, Vincent G.
Moorhouse Lifeguard Headquarters, and the Michael E. Rogers Senior Center.
Staff from both the Police and Economic Development Departments recommends
that the Community Job Center be named in honor of Lt. Luis Ochoa.
Furthermore, this proposal was presented and reviewed by the Council's Economic
Development Committee on August 13, 2002.
