Four of those designs (Attachment #1) are being recommended by an ad hoc advisory group for your approval for use at seven locations; and the funding for these signs is included in the approved 2006-07 Capital Improvement Program (CIP) budget. Funding Source: Not applicable Recommended Action: Motion to: Approve the use of the four proposed designs at the seven recommended entry node locations. Alternative Action(s): 1. Do not approve the proposed designs. 2. Change the recommended locations. Analysis: The City's General Plan of May 13, 1996 states, "Huntington Beach has no strongly coordinated defined points of entry from surrounding communities and the San Diego Freeway. They are not clearly marked and changes in the visual character between surrounding communities are not apparent." To remedy this lack of well-defined points of entry, the City Council appropriated funds to hire a graphic consultant to design concepts for 11 specific entry nodes around the City. Subsequent to a full Request for Proposals (RFP) process, the firm Graphic Solutions was retained and an ad hoc advisory group was formed to provide input into the design process. 3 REQUEST FOR CITY COUNCIL ACTION MEETING DATE: 10/16/2006 DEPARTMENT ID NUMBER: E.D. 06-36 The advisory group, approved by the City Council's Economic Development Committee, consisted of three City Council members and invited representatives from the Planning Commission, Design Review Board, Chamber of Commerce, Conference and Visitors Bureau, Historic Resources Board, Huntington Beach Tomorrow, and the City Departments of Administration, Planning, Public Works, Community Services and Economic Development. Overall the advisory group held four meetings, reviewed 37 different concepts and variations and narrowed the concepts to the four as presented today. The advisory group has also selected seven of the original 11 locations that it now recommends for initial placement of the specific sign designs, with any future sign requirements to be determined later. The City's approved Capital Improvement Program includes $330,000 to fund design, construction, and installation of these first seven signs. Actual placement locations may vary from recommended locations due to local topography and Caltrans requirements for those three sites in the State Highway's right-of-way. Approval from Caltrans will be necessary for the signs proposed on Beach Boulevard and Pacific Coast Highway. These recommendations were submitted and approved by the City's Design Review Board on July 13, 2006. Additionally, these four designs and the recommended seven sites have been on the city's web site for public comments since June 23, and with 51 comments to date, each design has its respective proponents and opponents. Overall, most responses have been very positive about the designs and the process. Subsequent to Council approval, staff will have construction documents prepared; receive the necessary authorizations from the City and Caltrans; solicits bids for construction; and then proceed to construct and install the approved signs. While I welcome the idea of displaying community pride along with greeting visitors to our wonderful city, I feel that the design and price tag are not in the best interest of our community. Attached you will find a few drawings of an idea of mine for entrance signs to our city. I feel my design reflects the true sense of our town, along with being more in theme with"Surf City U.S.A." I think that the cost would be a fraction of what you are currently considering, in fact there might even be no cost involved if you were to allow local surfboard manufactures and businesses to sponsor this project. The locations of these welcome signs would be on city light standards in which are presently at every entrance to our city now. These locations provide lighting and are less susceptible to traffic accidents then the idea of center median locations. The placement of signs fifteen feet in the air also make them less vulnerable to vandalism. I ask that you please discuss this idea amongst yourselves and feel free to contact me about this proposal.
