SUBJECT: Robin Samsoe Ad Hoc Committee tribute recommendation
Statement of Issue:
City staff was directed to work with City Council to establish an Ad Hoc committee to provide an
appropriate tribute to Robin Samsoe. A plaque has been developed and now needs final approval
by the City Council.
Financial Impact:
Sufficient funds are available in the Community Services Beach Operations Division General Fund
budget to cover the expense. No new appropriation is required.
Recommended Action:
(A) Approve the content and location of the tribute as recommended by the Ad Hoc Robin
Samsoe Committee and its placement in Pier Plaza; and,
(B) Ask the Police Chief and/or Fire Chief to report on the steps being taken to try to prevent
another tragedy of this nature.

Analysis:
On July 7, 2014, the City Council directed staff to work together with Council Members Carchio,
Shaw, and Sullivan to form an Ad Hoc committee with the task of placing a bench or other
significant memorial for Robin Samsoe. This tribute would be at city expense, in a very visible
and prominent spot in Pier Plaza to both honor her memory and to serve as a constant reminder
that Huntington Beach is determined to do everything possible to protect our children.
Staff together with Ad Hoc Council committee members who served as liaisons to the Samsoe
family had several meetings to determine the content and exact location for this tribute to Robin. It
was suggested that a perpetual light, located at the top of the image of a lighthouse on the plaque
would be a focal point of the tribute. Robin's family also expressed that an image of Robin should
be included in the tribute.
By consensus of the Ad Hoc committee, the attached plaque content, wording, and layout was
agreed upon. The Samsoe family is in agreement with the concept as it was presented to them.
They look forward to the installation and dedication of this tribute to Robin.

Staff will be taking steps to provide electrical power to the selected location and is working with the
fabricator on the plaque itself. It is anticipated that installation will take place in early to mid
October.
In addition to the production and installation of the plaque, City Council directed that the public
safety services of Huntington Beach (Police, Fire, and Marine Safety) provide a report to the City
Council. The Police and/or Fire Chief are prepared to report on the steps that are being taken to
try to prevent a repeat of this tragedy in the future.
