the border of Taos and Vietnam in Houa Phan Province near the city of Sop Hoa Lt Cordova spoke to TAT S aircraft in the area over his survival radio while safely parachuting from his aircraft He later radioed that he had fallen into a ravine and heard his pursuers approaching According to a member of Cordova s squadron Sam Cordova's last transmission stated that he was gong to be captured if hewasn't picked up immediately Cordova's b ckseater was rescued but rescue attempts for Cordova were hampered because of heavy ground fare Sam S emergency radio beeper was traced to Ban Na Ca Tay a Viet Cone village Attempts to contact him through the device failed This seemed clear indication that Cordova was captured but he was classifies Missing in Action http //www powmiaff American prisoners less than a dozen names were ever discovered of Americans held by the Lao When the Peace Agreements were signed in Paris in 1973 ending American involvement in the Vietnam war Laos was not included The U S dad not negotiate the release of Americans held in Laos because it dad not recognize its communist government As a result not one American was released from Laos The families TV 41 I'E 44 ^ s North Vietnamese pilots run towards their MiG 17s to take off and engage US aircraft What about the tactics of both sides9 Because the USAF did not attack the main radar installations and command centers(it worried about killing Russian or Chinese advisers) the Vietnamese flew their interceptors with superb guidance from ground controllers who positioned the MiGs in perfect ambush battle stations The MIGs made fast and devastating attacks against US formations from several directions(usually the MiG 17s performed head on attacks and the MiG 21 s attacked from the rear) After shooting down a few American planes and forcing some of the F 105s to drop their bombs prematurely the MiGs did not wait for retaliation but disengaged rapidly This guerrilla warfare in the air proved very successful Such tactics were sometimes helped by weird American practices For example in late 1966 the F 105 formations used to fly every day at the same time in the same flight paths and used the same callsigns over and over again The North Vietnamese realized that and took the chance in December 1966 the MiG 21 pilots of the 921 st FR intercepted the Thuds before they met the escorting F pilots to exploit the superb agility of the MiG-17, MiG-19 and MiG-21 - getting into close combat, where the heavy Phantoms and "Thuds" were at a disadvantage Only in 1972, when the "Top Gun" program improved the skills in aerial combat of USN Phantom pilots like Randall Cunningham, and the F-4E appeared with a 20 min built-in Vulcan cannon, could the Americans neutralize that Vietnamese edge Finally, the overwhelming US numerical superiority meant that, from the point of view of the Vietnamese pilots, the aerial battlefield was a "target rich environment " For the American airmen Vietnam was a "target poor environment " The Americans could not find enough enemy aircraft to pile up large scores simply because there weren't that many MiGs around, the VPAF never had more than 200 combat aircraft All these factors created more Vietnamese aces than American, and created opportunities for a few Vietnamese aces to pile up bigger scores than their American counterparts Officially,there Because, he was precisely that, "legendary " No Col Toon ever flew for the VPAF, he was a figment of the American fighter pilots' imagination and ready room chatter (In fairness to the Americans, "Col Toon" may have been shorthand for any good Vietnamese pilot, like any solo nighttime nuisance bomber in WW2 was called "Washing Machine Charlie ") Nguyen Van Bay When the 923rd Fighter Regiment was created on September 7 1965,Nguyen Van Bay was one of the students chosen to fly the MiG-17F Frescos His training ended in January 1966, and soon the young Lt Bay saw action against American aircraft On June 21 1966 four MiG-17s of the 923rd FR engaged an RF-8A recce plane and its escorting F-8 Crusaders of VF-211 Even as the escorting Crusaders destroyed two MiGs,Nguyen Van Bay opened his score when he bagged the F-8E of Cole Black, who ejected and became a POW Even more important, the VPAF pilots achieved their main goal, as Bay and his buddies distracted the escort, Phan Thank Trung in the lead MiG shot down the RF-8A The pilot, Leonard Eastman, was also taken prisoner A week later -June 29- Bay and three more MiG-17 pilots engaged American F-105Ds heading for the fuel depots in Hanoi, and(together with Phan Van Tuc)Nguyen Van Bay surprised and shot down a "Thud " His victim turned out to be one of the leaders of the US formation, Major Murphy Neal Jones, who was taken prisoner lij 9 L MiG-1 7F '92047 'in the VPAF Museum in Hanoi Nguyen Van Bay flew this plane when he damaged the destroyer USS Oklahoma City on April 19 1972 However, his greatest deed happened on April 24 1967 Now a flight leader, Bay scrambled from Kien An airfield and led his flight of MiG-17Fs against a USN raid on the Haiphong docks Bay closed on an unaware F 8C of VF 24 and fired a burst of deathly 37 mm shells which broke it into pieces The F-8C - BuNo 146915, piloted by Lt Cdr E J Tucker- caught fire and crashed Tucker ejected and was captured (unfortunately he died in captivity) The escorting F-413s of VF-114 entered the battle and fired several Sidewinders against Bay, but Bay's wingman-Nguyen The Hon warned him, and Bay sharply broke off, evading all the missiles Bay then headed his MiG 17 Fresco towards one of the Phantoms and shot it down with cannon fire (The crew, Lt Cdr C E Southwick and Ens J W Land, was recovered They http //www acepilots com/vietnam/viet_aces html 6/22/2006 Vietnamese Aces Page 6 of 7 thought they had been downed by AAA) The next day, April 25,his flight of MiG-17s scored again, shooting down two A 4s with no losses themselves Both kills are confirmed by the US Navy the first victim was the A-4C BuNo 147799 piloted by Lt C D Stackhouse (POW), who fell under the guns of Bay's MiG-17, and the second was the A-4C BuNo 151102, piloted by Ltog) A R Crebo, who was rescued Bay was awarded the Hero's Medal of the Vietnamese People's Army for his outstanding skill and bravery in combat, and for his superb leadership of his flight In early 1972 Bay and his buddy Le Xuan Di were trained by a Cuban advisor in anti-ship warfare, and they certainly were good students, because on April 19 1972 they attacked the destroyers USS Oklahoma City and Haghbee which were shelling targets in Vinh city While Bay caused only slight damage to the first one, Le Xuan Di hit one of the Haghbee stern turrets with a 500 pound BETAB-250 bomb - the first air strike suffered by the USN 7th Fleet since the end of WW2 Nguyen Doc Soat One of the merits of the VPAF was that the more successful pilots could transfer their combat experience to the novice students That was the case of Nguyen Doc Soat Originally this young MiG-21 student was assigned to the 921 st FR and his instructors were the hottest VPAF pilots of the outfit Pham Thanh Ngan (8 kills) and the top Vietnamese ace,Nguyen Van Coe (9 victories) Soat couldn't ask for better teachers While he did not score kills at that time, he gained valuable experience Re-assigned to the recently created 927th Fighter Regiment, when Operation "Linebacker I" began in May 1972 Soat was ready to show his abilities On the 23rd he scored his first victory, downm a USN A-713 Corsair I1 with 30 min fire His victim was Charles Barnett(KIA) On June 24 1972 two MiG-21s flown by Nguyen Due Nhu and Ha Vinh Thanh took off from Noi Bai at 15 12 to intercept some Phantoms attacking a factory in Thai Nguyen The American escort reacted rapidly and headed towards them But those MiGs were actually only a bait, suddenly two MiG 21 PFMs of the 927th FR appeared piloted by Nguyen Doc Soat(leader) and Ngo Duy Thu(wingman), who took the escorting F-4Es by surprise Firing a heat-seeking missile R-3S Atoll, Soat downed the F-4E of David Grant and William Beekman, both crewmen became POWs, as Thu also did with another Phantom a n - German class One individual in our group was a qualified German instructor When they let us out each day we were required to make coal balls and sweep the courtyard They have a very poor grade of coal an North Vietnam it as real soft Coal balls are made by wetting the coal and then forming them into balls which an turn were allowed to dry and harden These were used as fuel to cook the food and boil water .After making coal balls we were sometimes allowed to play volleyball and mingle with prisoners an other sections of the camp Whale we were mingling or playing volleyball we were watched very closely by the guards Due to our location an the camp we were the C-11 watch Everytame a scheduled release was made we manned the lookout for the C-1 1's going into Gaa Lam When we spotted one coming statements The purpose of the visit was to sign a math and science educational exchange pro agreement between Japan and the United States Reagan asked for "deep background" on Mori from be Fuller and the National Security Council (NSC) According to the president's sources, Mori was a "nationalist" and "ruthless tactician" for Japan's ruling Liberal Democratic Party (LDP) Positioned to replace Nakasone someday, Mori might have even influenced Nakasone, the "deep background" report suggested, to make his H R 442 comments Upon meeting Mori, Reagan's position was clear and unswerving Japan had no right, he explained,to influence American domestic politics Since the Reagan administration was attempting to penetrate the Japanese market at the time (stressing U S Midwest agricultural products) and complaining about Japa efforts to halt and even sabotage the American effort, Mori might have asked Reagan to stop interferm€ the Japanese economy This did not happen Instead, he urged the White House to change its mind on 1= 442, and these urgings, he insisted, were that of"one good friend to another "(FN19) This would be the end of the direct U S -Japanese confrontation over internment redress The points ha, been made But Reagan would continue to list(privately) what he simply called "national security concerns" as a reason for redress legislation opposition In reality,these national security concerns were rooted more in pride and emotionalism than security policy Nevertheless, it was not the first time that the plight of Japanese Americans had been confused with me of"security " On September 17, 1987, H R 442 passed the House by a vote of 243-141 It was not a straight party vc and the opposition to redress included some members of Congress who, by reputation and political credentials, were expected to champion Japanese-American rights For instance one of Congress's pow legislators, Claude Pepper(D) of Florida, also the nation's leading spokesperson for the rights of the el( thought a fight with Reagan on H R 442 would be counterproductive to his pro-senior citizen legislatic Although a Democrat with a liberal pro-civil rights/civil liberties record, Pepper hoped that Reagan's of status as a senior citizen and the well-cultivated Pepper-Reagan friendship would influence the consery president's decision to approve liberal leaning senior citizen rights measures from Congress H R 442 suggested a threat to the Pepper-Reagan relationship and, despite the irony of voting against his career champion of the rights of the downtrodden, Pepper voted with the fate of his senior citizen legislation foremost in mind (FN20) From the House, H R 442 passed to the Senate Its new Senate version was numbered S 1009 This Sei measure differed little from H R 442, preferring a compensation budget of$1 3 billion for an estimate( 60,000 Japanese Americans Thanks to the Alaska delegation, S 1009 also added a rider offering $12,O1 apiece and an apology to those Alaskan Aleutian Islanders who were also relocated in World War II A budget of$21 4 million was set aside for the Aleutian compensation package This Aleutian rider only added to the Reagan administration's complaint of Congress's "fiscal irresponsibility" in a time of government cutbacks and proposals for a balanced budget Events continued to move slowly, particularly in the atmosphere of"Irangate" and time-consuming del; over Reagan's Contras policy in Nicaragua Redress was an important issue, but it was never a top Whi House or congressional priority Consequently, one of the president's staunchest congressional support( Representative Daniel Lungren(R-CA), recommended a compromise to break the deadlock Although member of the House, Lungren urged his Senate colleagues to response,the Japanese-American community moved against Lungren in a political offensive that wo results The Lungren initiative coincided with California Governor George Deukmejian's nomination of Lungrf for the post of state treasurer Lungren was interested in the post and for a time, no one doubted this Reagan favorite would be confirmed Pulling together a coalition of Asian-American political activists, Francisco attorney and redress champion Donald Tamaki blocked the Lungren appointment Tamaki's attacks on Lungren's "race politics" worked, and it shocked Washington Representative Matsui, who offered advice and staff assistance to Tamaki's "Stop Lungren" movement, violated an unwritten California delegation rule of congressional collegiality by aiding Tamaki Both Matsui and Tamaki made it clear to the press that the Japanese-American community "could not be tak, for granted anymore" and that the "kid gloves were off" Even though the entire Asian-American community constituted no more than 7 percent of California's population, it maintained a disproportion number of the state's university students and professors, scientists, engineers, and CEOs It was time to political muscle, Tamaki argued, and he thanked non-Asian Republicans and Democrats for recognizIn importance of full redress through their support of the Stop Lungren effort Indeed, public opinion acro California indicated strong support for both H R 442 and S 1009 Reagan, Deukmejian, and other Republican luminaries, Tamaki argued, should have realized that Lungren's antiredress position would to unfortunate political consequences It was unclear whether Tamaki was, in fact, talking about Lungr< Reagan here, but the warning to antiredress politicians was obviously made Deukmejian countered tha Tamaki and his Democratic friends would use any issue to achieve political power The Stop Lungren movement, he proclaimed, had been "emotional blackmail" and "gutter politics at its worst " Few agree and even The Washington Post predicted that, as the 1988 election heated up, Reagan's opposition to redress would falter thanks to the new, aggressive politics of the Japanese-American effort (FN22) Reagan discussed this developing situation with an old friend from his days on the National Governors Council, Thomas Kean (R), Governor of New Jersey Reagan told Kean that he had difficulty understai the "motivations" of Japanese-American redress activists and their congressional backers He wonderer the whole matter constituted little more than a Democratic Party measure to embarrass his admInistrati< time for the 1988 election More to the point, he noted that over the many years since World War 11 he never been convinced that Japanese Americans had been "forced into internment " Many, he believed, ] gone to the camps "on their own volition "(FN23) Kean, who disagreed with his old friend's assessment, pursued the matter, urging East Coast redress act and former internee, Grant Ujifusa, to write the president on behalf of the people of New Jersey Ujifus mission, said Kean, was "to educate the White House " Indeed, Ujifusa put together a powerful packag( letters,petitions, and photographs from former internees "We did not voluntarily leave our homes, our neighborhoods, and our work," Ujifusa wrote Reagan "We were ousted from our rights and our property "(FN24) 4n his own personal letter to Reagan, Ujifusa resurrected an old story about Reagan's late 1945 Involver in a military ceremony honoring a dead Japanese-American soldier What happened in that ceremony s became an issue in the redress effort itself After more than forty years, the Reagan story took on quite few versions They varied from Reagan being present at the military ceremony to leading it in prayer f exact words uttered at this ceremony also grew in eloquence and significance as his role there became matter of concern to anyone interested in redress The most accepted version of this tale had Captain Ronald Reagan, on December 9, 1945, taking part it http //www bambridgehistorians org/page 14 html 2/6/2006 Page Title Page 3 of 3 special ceremony honoring Kazuo Masuda, who was killed in action on the banks of the Arno River in one year earlier Masuda had been part of the 442 Regimental Combat Team, and the ceremony involvf the posthumous awarding of the Distinguished Service Cross General Joseph Stilwell, and not actor/Army Captain Ronald Reagan, presided over the ceremony The medal was offered to Masuda's parents, and Stilwell had flown 3,000 miles The manager of the cemetery told them it was a racially restricted k4j* a, cemetery and Sgt. Masuda could not be buried in a desirable location, "desirable"being defined as a place�where grass would growand'in a central.section of the cemetery. Ruction from the public was intense and supportive. The cemetery manager reversed`himself:and allowed the Masuda family to,have the plat they desired for the burial cif their scare. .3 Finally, 52 years ago, December 9, 1,948, Kazuo Masuda came horne. be used for the project by the City and should be passed through to the veterans' groups to place into the Veterans Memorial Fund Veterans of Foreign Wars Post 7368 has agreed to accept the pass through on behalf of the various veterans' groups participating in this project and deposit it into the Veterans Memorial Fund The City Council may desire to not pass through the contribution and assume a more active role in the construction of the project To achieve this end, the current contract between the City and veterans' groups will require substantial modification to redefine the participants' roles Further any work the City assumes and doesn't perform in-house will require the City to follow its bid process Staff recommends that the City Council simply " pass through" the Administrator RESOLUTION NO 9 7-5 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF HUNTINGTON BEACH DECLARING A GIFT OF PUBLIC FUNDS FOR THE PUBLIC GOOD TO ESTABLISH A VETERANS MEMORIAL IN THE CITY OF HUNTINGTON BEACH WHEREAS the rememberance of the men and women of the United States Armed Forces who in the never ending pursuit to maintain the honor of the American People and the dignity of all people gave their most sacred gift their own life ensures that the freedom available to each and every person living in the United States will be appreciated and recognized and Commemorating the efforts of the United States Veterans who gave the ultimate sacrifice including many of the sons and daughters of the City of Huntington Beach and its sister cities affirms that their lives were not surrendered needlessly and The paying of homage by a community to its local heroes instills a sense of pride and solidarity in that community and Funds have been donated to the City in the amount of$15 000 by James Ackerman for the purpose of helping to establish a Veterans Memorial at City Hall and Veterans of Foreign Wars Post No 7368 is ready willing and able to erect a Veterans Memorial on City Hall property for the enjoyment of the general public NOW THEREFORE the City Council of the City of Huntington Beach does hereby resolve as follows It is in the public interest and for public good to give to the Veterans of Foreign Wars Post 7368 the sum of $15 000 previously given to the City by James Ackerman for the purpose of establishing at City Hall a memorial to our fallen veterans
