SUBJECT: ESTABLISH A LOCATION FOR THE VINCENT G. MOORHOUSE
MEMORIAL STATUE

Statement of Issue: There is a need to accept the Vincent G. Moorhouse Memorial Statue and
establish a location for its placement.
Funding Source: Not applicable.
Recommended Action:
1. Accept, on behalf of the city, the donation of a statue of a brown pelican in honor of Vincent G.
Moorhouse and establish a temporary location for the memorial statue on the grassy area
immediately south of Lifeguard Headquarters; approve placing the statue, on a permanent basis,
within the South Beach Improvement Project when South Beach is renovated.
2. Approve the relocation of the Vincent G. Moorhouse Statue from the proposed interim location to
its final location when the South Beach Improvement Project moves forward. The city also
acknowledges the Moorhouse Foundation will be responsible for annual maintenance and upkeep of
the statue as needed.
Alternative Action(s):
(1) Do not approve accepting the Vincent G. Moorhouse Memorial Statue
(2) Accept the Vincent G. Moorhouse Memorial Statue, but choose an alternative site for its
placement.
Analysis: On September 21, 1992, City Council approved the concept for the Vincent G.
Moorhouse Memorial Statue. The original plan was to incorporate the statue within the South
Beach Improvement Project. Because the South Beach Project has been delayed, the Moorhouse
Foundation would like to move forward with a temporary location. The foundation will pay for a
private contractor to construct a base for the statue and place it at the interim location. The base
will be constructed so that it can later be relocated to the permanent site. The foundation would
like the city to accept the responsibility of relocating the statue to its permanent home within the
South Beach Improvement Project. The foundation has committed to annual maintenance.

Vincent G. Moorhouse was a dedicated city employee for 34 years. He was Harbors and Beaches
Director and then Community Services Director from 1966 to 1984. Lifeguard Headquarters was
renamed the Vincent G. Moorhouse Lifeguard Headquarters in January, 1984. The Moorhouse
Foundation has raised funds and had a bronze pelican sculpted in Mr. Moorhouse's honor. The
foundation has raised $20,000. It is asking that the city officially accept the donation of the
monument and on an interim basis place it on the grassy area immediately south of headquarters.
When South Beach is redeveloped, the monument will be relocated to the viewpoint that will be
created at the end of First Street immediately south of headquarters. The foundation would like to
have a commitment from the city that this monument be a part of the city beach in perpetuity.

Dear Mr. Hagan,
Per our meeting with Jim Engle on Nov. 5, the Moorhouse Foundation would like to
inform you on the status of the Vincent G. Moorhouse Memorial Statue. After nearly five
years of volunteer fundraising, the Foundation has successfully achieved its financial goals
of funding the statue of an endangered California Brown Pelican(7 '/z ft. hand-sculptured
bronze replica)through private donations. In addition, we have secured funds for the b,.se
foundation (approx. 8 ft. tall to secure the statue) and the finishing touches with the pla Jue
inscription.
As you are probably aware, the purpose of the meeting was not only to brief you on the
status of the project but to solicit your support in working with the Foundation in the finial
phase. The Foundation has worked diligently over the past five years to raise over $20,000
for the memorial and is committed to erecting this beautiful artwork in concert with the
Pier Plaza completion date in May 1998. Now that the majority of our work is done, 'e
seek your expertise in making this dream a reality.
Can you or Jim prepare the Request for Council Action(RCA) in order to accomplish our
goal by assuring the Foundation for the permanent location of the statue? Our primary
concern is that the statue is positioned at the base area of the First Street turnaround
lookout as previously planned. The RCA should include the Foundation's intentions as
follows: (feel free to change the wording as you see fit)
• The Moorhouse Foundation will donate the statue/base/plaque(worth approx.
$20,000)to the City as goodwill in Celebration of Vincent G. Moorhouse (former
Comm. Services Dir., 35-years of service to City, Lifeguard Chief, Founding Father in
Surf Life Saving, Pioneer in Modern Surf Rescue, Combat War Veteran, etc.).
o The City will permit a private contractor funded by the Moorhouse Foundation to
construct the statue base adjacent Lifeguard Headquarters(grass area south of HQ) as
a temporary location.
6 The City will accept responsibility to relocate the statue at the previously approved
area as part of the South Beach Improvement Project, when the time comes.
e The Moorhouse Foundation will be responsible for annual maintenance and upkeep of
the statue as needed.
As a note for the record, an RCA outlining the original plans for the Moorhouse Memorial
Statue was approved by the City Council,on September 21, 1992. The original plan was to
incorporate the statue with the South Beach Improvement Project which was delayed by

several years. The Foundation has accomplished its financial goals and is ready to move
forward with this project.
The Foundation is eagerly awaiting the chance to donate this beautiful work of art to the
City and for all the public to enjoy. Undoubtfully, this soon-to-be icon of the beach and
City will be, not only a historical piece, but a fitting tribute to a man who made a legacy in
the community he served and loved!

Vincent G. Moorhouse

1932-1992
Vincent Grigsby Moorhouse, described by his colleagues as a man with an impeccable
desire for professionalism at all levels, will always be remembered for his legacy as a zero
and leader in surf lifesaving history! Acknowledged by his associates as a charisir atic
leader, Vince left a legacy of accomplishments as a veteran, lifeguard, and diplomat from
the shores of the West Coast to the serenity of the Bitterroot Valley in Montana.
After serving the US NAVY as an elite Underwater Demolition Team Instructor and
Combat Veteran, Vince returned to Huntington Beach as a Lifeguard Lieutenant and began
his 35 years of community service. In 1957, Vince was promoted to Lifeguard Chief and
implemented a series of programs that made Huntington Beach a model for organizarions
worldwide. He believed that surf lifesaving is "a serious business" that demands a rigid,
semi-military operation "like it or not." He implemented the military's Perimeter Defense
System to safeguard the public by stationing guards in beach observation towers with
"overlapping lines of vision" in order to spot trouble, respond early and prevent
drownings.
Applying his military training to surf lifesaving, Vince transformed a meager beach patrol
into a year-round, professional marine safety operation that included emergency lifesaving
vehicles and vessels. He implemented many practices and programs still in place today
like the Junior Lifeguard Program to educate our youth and recruit fiiture ocean
lifeguards. With his vision, the City of Huntington Beach attained one of the first 'elf-
supporting beach operations (parking, maintenance and marine safety) in Soutlern
California. It serves as a model organization at an international level. Vince co-found& the
local, regional and national lifesaving chapters and also served as the President of World
Life Saving.
With Vince's many accomplishments, his impact on so many lives, and his sups eme
dedication as a professional, his legacy survives him through his family, friends, and all
who visit these shores. From the efforts he made to bring people together, through the
individuals he worked with and the professional goals and ideals he attained for lifesaN ing,
may this statue stand symbolically to forever oversee the beach Vince loved so much.
