Subject: A Program to Maximize Retail Development Opportunities
One major opportunity for dealing with the economic problems of the city caused by insufficient
cash flow is to institute a comprehensive program to encourage development of sites which lend
themselves to commercial activity. Not only will such development return property tax to the
city, but they will also result in increased sales and transient occupancy taxes. Such an approach
is far preferred to the raising of taxes and fees.
To this end it is requested that the City Administrator develop a comprehensive program which
maximizes sales tax and transient occupancy tax consistent with good city planning 'on the sites
listed below.
The first step in this program should be a study session for the Council as was suggested by
Councilmember Green at the last Council meeting.
It is recognized that the City must follow legal procedures and that the land may not be owned by
the City. These limitations will restrict some aspects of the above request.
The undersigned has approached a major architect, John Jerde, as well as a major commercial
developer, the Arnel Corporation to determine whether firms like this could cooperate with the
City in a comprehensive, multi -site, commercial development program. Both firms agree this
could be done. We are of course not bound to the firms mentioned.
The general areas or sites of interest include, but are not limited to the following:
Huntington Mall
2. Edinger Corridor
3. Beach Boulevard from Westminster to the Beach
4. The 31 acre Morgan Stanley site on Pacific Coast Highway
5. The 45 acre Waterfront site
6. The McDonnell Douglas site

8. Pacific Coast Highway frontage from the Bolsa Chica Bluffs to downtown
9. Peters Landing
10. Crest View
11. Rancho View
12. The 55 acre Seacliff Shopping Center site.
The target increase in sales tax and transient occupancy tax from these area could be upwards of
$15 million annually.
