Education and Qualifications: Orange Coast and Goldenwest College, East Los Angeles junior College, Los
Angeles State College;
Qualifications: My experience as Mayor (two terms), member of the City Council as well as my eleven years
experience as a police officer and a Real Estate Salesman, have involved me in community service and made me
aware of the needs of the people of this community.
During my four year term on the council, I have supported: tax reform; running the City in a businesslike
manner; cutting unnecessary expenditures; maintaining a high level of vital services, i.e., Police, Fire.and
Paramedics; summer youth employment programs; Senior Citizen services and programs, i.e. Downtown Senior
Center, Housing Programs; Seniors Outreach Grants; establishing an Affirmative Action Program for Equal
Opportunity Employment; cooperative planning effort for Bolsa Chica with the County of Orange.
During my term on the City Council, I have worked for improving community relations and creating a
positive attitude toward our city.

Degrees, local businessman, married, 2 children. I am a hard working independent businessman in Huntington
Beach.
I am totally committed to serving our community. I am President of Neighborhood Watch, member of Local
Coastal Plan and Housing and Community Development Committees, active parent in Little League and Indian
Guides and member of Council on Aging. Through business and community involvement, I understand the
problems of our city as you see them — from young person to Senior Citizen.
I will work to reduce the cost of government. I will get you the best possible public services for the least possible
cost to meet your needs and desires. I will give strong council leadership. I will work for a balance between
industrial, commercial and residential development.

Occupation: Local Businessman
Education and Qualifications: I have been a resident of Huntington Beach for 22 years. I attended Huntington
Beach High School, Marina High, Goldenwest and Orange Coast Colleges and U.C. Irvine. I own a home and
income property in our city. I am president of our family business which has been in Huntington Beach since 1958.
My financial and personal commitment to my city is 100%.
Government, at all levels,has grown far beyond any reasonable need. It has a life of its own,with needs and
interests that are usually in direct conflict with the wishes of the people. I will work diligently to reverse this trend.
It is my firm belief that no government has the right to regulate the lives of honest,non-violent people or take their
property without consent.
I campaigned hard for Proposition 13 and I strongly support the Jarvis Income Tax Cut on the upcoming'June
ballot. As the Council finally begins to come to grips with these long overdue reductions in revenue, I intend to
strive for massive de-regulation of our lives and businesses and replacement of government services with free
market alternatives — not just cuts in services.
Less government is the only reasonable alternative.

I would like to continue to bring to the city of Huntington Beach my expertise in Executive Management of over
30 years and my financial management background to insure the most efficient use of each tax payers dollar.
I have served on the Huntington Beach Personnel Commission,= Appointed Member of the Huntington Beach
City Council since 2-13-79—Mayor's Advisory Committee—Orange County Community Development Council
,approved by the County Board of Supervisors.
My goal is consolidation of departments; thereby, decreasing costs and increasing personnel efficiency. We can
pool city inventory and major equipment for use by more than one department; thereby, avoiding costly duplication.
Huntington Beach must have a comprehensive master plan that will assure an orderly growth pattern providing a
balance of industry, commercial, residential and recreational development. All designed to improve the city.
Most important,my concern is toward the people of Huntington Beach. I do not represent special interest groups,
and will continue to be aware of and sensitive to the needs of all citizens. I want to continue to work with and for
each of you and give you a city that will serve you without new taxes or fees.

Education and Qualifications: Huntington Beach is my home and has been for almost 8 years. It is where I have
chosen to raise my family, to locate my business and invest my tax dollars.
I never intended to become involved in local government but as a businessman, a family man and a taxpayer,
I simply cannot afford to sit back and hope for the best any longer.
The future of our community is on the line in this election.
With quality leadership Huntington Beach can become a model community—one that will offer us all a solid
return on our tax investments here.
With a continuation of the kind of crisis management and manipulation by special interests that exists today,
only a chosen few will reap future rewards.
If you are concerned, as I am,about—the kind of special interest pressure that has caused the resignation of
two council members in the past year—about the council's"hidden agendas"—the back room deals—the oil
company rip-offs, the costly cronyism at city hall, I'd like your vote.

County Sheriff's Department for 18 years. Married — 3 children.
The system of financing government will change drastically. I will support changes that give the taxpayers a
greater voice in determining where their money is spent.
We must seriously consider preserving the Bolsa Chica for your children and grandchildren. Any development
proposals must be scrupulously examined:

with 3 children. Former executive, large corporation.
For the past 12 years, as a resident and business owner in Huntington Beach, I have watched disorganized
planning and.indecisive leadership retard the progress and organized growth of our city. We have seen our City
Council change from a businesslike Board of Directors, as specified in the City Charter, to a forum for off-based
ideas and, in some cases, a carnival side show,
In business I have learned the necessity of control, but I'also understand the need to delegate responsibility. We
are fortunate to have some of the best qualified and trained city employees in the state. I believe that if they are
allowed to function in their assignments without the continuous, direct interference of council members, we can
return to an efficient government operation.
The City Council needs to work to create the conditions that will allow a large industrial and commercial tax base
to develop in our city to complement our residential and recreational facilities. This will result in a reduced
expense for our citizens city services.
If elected, I will work to accomplish all of these goals.

Education and Qualifications: I am a graduate of California State University, Long Beach, with a Bachelor of
Science degree in Business Management. My occupational background consists of working as a Project Director
for Xerox Computer Services and also as a Manager of Business Systems for IBM and ITT. For the past eight years,
I have operated my own business in the downtown Huntington Beach area.
I am not a politician,but a very concerned local citizen,property owner,and businessman.As a property owner in
Huntington Beach for the past 15 years, and a local businessman for the past eight years, I have watched with
dismay the haphazard planning,wasteful use of the taxpayer's dollars,and acts of indecision on the part of the City
concerning growth and progress in Huntington Beach.
I believe the time has finally arrived for a self-employed businessman such as myself to serve on the City Council. I
feel that Huntington Beach needs a masterplan for growth and development. The downtown area is a disgrace.
I support the following: Jarvis II; Amigos de Bolsa Chica; strong fire and police protection; saving the taxpayer's
dollar.

Education and Qualifications: When appointed to the City Council last year, I was immediately able to function
effectively with the other council members due to my extensive background in the governmental and community
activities of Huntington Beach.
My qualifications in governmental planning include: Planning Commission — 5 year member, 1 year
chairwoman; League of Women Voters of Orange County past president;League of Women Voters of Huntington
Beach past president; Orange County Grand Jury — 1977-78.
My qualifications in community activities include: Huntington Beach resident for 15 years—husband Gerry and
three children; Membership in AAUW, Girl Scouts,Friends of the Library, Amigos de Bolsa Chica, Historical
Society, Patrons Circle of Golden West College; Home Council Citizen of the Year, 1976; Realistic awareness of
the problems of the business community as the wife of a small business owner; Manager/bookkeeper of an east

Occupation: Machine Tool Consultant
Education and Qualifications: I'm a third generation Huntington Beach resident. My grandparents settled here in
1897 and members of our family have lived here ever since.
I know this community..
I went to school here and I've been involved at one level or another since I graduated from Huntington Beach
High School in 1945. As an international consultant and contract negotiator abroad since 1960, I have gained
valuable experience in the operation of multi-million dollar corporations. And after all that's what our city is. It's
big business and should be run by people with experience in decision-making at the highest level. I have that
experience— 20 years of it! I will demand cost-effective programs and accountability of our tax monies. If that's
what you want from your city councilman, I solicit your vote. I am self-employed and have the time to devote to
your needs. I am a charter member of the Huntington Beach Industrial Commercial League and will fight to
maintain the integrity of our industrial corridor to broaden the city's tax base and help ease the burden on the
homeowner.

Education and Qualifications: College: Political Science; Graduate School: Public Policy & Administration;
Former reserve officer; Five years in business management; Two years of extensive experience in local
government; Married, 3 children, and a resident of Huntington Beach for over 5 years.
I am asking for your vote on April 8th because I strongly believe, based on my background and broad
experience in local government, that I can provide the citizens of Huntington Beach with the competent
leadership and direction our City so desperately lacks as it enters the 1980's. I have had,extensive experience in
introducing and implementing economy and efficiency in city government and believe I could effectively address .
the mismanagement, waste, and duplication of effort that continues at City Hall.
We can no longer tolerate a City Council that ignores a continually increasing rate of violent crime that
threatens the welfare and safety of our resident's. We must join with our law enforcement and redesign the entire
concept of'crime deterrence and displacement in our community.
We must develop alternative modes of transportation for our residents i.e. public transit, monorail, etc.,
develop alternative sources of energy for our street lighting, for our homes, businesses, and industry. Let's move
our City forward.

Education and Qualifications: My employment by the City of Huntington Beach in the City Clerk's Office dates
back to 1961. I was appointed City Clerk by the City Council in 1973 and was elected City Clerk by the citizens of
the City of Huntington Beach in 1974, and have served in office since. I currently have a staff of five full-time
employees, including myself, the same total as in 1970.
Only through knowledge and experience can a City Clerk carry out the mandates of the City Charter and of the
State of California. Records on file in the City Clerk's Office are public record and available at all times.
Keep a City Clerk in office who has been in the City Clerk's Department for 19 years during a population
explosion of from 11,500 to 170,000.
Integrity and experience benefits the taxpayer.

Occupation: City Hall "Watch Dog"/Retailer
Education and Qualifications: I'm a graduate student seeking my law degree. And, as such, I have come to
recognize the many questionable activities going on day-to-day at city hall in Huntington Beach.
I have taken it upon myself for the past 8 yrs. to investigate some of the more flagrant abuses of our local
government and to ask the kind of questions of our leaders that the people have a right to have answered.
I am seeking the office of City Treasurer, because I firmly believe the way it is being run now is outside the
legal and ethical perimeters of our city charter.
If elected I will insist that the elected position become what it was meant to be,an advisory position and I will
accept only the charter approved stipend, and put the$30,000 plus salary job of investment counselor to the city,
back into the personnel system where it belongs.
This was nothing more than a political pay-off to begin with. I'll have no part of it!
If you believe as I do, I would be grateful for your vote.

Occupation: City Treasurer/Risk Manager
Education and Qualifications: Education: Purdue University; University of Akron Ohio (B.S. Degree in
Accounting); Systems and Procedures, Valley College, San Bernardino; Graduate Center of Public Finance
Administration, University of Wisconsin, Oshkosh. Awarded certification as a "Certified Municipal Finance
Officer". Qualifications: Over 25 years of experience in accounting, budget administration, computer
applications, procedure development and financial controllership. I held financial supervisory or controllership
positions with Goodyear, Rohr Corp., Ling-Temco-Vought,.Telex Computer and I.T.T. Levitt Construction. I'was
the elected part time Treasurer of Huntington Beach from April 1968 to September 1973 when the City Council
appointed me full time Investment Officer with responsibility for the city investment and cash flow system,which
will earn over 2 million dollars in interest this year. In 1975 Risk Management and Insurance was added to my
office. Since then a practical,working program of self insurance has saved you,the taxpayers,over$1,000,000 that
would have been spent on premiums. I ask for another 4 years to work for you and keep this city an outstanding
example of cash management that it is today.

Name: Thomas N. Livengood
Age: 40
Occupation: Business Executive
Education and Qualifications: Married, two daughters. Twenty years management experience in both public
and private sectors. The last fifteen years as General Manager,preparing and administrating a multi-million dollar
budget: Also includes the process of fund investment.
Why do we need a new City Treasurer now?While working on two charter revision committees, it was obvious
that the voters wished the City Treasurer to be an elected official. The current City Treasurer,is also employed by
the City as Risk Manager,with benefits and salary totaling over$35,000 annually. I feel this situation of the City's
elected fiscal watchdog also being a City department head constitutes a definite conflict of interest.
I am a candidate who is qualified for Treasurer,who has no ties to City Hall and whose only obligation is to you,
the voters of Huntington Beach. As Elected City Treasurer I will not accept any other City position. My
community involvement in Huntington Beach for fifteen years includes charter revision committees, President of
HOME Council, Local Coastal Plarining Committee,July 4th Parade Chairman,and Jaycees Past President,show
my continued concern and desire to help Huntington Beach become a better place in which to live.
