that lines may form during peak voting times. Parking is also limited at some locations
and you can avoid congestion by voting mid-day if possible. You will have the option

INSTRUCTIONS TO VOTERS
("Voting Electronically at the Polks,:
To vote for a candidate whose name appears on the ballot, turn the select wheel to move
the blue bar to highlight your choice and press the ENTER button. Where two or more
candidates for the same office are to be elected, turn the select wheel to move the blue bar to
highlight your choice and press the ENTER button after the names of all candidates for the
office for whom you desire to vote. The electronic system will not allow the voter to vote for more
than the number of candidates to be elected.
To vote for a qualified write-in candidate, turn the select wheel to move the blue bar to
highlight the blank space provided for that purpose after the names of the other candidates for the
same office and press the ENTER button to type the person's name.
To vote on any measure, turn the select wheel to move the blue bar to highlight your choice
in the voting square before the word "YES"or before the word "NO" and press the ENTER button.
Voting on a Paper Ballot at the oH,, :
To vote for a candidate whose name appears on the ballot, using a black or blue pen
provided, completely fill in the rectangle to the left of the candidate's name. Where two or more
candidates for the same office are to be elected, completely fill in the rectangle to the left of the
names of all candidates for the office for whom you desire to vote, not to exceed, however, the
number of candidates to be elected.
To vote for a qualified write-in candidate,write the person's name in the blank space provided
for that purpose after the names of the other candidates for the same office. Be sure to
completely fill in the corresponding rectangle.

If you incorrectly mark, tear or deface your ballot, return it to a precinct board member and
obtain another. All distinguishing marks and erasures are forbidden and make the ballot void.

AN ORDINANCE OF THE COUNTY OF ORANGE,CALIFORNIA,PROVIDING FOR VOTER APPROVAL OF INCREASES IN RETIREMENT SYSTEM
BENEFITS AND ADDING ARTICLE III,SECTION 301 TO THE CHARTER OF ORANGE COUNTY
The People of the County of Orange,California,hereby ordain as follows:
SECTION 1:Article IH,Section 301 is added to the Charter of Orange County to read:
ARTICLE III.VOTER APPROVAL OF RETIREMENT SYSTEM BENEFIT INCREASES
Sec.301: Approval-,) Retirement System Benefitincreases
(a) The Board of Supervisors shall not take any action,by ordinance,resolution,or otherwise,which increases the retirement benefits of any employee,
legislative officer or elected official of the County of Orange in the Orange County Employees Retirement System or any successor retirement system
{"retirement system"), with the exception of statutorily-established cost of living adjustments, salary increases, and annual leave or compensatory time
cash-outs,without first obtaining the approval of a majority of those qualified electors voting on the matter.
ib) Priorto placement of any proposed increased benefits on the ballot,the retirement systorn shall prepare,or have prepared on its behalf,an actuarial
study of the cost and the funded and unfunded actuarial accrued liability attributable to the retirement benefit chances proposed by the amendment.Such
i actuarial study shall be available to the public and a summary of the actuarial study shall be published in the balloy pamphlet.
(c) Nothing in subsection(a,of this section shall prevent the County from negotiating tentative agreements with employee organizations for retirement

IMPARTIAL ANALYSIS BY COUNTY COUNSEL
MEASURE
This measure would add new provisions to the County Charter,adopted by the voters on March 5,2002. The new provisions would require voter approval
of certain increases in retirement benefits for County employees and officials who are in the County retirement system. Specifically,the measure provides
that the County Board of Supervisors may not take any action that would increase retirement benefits of any County employee,legislative officer or elected
official without first obtaining voter approval. Voter approval,however,%N'OlLild not be required for statutorily-established cost of living adjustments,salary
increases,and annual leave or compensatory time cash-outs.
This measure also provides that the County may negotiate tentativeagreements with employee organizations for retirement benefit increases. However,
such agreements would not become binding or effective(except for statutorily.-establishe,,-Jcost of living adjustments,salary increases,and-annual leave orcompensatory time cash-01-r[S),and the County Board of Supervisors would have no authority to enter into final and binding agreements with any bargaining

If this measure is approved by the voters, it will become operative on January 1, 2009. Future changes to the County Charter, including provisions
