SUBJECT Adopt Resolution No 2015-26 approving City authorized agents to apply for and
obtain financial assistance for Disaster and Emergency Relief
Statement of Issue `
The State of California requires jurisdictions to update their list of authorized agents who will submit
claims for state and federal reimbursement for disaster and emergency relief every three years

Adopt Resolution 2015-26, "A Resolution of the City Council of the City of Huntington Beach
Authorizing Certain City Officials to Execute Applications and Documents to Obtain Disaster and
Emergency Relief "

Do not approve the resolution and direct staff accordingly
Analysis
State law requires that all claims for state and federal disaster reimbursement be accompanied by a
list of city officials authorized to act as agents for the purpose of applying for and obtaining financial
assistance for disaster and emergency relief The State of California requires jurisdictions to
update their list every three years The existing resolution with this listing was last updated in 2011
and now must be updated
The resolution shown as Attachment 1 includes the positions of City Manager, Fire Chief, Director
of Finance, and Emergency Services Coordinator as authorized agents The newly adopted
resolution will accompany City claims for financial reimbursement from the California Emergency
Management Agency (Cal-EMA) and the Federal Emergency Management Agency (FEMA)

RESOLUTION NO
2015-26
A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF HUNTINGTON BEACH AUTHORIZING CERTAIN
CITY OFFICIALS TO EXECUTE APPLICATIONS AND DOCUMENTS
TO OBTAIN DISASTER AND EMERGENCY RELIEF
WHEREAS, the City Council of the City of Huntington Beach desires to designate and
authorize certain classifications in the city service as the Citys agents for purposes of applying
or and obtaining-financial-assistance-for-disaster-and-emer-gency-relief,
NOW, THEREFORE, the City Council of the City of Huntington Beach does hereby
resolve as follows
1 That the City Manager, Fire Chief, Police Chief, Director of Finance or
Emergency Services Coordinator, are hereby authorized to execute for and on behalf of the City
of Huntington Beach, a public entity established under the laws of the State of California, any
application and to file it in the Office of Emergency Services for the purpose of obtaining certain
federal assistance under P.L. 93-288 as amended by the Robert T. Stafford Disaster Relief and
Emergency Assistance Act of 1988, and/or state financial assistance under the Natural Disaster
Assistance Act.
2 That the City of Huntington Beach, a public entity established under the laws of
the State of California, hereby authorizes its agents to provide to the State Office of Emergency
Services, for all matters pertaining to any such state disaster assistance, the assurances and
agreements required

Huntington Beach, and ex-officio Clerk of the City Council of said City, do hereby
certify that the whole number of members of the City Council of the City of
Huntington Beach is seven, that the foregoing resolution was passed and adopted
by the affirmative vote of at least a majority of all the members of said City Council
at a Regular meeting thereof held on June 15, 2015 by the following vote
