Wilson, City Manager PREPARED BY: Patrick McIntosh, Fire Chief SUBJECT: Adopt Resolution No. 2011-92 approving City -authorized agents to apply for and obtain Financial Assistance for Disaster and Emergency Relief Statement of Issue: The State of California now requires jurisdictions to update their list of authorized agents who will submit claims for state and federal disaster reimbursement every three years. The existing resolution with this listing was last updated in 1998 and approval of a current resolution is requested. Financial Impact: Not applicable. Recommended Action: Motion to: Adopt Resolution 2011 - 92, "A Resolution of the City Council of the City of Huntington Beach Authorizing Certain City Officials to Execute Applications and Documents to Obtain Disaster and Emergency Relief." Alternative Action(s): Do not approve the resolution and direct staff accordingly. Analysis: State law requires that all claims for state and federal disaster reimbursement be accompanied by a list of city officials authorized to act as agents for the purpose of applying for and obtaining financial assistance for disaster and emergency relief. City staff was recently informed that the State of California now requires jurisdictions to update their list every three years. The existing resolution with the listing was last updated in 1998 and now must be updated. The resolution shown as "Attachment 1" includes the positions of City Manager, Fire Chief, Finance Director and Emergency Services Coordinator as authorized agents. The newly adopted resolution will accompany city claims for financial reimbursement from the California Emergency Management Agency (Cal-EMA) and the Federal Emergency Management Agency (FEMA). Attachment(s): Resolution No. 2011-92, "A Resolution of the City Council of the City of Huntington Beach Authorizing Certain City Officials to Execute Applications and Documents to Obtain Disaster and Emerqencv Relief." xB -345- Item 13. - 2 ATTACHMENT #1 Item 13. - 3 HB -346- RESOLUTION NO. 2011-92 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF HUNTINGTON BEACH AUTHORIZING CERTAIN CITY OFFICIALS TO EXECUTE APPLICATIONS AND DOCUMENTS TO OBTAIN DISASTER AND EMERGENCY RELIEF WHEREAS, the City Council of the City of Huntington Beach desires to designate and authorize certain classifications in the city service as the City's agents for purposes of applying for and obtaining financial assistance for disaster and emergency relief, NOW, THEREFORE, the City Council of the City of Huntington Beach does hereby resolve as follows: 1. That the City Manager, Fire Chief, Director of Finance or Emergency Services Coordinator, are hereby authorized to execute for and on behalf of the City of Huntington Beach, a public entity established under the laws of the State of California, any application and to file it in the Office of Emergency Services for the purpose of obtaining certain federal assistance under P.L. 93-288 as amended by the Robert T. Stafford Disaster Relief and Emergency Assistance Act of 1988, and/or state financial assistance under the Natural Disaster Assistance Act. 2. That the City of Huntington Beach, a public entity established under the laws of the State of California, hereby authorizes its agents to provide to the State Office of Emergency Services, for all matters pertaining to any such state disaster assistance, the assurances and agreements required.
