Wilson, City Admini PREPARED BY: Eric Engberg, Acting Fire Chi �f SUBJECT: ADOPT OPERATIONAL AREA AGREEMENT WITH ADDENDUMS FOR ORANGE COUNTY AND POLITICAL SUBDIVISIONS Statement of Issue,Funding Source,Recommended Action,Alternative Action(s),Analysis,Environmental Status,Attachment(s) Statement of Issue: The Fire Department is requesting approval of the attached resolution adopting the Operational Area Agreement with addendums with the County of Orange and political subdivisions. Entering into this agreement with participating agencies provides a cooperative method for meeting State law requirements related to the Standardized Emergency Management System (SEMS). Funding Source: Not applicable. Recommended Action: Motion to: Approve Resolution 2010 -01, A Resolution of the City Council of the City of Huntington Beach Approving an Operational Area Agreement Between the County of Orange and Local Agencies for the Implementation of the Standardized Emergency Management System (SEMS) Regulations, and authorize the City Clerk and Mayor to sign an Operational Area Agreement with addendums between the County of Orange and political subdivisions for the implementation of SEMS. Alternative Action(s): Do not approve the attached resolution. REQUEST FOR CITY COUNCIL ACTION MEETING DATE: 1/19/2010 DEPARTMENT ID NUMBER: FD 10-001 Analysis: In November 1995, the City Council adopted Resolution 6732 which authorized the Mayor to sign an Operational Area Agreement, with revisions, between the County of Orange and political subdivisions. These operational Area addendums related to the establishment and composition of the operational area executive board, local authority in an emergency, duties of the operational area coordinator, creation and revision of the area plan, and activation of the operational area Emergency Operations Center. Once adopted by the County of Orange, the Operational Area agreement, with revisions, would be implemented county-wide, including in the City of Huntington Beach. When the City Council adopted Resolution 6732 it was understood that the specified addendums would also be adopted by the County of Orange. However, since that time, the proposed addendums were never adopted. The County of Orange has now adopted the specified revisions to the Operational Area plan making it necessary for the City to do the same. SEMS regulations standardize emergency responses when implemented in multiple jurisdictional areas. Failure to comply with these State regulations may result in the loss of future FEMA disaster reimbursement funds distributed through the State of California to the City of Huntington Beach. Resolution No. 2010-01, A Resolution of the City Council of the City of Huntington Beach Approving an Operational Area Agreement Between the County of Orange and Local Agencies for the Implementation of the Standardized Emergency Management System (SEMS) Regulations -2- 1/5/2010 4:40 PM ATTACHMENT # 1 RESOLUTION NO. 2010-01 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF HUNTINGTON BEACH APPROVING AN OPERATIONAL AREA AGREEMENT BETWEEN THE COUNTY OF ORANGE AND LOCAL AGENCIES FOR THE IMPLEMENTATION OF THE STANDARDIZED EMERGENCY MANAGEMENT SYSTEM (SEMS) REGULATIONS WHEREAS,the Standardized Emergency Management System Regulations require Local Agencies, including cities,to enter into Operational Area Agreements in the geographic area of the County in order to manage and coordinate information, resources, and priorities between agencies and to serve as the coordination and communication link with the regional level of the State; and A county geographic area is required to be organized into a single Operational Area by December 1, 1995 per Government Code § 8607(a); and Local agencies, including Orange County Cities, agree in concept to forming an Operational Area; and A Steering Committee consisting of representatives from the County and Local Agencies have met and made recommendations for responsibilities and coordination within the Operational Area; and The purposes of this Agreement are to provide for the establishment and direction of the Operational Area; the cooperative and mutual handling of the duties and responsibilities of the Operational Area Lead Agency; the coordination of the emergency functions of the Operational Area with all other public agencies; corporations, organizations, and affected private persons; and the preparation and implementation of plans for the protection of persons and property within the Operational Area in the event of an emergency. NOW, THEREFORE, the City Council of the City of Huntington Beach does hereby resolve as follows: 1. To adopt the Operational Area Agreement of the County of Orange and Political subdivisions dated October 3, 1995, including addendums; and 2. To authorize the Mayor and City Clerk to execute the Operational Area Agreement, including addendums; and 3.
