Statement of Issue: The 2005 Citywide Urban Runoff Management Plan (CURMP) has
been completed. Adoption by the City Council is requested to provide future direction for
project implementation.
Funding Source: Not required to adopt the CURMP.
Recommended Action: Motion to:
Adopt the Citywide Urban Runoff Management Plan.
Alternative Action(s): Deny the recommended action and direct staff accordingly.
Analysis:
In December 2001, the City Council approved a contract with CDM to develop a CURMP,
including a Water Quality Element and a Drainage Element. The final CURMP is ready to be
presented to the City Council. If adopted, the 2005 CURMP will be used as a guidance
document to identify and prioritize both drainage capacity enhancement and urban runoff
water quality projects. It will also be used as a supporting document to update existing
development related drainage fees as well as pursue other funding alternatives.
The CURMP was developed through the cooperative efforts of a Council Sub-Committee
Focus Group that consisted of representatives from the City Council, community and
business groups, environmental interest groups, City staff and, CDM. The Focus Group
developed a balanced program, with diversified input and a consensus of support to ensure
that the City's plans are accepted and successfully implemented.

The Water Quality Element provides the basis of a comprehensive program for improving
water quality through a combination of methods to reduce the volume of urban runoff and
pollutants emanating from private and public property. Implementing parts of, or this entire
element, will strengthen the City's efforts to meet or exceed the requirements of the City's
National Pollutant Discharge Elimination System (NPDES) Municipal Stormwater Permit.
The Water Quality Element identifies areas of concern based on waterway-related
infrastructure and on-going monitoring. It evaluates and characterizes pollutants found in dry
weather urban runoff through a monitoring program. Remedial actions and projects are
evaluated and prioritized.
Revising the Drainage Element alongside the Water Quality Element efficiently integrates the
quantity and quality recommendations. The Drainage Element develops a detailed inventory
of existing stormwater drainage infrastructure, computes the hydraulic capacities, documents
targeted upgrades, and recommends system improvements. Recommended system
improvements can address both quality and quantity concerns. Collectively, these elements
will provide the City with a comprehensive CURMP that enhances current efforts to reduce
polluted urban runoff in coastal waters and reduce potential flooding conditions within the
City.
After adoption, the next phase of the CURMP would entail prioritizing implementation of the
various elements. Upon City Council direction, funding methodologies for both annual and,
capital expenditures would be explored.
Public Works Commission Action: At the January 19, 2005 meeting, the Public Works
Commission reviewed and recommended approval of the CURMP by a unanimous vote.
Environmental Status: Not applicable to the plan. Individual projects will undergo the
environmental review process during the design phase.

2. hinancial Recourses for lmplenientation:
The CURMP should include a discussion of the how the needs that are addressed in the
CURNIP can be balanced against the lack of City financial resources. We believe
iniplenlentation or important portions of�the CURMP will be di'f'ficult il'not impossible
without major changes in file lire or tax structure ofthe City. The E'XCCt►tVe Summary
should include a statement indicating that prior to implementation ofany CURMP
recommendation, the general public will be provided with ulforination regarding the
proposed action to be inlplenlented, including an accurate cost estimate inftlrmation
relating to the cost versus benefits of the recommendation, and a satisfactory period for
review and public comment prior to approval for implementation
3. Water Quantity Element Objectives:
The CURNIP states. ""fhrou<,11 the efforts of the Focus Group and City's "beam, the
following objectives were developed for the CURN,IP."* The text continues to identif'v
objectives relating to water quality but is nloot regarding objectives relating to water
quantity. Althouglt the drainage element is provided as an update to the Master C URkIP
of Dralnage developed in 1979 and later updated in 1993. neither drainage nor water
quantity objectives have been included in the CURNIP. If'water quantity objectives were
not part of the CURNIP development. we believe that the CI,URIVII should not be adopted
until water quantity objectives are established and elements of the CURNIP are developed

with these objectives in mind. However, if there have been no changes to the Drainage
Element between the last update in 1993 and the current CURN P, a statement to that
Abu should be included in the CLIR 4P.
4. Cost i%ersus Benefits Evaluation:
We believe the CURIMP should include an evaluation of'costs versus benefits for each
recommendation. This is the only way to allow subsequent evaluation, approval, and
implementation based upon a cost affective use of available funding or to justify
imposition of new fees or taxes. As an example, if the cost fur eliminating a discharge
into the ocean often pounds per year of a particular contaminant throu�(ll the
implementation ofopdon 1 is ` 51000 and the cost ofeHminadng the dischar-ge of forty
pounds of the same conmmirnint dwough the implementation oI"option 2 is $(.)O,(00.
option ? would be the preferred choice due to the �trrcater contaminant reduction 1'01- each
dollar spent. However, without such information included in the CURNIP, an appropriate
expenditure to implement these recommendations cannot be achieved.
F'urthcr, some recommendations have an interrelationship that should be discussed so that
the associated impacts can be evaluated. For example, there are several existing
pro4grains, and facilities that each reduces waste materials from cnterin.: the ocean. Thc.se
include the fire-bays at our pump stations, recently installed C',DS units alonti Pacific
Coast Higllway, dry weather diversions to the 01-atl1t County Sanitation Districts, and
street sweeping. Each o.l'thcse facilities and programs has overlapping, benefits that result
in waste material reductions. F;ach facility and program has a cost fur i ill plenlcntation.
'therefore an identification of'proportional benefit~ and assojatcd costs should be
described so that one can properly evaluate whether or not we are obtaining an
appropriate level of benefit relative U) the cost of implementation.
S. Puny; Station 01wration and.Stornl Water-i1,[ana,e111ent:
A discussion of pump station operation and Function has not been included in the
C JRNIP, possibly as a re,Wt of the earlier review in 1993 or possibly due to an oversight.
Ile believe that since this CURIA' will serve as a planning dOCUtment well into the
future. some discussion of how the pump stations provide protection against flooding
should be included in the CURMP. In particular. Hooding and property concerns raised
by citizens located in the southeast portion of Hunting.ton 13each between Garfield Street
and Hamihon Street adjacent to the Santa :Ana River Channel appear to be sufficient to
merit a detailed discussion of storm water handling in these areas as well as a discussion
of pump station operation. Mthough there may be limited opportunities to mitigate the
current flooding and property damage problems. a discussion of the system relative to
these areas would allow an evaluation of additional options that may be prudent to
pursue. This subject is .further complicated by the CLOTH' discussion relating to use of
the Edison corridor, adjacent to the Santa Ana River Channel. as a potential water
treatment area.
