Hopkins, PE, Director of Public Works SUBJECT: Approve expansion of Central Park West Organic Chemical Pilot Study to include Organic Turf Management Practices Statement of Issue: This is the three-month status report on the Organic Chemical Pilot Study at Central Park West which was initiated at the May 1, 2017, City Council meeting. Financial Impact: The cost to expand the pilot project for a period of 12 months is estimated at $53,000. Funds are available in General Fund Landscape Maintenance account 10085602,64620. Recommended Action: Approve expansion of Central Park West Organic Chemical Pilot Study to include the entire west side of Central Park and adopt Irvine Unified School District's Organic Turf Management Practices. Alternative Action(s): Do not approve and direct staff accordingly. Analysis: Currently, the City of Huntington Beach Public Works Department, assisted by contract providers, maintains more than 625 acres of community and neighborhood parks and athletic fields, and more than 800 acres of public right-of-way (e.g. street medians, parkways, and 50,000 City trees). Organic Chemical Pilot Study Based on direction from the City Council, the Public Works Landscape division staff began a pilot program on May 25, 2017, in Central Park West. On January 24, 2018, Public Works staff met with J.R Simplot Company to discuss organic turf management products. Staff discussed J.R. Simplot's organic product line, and Simplot suggested the City conduct a soil analysis to better help them choose the right product. Staff took samples of soil from 15 different locations at Central Park West to an independent lab and shared the results with J.R. Simplot, who provided detailed organic product recommendations. On January 31, 2018, Public Works staff members met with Irvine Unified School District (IUSD) staff members to discuss IUSD's adopted Organic Turf Management Program, which helped them eliminate the use of synthetic herbicides on their fields. IUSD described how they stopped using all synthetic chemicals and synthetic fertilizers on their turf fields. They stated this new program was improving the health of the turf and is more effective in controlling the weeds. It was also helping the soil hold moisture longer, thus saving water. ID PW 18-011 Page 2 of 2 Meeting Date:4/2/2018 At the conclusion of the meeting with IUSD, staff agreed that the direction of the pilot study should focus more on organic turf management rather than continuing to find a replacement for glyphosate. IUSD studies have shown that properly managed turf has "choked out" weeds and broadleaf. It has also been shown to hold moisture longer in the soil. Organic turf management consists of not only replacing synthetic chemicals and fertilizers, but also includes new mechanical means like top dressing and over seeding, which are not our current practice. At the December 18, 2017, City Council meeting, staff included a table (see below) to show the cost of replacing glyphosate with Suppress EC and manual means of pest control. In addition to Options 1 through 4 below, Staff studied yet another alternative using organic turf management. The preliminary cost for organic turf management is approximately $1,300 per acre. The City-wide total cost would be approximately $825,000; however, with organic turf management, staff can treat one- third of all the turf per-year. The recurring cost for implementing a City-wide organic turf management program would be approximately $275,000 per year, at a lower cost than all four options in the chart below. Organic turf management will, in time, start to push the weeds and broadleaf out of the turf and improve water retention in the soil. However, Staff still recommends the continued use of synthetic herbicides in the right-of-ways for weed abating due to less frequent recreational use by the public. At this time, Staff is recommending increasing the existing pilot area to include all of Central Park West, incorporating and adopting IUSD's model for Organic Turf Management, and bringing back results over a 12 month period. This is the abandoned rail spur in the Northwest part of the City that used to run into the Seal Beach Naval Weapons station. The HB spur runs about 1.2 miles from Rancho Rd. to Edwards St., about 11 acres, and was deeded to the city by the federal government in April 2016. It is a popular local spot for walkers, dog owners, runners and bikers, and has great potential as an improved bike trail and for habitat restoration. ... The site is identified in the City's Bike Master Plan as a potential Class 1 Multi-use Path, and in your recent pitch to Amazon for its new headquarters, the City noted that it is actively pursuing additional enhancements to it current bike trail systems, including a bicycle and pedestrian path along this railroad rig ht-of-way—efforts local residents support. As Ms.Hardy so eloquently stated,while the item may have been written with the intentions of ensuring local control,clearly that was not the message being delivered Monday evening. Based on the distraught look on Ms.Delgleize's face when she mentioned that she hadn't experienced anything like what she experienced that night in her 45 years of participating in this community,it seemed she would also vote against the lawsuit So what happened? Why did she follow suit? Was it blind loyalty to party? Was it the claims that Sacramento will"take over"if they are given an inch this time? Was it claims that what happened that night was simply free speech? Was it claims that this shouldn't be an "emotional"decision? First,claiming to want to sue the state now not because you're 100%sold on this issue but because you want to send a message to officials in Sacramento that they cannot control Huntington Beach,is simply a vote out of fear,and that's an emotional decision. We should not act like defiant teenagers who are upset at our parents telling us what to do,especially if they are wanting us to do something that is actually in the best interest of humanity. Second,what we experienced Monday evening was anything but"free speech." It was"hate speech," and the prevention of free speech. I waited patiently for hours to be granted my measly two minutes of"free speech,"which turned out to be anything but,as I was continuously disrupted by hateful shouts from the audience. And hate was the theme all night Rabbi Einstein simply tried to discuss peace and unity but was undermined by lewd shouts about circumcision. Congressional candidate Omar Siddiqui was similarly drowned out by bigots screaming words about Allah. When one woman simply mentioned the word"feminism"at the podium,she was verbally attacked,as was another woman for simply mentioning that she's a social worker. Community leader,Victor Valladares,had to endure constant loud shouts of"Go home,Victor,"throughout the night There is no way the council members did not hear this. And this does not include all of the side conversations going on,like the women behind me in the side room where I sat for a while who laughed about burning Victor in the flag he was wearing. The list of hate speech could fill a book,and it was all made possible by the poor leadership of our city council. Mr.Posey,I ask you to take a lesson from Lieutenant Governor Gavin Newsom. When he presided in the same chambers over the meeting involving the hot topic of the Poseidon desalination plant,he showed true leadership. Knowing the crowd could get unruly,he set rules from the start We were not even to clap. We could simply use silent hand gestures. And at one point when the audience did make noise,Mr.Newsom threatened to end the meeting right then and there,and people listened to him and were silent That was good leadership. The only time you stopped the meeting,Mr.Posey,was when a speaker called you out personally. Perhaps you felt attacked,but so did we. Ereciate that you are all seemingly on board with moving Huntington Beach toward being a toxin- ity,and I appreciate your 7-0 vote on agenda item#13. I only wish you would see metaphoricallyRound-up is toxic horticulturally as well as interculturally. We have a much faster road to peaceolerance on this earth if our environment and all of its inhabitants are treated with respect and ess. We need people in power who will lead us on that path. Studies have proven that toxins are harmful to people and animals,such as the study conducted by the American Cancer Society revealing that people exposed to the popular weed killer Roundup were 2.7 times more likely to develop non-Hodgkin's lymphoma. The American Academy of Pediatrics says there is no safe level of pesticide exposure for children. Currently,Huntington Beach uses a number of toxic chemicals in our parks and public areas where people and animals are exposed. These chemicals are blown by winds and tracked into homes where they can be trapped in carpet for years. Allowing a known carcinogen to _ be used makes our city vulnerable to potential financial and legal liabilities. Organic turf management is less expensive and uses 30%less water. Organic landscaping builds the biodiversity of the soil,making desired plants healthier and better able to resist incursion by weeds. It also makes the soil spongier and better able to absorb water,.' I think city staff did a great job getting up to speed on organic turf-management practices, and the results so far seem to be win-win-win all around—less toxins, less money, less water and healthier turf. Keep it up! Another topic: I'm very pleased to support Huntington Beach Community Service Day. Great idea for people to think about lending a hand to their community. In that spirit, on April 21,N. HB and Westminster neighbors and other volunteers will be holding a volunteer workday on the old Navy railroad right-of-way property (a.k.a.,the "Monarch Nature Trail") in North Huntington Beach. ... This is the abandoned rail spur in the Northwest part of the City that used to run into the Seal Beach Naval Weapons station. The HB spur runs about 1.2 miles from Rancho Rd. to Edwards St., about 11 acres, and was deeded to the city by the federal government in April 2016. It is a popular local spot for walkers, dog owners,runners and bikers, and has great potential as an improved bike trail and for habitat restoration. ... The site is identified in the City's Bike Master Plan as a potential Class 1 Multi-use Path, and in your recent pitch to Amazon for its new headquarters, the City noted that it is actively pursuing additional enhancements to it current bike trail systems, including a bicycle and pedestrian path along this railroad rig ht-of-way—efforts local residents support.
